    • The social sciences have engaged since the late 1980s in international collaborative programmes to study questions of sustainability and global change. This article offers an in-depth analysis of the largest long-standing social-science network in this field: the Earth System Governance Project. Originating as a core project of the former International Human Dimensions Programme on Global Environmental Change, the Earth System Governance Project has matured into a global, self-sustaining research network, with annual conferences, numerous taskforces, research centers, regional research fellow meetings, three book series, an open access flagship journal, and a lively presence in social media. The article critically reviews the experiences of the Earth System Governance network and its integration and interactions with other programmes over the last decade.

    • The current institutional framework for sustainable development is by far not strong enough to bring about the swift transformative progress that is needed. This article contends that incrementalism-the main approach since the 1972 Stockholm Conference-will not suffice to bring about societal change at the level and speed needed to mitigate and adapt to earth system transformation. Instead, the article argues that transformative structural change in global governance is needed, and that the 2012 United Nations Conference on Sustainable Development in Rio de Janeiro must turn into a major stepping stone for a much stronger institutional framework for sustainable development. The article details core areas where urgent action is required. The article is based on an extensive social science assessment conducted by 32 members of the lead faculty, scientific steering committee, and other affiliates of the Earth System Governance Project. This Project is a ten-year research initiative under the auspices of the International Human Dimensions Programme on Global Environmental Change (IHDP), which is sponsored by the International Council for Science (ICSU), the International Social Science Council (ISSC), and the United Nations University (UNU).

  • Solar geoengineering : The case for an international non‐use agreement

    • Solar geoengineering is gaining prominence in climate change debates as an issue worth studying; for some it is even a potential future policy option. We argue here against this increasing normalization of solar geoengineering as a speculative part of the climate policy portfolio. We contend, in particular, that solar geoengineering at planetary scale is not governable in a globally inclusive and just manner within the current international political system. We therefore call upon governments and the United Nations to take immediate and effective political control over the development of solar geoengineering technologies. Specifically, we advocate for an International Non-Use Agreement on Solar Geoengineering and outline the core elements of this proposal.

  • De facto governance: how authoritative assessments construct climate engineering as an object of governance

    • Analyses of climate engineering (CE) governance have accelerated in the last decade. A key claim is that CE remains a largely ungoverned space, with shared norms, institutional arrangements, and formal rules to regulate CE not yet present. In contrast, here it is argued that de facto governance of CE is underway, discernible in an ordering of this nascent field of inquiry by unacknowledged sources of steering. One key source of de facto governance is analyzed: high-level ‘authoritative assessments’ of CE. The focus is on how these assessments are constructing CE as an object of governance through demarcating and categorizing this emerging field of inquiry, and how this contributes to normalizing and institutionalizing CE research (and CE research communities). Scrutinizing the distinct nature and political implications of de facto governance, particularly of novel and speculative technological trajec- tories not yet subject to formal steering, remains a key task for governance scholars.

    • This article reviews critical social science analyses of carbon accounting and monitoring, reporting and verification (MRV) systems associated with reducing emissions from deforestation, forest degradation and conservation, sustainable use and enhancement of forest carbon stocks (REDD+). REDD+ MRV systems are often portrayed as technical. In questioning such a framing, we draw on perspectives from science and technology and governmentality studies to assess how MRV systems may exercise disciplinary power (through standardization, simplification and erasing the local) but also mobilize counter-expertise, produce resistance and thus have necessarily contingent effects. In doing so, we advance the concept of ‘carbon accountability’ to denote both how forest carbon is accounted for in REDD+ and the need to hold to account those who are doing so.

    • Background: The early management of polytrauma patients with traumatic spinal cord injury (tSCI) is a major challenge. Sparse data is available to provide optimal care in this scenario and worldwide variability in clinical practice has been documented in recent studies.Methods: A multidisciplinary consensus panel of physicians selected for their established clinical and scientific expertise in the acute management of tSCI polytrauma patients with different specializations was established. The World Society of Emergency Surgery (WSES) and the European Association of Neurosurgical Societies (EANS) endorsed the consensus, and a modified Delphi approach was adopted.Results: A total of 17 statements were proposed and discussed. A consensus was reached generating 17 recommendations (16 strong and 1 weak).Conclusions: This consensus provides practical recommendations to support a clinician's decision making in the management of tSCI polytrauma patients.

    • A recent article in this journal (Jackson 2021) validly emphasized that debates about the Anthropocene need to recognize a diverse range of perspectives, worldviews, and forms of knowledge. In doing so, however, the author mischaracterized scholarship on earth system governance as being antithetical to a critical and pluralistic stance on the Anthropocene. In this commentary we address key concerns about the article: selective and misleading quotations regarding the earth system governance literatures diversity; unwarranted insinuations that juxtapose the implications of this literature with those of slavery and holocausts; and neglect of the breadth and diversity of scholarship on earth system governance. We underscore the need for scholarly debates on the Anthropocene to be informed by a balanced and rigorous assessment of existing scholarship, and for a constructive dialogue between global and locally situated ways of understanding the earth.

    • This chapter analyses horizontal institutional interlinkages by stressing their embeddedness in overarching global norms. It explains the nature of institutional interlinkages in various policy domains, and their consequences for the development of specific global regimes. We explore, in particular, how certain dominant global norms may be reflected in the positional differences (and their resolution) within given institutional contexts. Our aim is to add to the evolving scholarly literature on interlinkages by offering a norm-based explanation of this much-studied phenomenon.
