    • This study describes and analyses the Swedish ecclesiastical heritage as well as the structures and systems that provide conditions and frameworks for how it is perceived and managed. One purpose is to explain today’s situation concerning the 3,000 historic church buildings and sites protected by national heritage legislation and owned by the Church of Sweden. Furthermore, the study analyses how the approaches, paradigms or discourses, which define that ecclesiastical heritage, have changed over the past two centuries. The study aims to bridge the gaps between antiquarian, art history and conservation discourses, where churches are mainly seen as material historic objects and other discourses that regard churches as living heritage, intangible heritage, or as resources for human rights and sustainable development. The analyses are based on theories such as the concepts of Authorized Heritage Discourse, heritagisation, secularisation, and research methods as discourse analysis and self-reflexivity. The study defines and discusses the Church Antiquarian System, which includes the State-Church agreement, the Historic Environment Act and the State financial compensation. The analyses show that the system is based on a partly outdated conservation approach, with origins in an even older nineteenth-century antiquarian discourse, that is not consistent with the national heritage policy adopted by the Swedish parliament. Thus, it blocks a necessary development where many redundant churches could be revitalised as resources for society. The current approach, as well as the Church’s use of its heritage and history, contribute to a deliberately created positive image, avoiding dark or controversial heritage that illustrates abuse of groups of people such as “witches” in the seventeenth century. To achieve the desired development towards a holistic and inclusive approach to ecclesiastical heritage, several recommendations are given. These include identification of heritage discourses in heritage practices and policies, tolerance of many existing heritage approaches, a review and update of the Church Antiquarian System, and finally the need for developing the competence of heritage officers in the adapted reuse of heritage as a resource for sustainable societal development.

    • I denna bok undersöks kulturvård som universitetsämne och samhällspraktik, liksom relationen däremellan. Kulturvård är ett relativt ungt akademiskt ämne som under en kort tidsperiod har utvidgats med nya professionsinriktningar. Var står ämnet idag? Bokens författare hävdar att kulturvård kan bidra med perspektiv och metoder som krävs för att samhället ska kunna hantera framtidens stora utmaningar. Kulturvård borde vara centralt i debatten om hållbar utveckling och framtidens samhällsbyggande. Det borde vara en självklar del i arbetet med cirkulär ekonomi, där återanvändning av befintlig bebyggelse är ett självklart fokus. Det handlar om att på ett begripligt sätt tala om relationen mellan kulturvård, kulturarv och kulturmiljö.

    • We develop a computational approach to the analysis of cultural vibrancy and to the role of the cultural and cre-ative sectors in the socio-economic organization of two districts of Western Kosovo, Gjakove and Pee. Our anal-ysis is built on a geolocalized mapping of the cultural activities and facilities, and on the main socio-economic variables for the two districts, and makes use of innovative data analysis techniques: Theory of Impossible Words (TIW), the Topological Weighted Centroid (TWC), and the AutoCM ANN. We find that the dynamics of cul-tural vibrancy of the territory is mainly driven by the competing attraction pulls of the nearby countries of Serbia and Albania, that also form the region's main and often conflicting ethnicities, and that such dynamics are likely to further polarize in the future. We also find that the cultural system plays a marginal role in the territory's socio-economic organization. This situation makes a case for a more active role of cultural policy in shaping future local developmental models in rural areas and in acting as an agent of social cohesion.(c) 2022 Elsevier Ltd.     • We analyze the spatial-temporal dynamics of cultural vibrancy in the Swedish sub-region of Skaraborg. Our database consists of 4170 geo-localized cultural activities and facilities, mapped between October 2013 and March 2014. We make use of the TWC methodology for the dynamic simulation of the evolution of geo-localized activity starting from an observed distribution of events, and of the AutoCM ANN architecture to understand how cultural variables are related to the rest of the Skaraborg socio-economy. We find that cultural vibrancy in Skaraborg is likely characterized by a 'flaring' pattern of initial, widespread activity followed by a re-concentration into the main local urban hubs. The deep reason behind this unsuccessful developmental trajectory is the lack of centrality of cultural production in the local socio-economy, and of integration across cultural production sectors. This is in turn due also to structural bottlenecks of a non-cultural nature such as insufficient access of women to higher education. We make a case for the necessity to develop a new precision cultural policy design approach founded upon the science of complexity for both policy design and assessment, and we provide and illustrate a first technical toolkit to this purpose.(c) 2022 Elsevier B.V.   • A metamodel for heritage-based urban recovery

    • PurposeThe purpose of this paper is to discuss the potential transfer of a metamodel for heritage-based urban development (HBUD) in a postcrisis urban recovery scenario.Design/methodology/approachAfter an introduction to the field of cultural heritage as a resource for urban development, the research question is elaborated, and the current understanding of urban heritage is explored. The use of the metamodel in a postcrisis urban recovery setting is described as a potential solution. The proposed metamodel is introduced along with the grounded theory and design research methodology through which it was developed. The specific qualities of metamodels and how they can contribute to the proposed use are highlighted. The scenario is then developed further, and specific ways in which the metamodel could contribute are elaborated. Finally, the metamodel is compared to other methods, such as the historic urban landscape (HUL) approach, and the limitations are discussed.FindingsThe metamodel can potentially be used in a postcrisis urban recovery scenario. The metamodel cannot be used directly, owing to the nature of metamodels; however, it can be transferred to a specific context and help to structure successful heritage-based urban recovery (HBUR) processes.Practical limitations/implicationsOne limitation is that it can be difficult to understand the differences between models and metamodels. Only with a comprehensive understanding of the nature of metamodels can this metamodel be applied, for example, to select appropriate models for HBUR. The metamodel can help to ensure that all relevant ‘elements’ are part of the processes designed for HBUR and emphasise the need for thorough planning, or scoping, of such processes.Originality/valueMetamodelling has not previously been used for HBUD or HBUR.

  • Circular Economy Concepts for Cultural Heritage Adaptive Reuse Implemented Through Smart Specialisations Strategies

    • Although concepts of circular economy are growing, circular economy design processes in the construction sector are as of yet neither advanced nor well-articulated, despite the fact that circular economy models could be applied very well in cultural heritage assets and in the construction sector in regions and cities. Policy and decision makers lack sufficient knowledge on the benefits of cultural heritage assets adaptive reuse, as well as tools for both implementing these actions and articulating them accordingly in policy instruments, such as smart specialisation and others. A recently developed study at Uppsala University, on mapping European regions (NUTS entities) which recognise cultural heritage and culture as an integral part in their development strategies, offers a comparison of approaches according to economic and scientific domains as well as policy objectives, and shows that only a small percentage of regions consider cultural heritage as an asset for their growth. The purpose of this paper is to lay a basis for a new, stronger complementarity between cultural heritage adaptive reuse practices and circular economy concepts through smart specialisation strategies and, in particular, specific economic domains, reviewing also approaches of different European regions towards these links within their strategic documents. Preliminary results show that cultural heritage is not adequately recognised as a potential for economic development within the economic domain associated with adaptive reuse and circular economy (mainly construction industry). This research aims to overcome a gap in the qualitative and quantitative data regarding this topic and to clarify how many regions and cities (NUTS entities) are oriented towards including cultural heritage as a part of their circular economy processes.

  • Forsvik, Sweden : Towards a People–Public–Private Partnership as a Circular Governance and Sustainable Culture Tourism Strategy

    • Purpose: The objectives of this study are to (a) invest adaptively in the cultural assets which play a part in generating the cultural identity manifestations, (b) review a group of sustainable bottom-up-centred and/or circular economy-based projects (CHRISTA and Västra Götaland Regional Development Policy (SE); CLIC; Be.CULTOUR), and (c) strategically support the sustainable culture tourism process in Forsvik (a Swedish industrial heritage destination) by involving the local community members.Design/Methodology/Approach: The research was carried out in Forsvik as a circular governance model adopting a people-centred approach. The research qualitatively presents its review through a descriptive analysis of the aforementioned projects. In addition, the paper consists of two in-depth individual interviews with the key governmental decision makers, as well as the experience of the 1st author as a project leader.Findings: The results show a People–Public–Private Partnership approach, as a community-driven social innovation tool, that seeks to operationalize a strategic dynamic partnership mainly among three partners: (1) people or the host community, (2) the public sector, and (3) the private sector.Originality/Value: One of the contributions of this study is to develop a corporate committee valorising and emancipating the role of community engagement in circular governance providing a sustainable people-centred cultural tourism strategy.
