    • In order to understand the long-term change processes, a longitudinal study of the Swedish construction industry is presented. This examines the long-term environmental attitudes and practices within this industry, particularly the trends and significant changes in corporate environmental management and performance. The results from three surveys undertaken in 2002, 2006 and 2010 indicate that environmental work is becoming institutionalized as astrategic part of the companies’ business, environmental management activities and integrated within the companies’ work practices. Also evident is a greater maturity and raised ambitions in companies’ environmental actions. Legislative pressures have become a reduced driver; instead there is increased pressure from, and need for cooperation with, a larger variety of stakeholders and across disciplines. Environmental management systems have been widely adopted, meaning that practice relies on self-surveillance and voluntary actions. A consolidation of environmental management is observed within the companies, as well as an emerging business niche of environmental expert consultancy. The perceived effects on competitiveness and financial performance remain unclear, implying that there are other motivations for environmental change than financial and legal justifications.

    • This paper focus on four environmental strategy aspects: 1) stakeholder relations, 2) management systems, 3) environmental staff, roles and responsibilities and 4) integration of environmental work. The paper aims to identify trends related to these four aspects and explores the relationship between them and environmental and business performance. The paper is based on a longitudinal and cross-sectional empirical study covering all Swedish construction companies with at least 50 employees (for architects 20 employees). Questionnaire surveys covering environmental attitudes, management practices and performance was carried out in 2002, 2006 and 2010. Respondents were environmental manager/officers in each company. Response rates for the three surveys were between 41-45%. The results show that the environmental work is on its way to be institutionalized as a strategic part of the companies. Environmental staff is increasing and environmental managers are part of top management and often also members of the management board. We can also see that communication and cooperation with stakeholders is getting more intensified and more diverse. So is the use of EMS as driver for a more active environmental work. It is concluded that a key to successful environmental and business performance is that environmental work is integrated with a variety of other corporate business areas/issues.

    • Miljöbarometern för bygg- och fastighetssektorn är en enkätstudie riktad till den svenska bygg- och fastighetssektorn. Undersökningen är en så kallad totalundersökning, d.v.s. enkäten har gått ut till samtliga miljöansvariga i företag inom bygg- och fastighetssektorn med fler än 50 anställda (20 för arkitektföretag). Undersökningen genomfördes under vintern 2010/2011. Totalt tillfrågades 461 företag, varav 195 svarade vilket motsvarar en svarsfrekvens på drygt 42 procent.Analysen i den här rapporten fokuserar på sektorns respons på miljöutmaningen samt vilka resultat företagen anser sig erhållit och vilken effekt det fått på företagets affärsmässiga verksamhet. Till detta görs en jämförande analys över tiden med 2002 års respektive 2006 års enkätstudier för bygg- och fastighetssektorn. Eftersom 2002 års studie blickade tillbaka fyra år i tiden är det möjligt att kartlägga vilka förändringar som skett under en tolvårsperiod. Genom att se över tiden är det möjligt att kartlägga olika samband mellan definitionen av miljöutmaningen, åtgärder samt resultat från genomförda åtgärder då det ofta är en viss eftersläpning mellan dessa processer. En upprepad studie möjliggör alltså en identifikation av trender och institutionaliserande processer som bidrar till likväl motverkar en fortsatt hållbar utveckling för sektorn. Till detta belyses likheter likväl som olikheter mellan de olika aktörerna i jämförelse med varandra och sektorn som helhet.

    • Over the last two decades the Swedish construction sector has made much effort to develop green building practices. This paper is based on results from three questionnaire surveys, carried out in 2002, 2006 and 2010, that investigate environmental attitudes, management and performance in the Swedish construction industry. A comparison between the results makes it possible to identifytrends and institutionalizing processes that contribute as well as hinder sustainable development within the industry. The aim of this study is to empirically explore the development of environmental practice over time. The questionnaires are directed to environmental managers or alike at companies within construction, real estate, consulting engineering and architecture with at least 50employees (20 for architects). The total number of companies included in the survey is 534 in 2002, 542 in 2006 and 458 in 2010. The response rate varies from 41% to 45%. Three general, positive trends can be identified. 1) Many, but still not all companies carry out environmental management activities especially related to an EMS. 2) Companies perceive a growing pressure, i.e. interestsand expectations, from different stakeholders. 3) The practical environmental activities of a technical nature in the companies are getting more intensive and of greater variety. The results show that the Swedish construction sector perceives the environmental work as a consequence ofself-regulation rather than as a green business opportunity. Green business seems to be a strange phenomenon in the sector, as it is difficult to establish a market without offering green products, innovations, technical development, cooperation with researchers, etc. To make a difference and change the attitude and to understand that environmental work can be much more than self-regulation,norms need to be changed.

  • Accelerated planning for urban housing infills: coordination strategies

    • The outcome of local policies to satisfy residential demand by accelerating urban planning and development is studied here for an infill programme with about 30 plans and a target of 7,000 new suburban dwellings, launched by a mid-sized Swedish city, Gothenburg. Interviews with developers and officials, questionnaires, policy and planning documents including appeals have been analyzed. Three municipal strategies for acceleration were applied: interdepartmental coordination, collaboration with developers and parallel processing of plans and permits. Plans were produced more rapidly, but the goal of parallel work on building permits was seldom achieved. A complex pattern of delay causes has been found and is discussed in the light of coordination strategies. Strong initial focus on the physical design in the detailed development plan overshadowed the need for an early identification of coordination issues throughout the stages of implementation. This emerges as one reason why developers have been reluctant or unable to start detailed design early on, instead of embracing the principle of parallel planning and preparation for a building permit.

    • Although the construction industry strives to implement Building Information Modeling (BIM) to improve efficiency and quality, adoption in the actual construction phase is still limited. However, in Scandinavia, recent years have seen the rise of an idea known as Total BIM - An approach where the BIM is the legally binding construction document and no traditional 2D-drawings are used on-site. In this paper we present a case study of a successful Total BIM project. We investigate the prerequisites for – and outcomes of – implementing the Total BIM concept, where commonly found individual and isolated BIM uses is turned into an all-inclusive approach to achieve a more efficient design and construction process. Our analysis shows that the success was contingent on factors from within several different areas, including strategy and innovation, organizing, and technology, but also on the commitment shown by the construction management company responsible for the project. In addition, three key elements were identified; BIM as the legally binding construction document, cloud-based model management, and user-friendly on-site mobile BIM software.

    • This paper seek to explain why LCC is used or not for renovation projects. The study is based on a theoretical explanation model called the Technology Acceptance Model (TAM). The model assumes that a number of factors determinewhether and when individuals will use a particular technology. Two main components of the model are (1) Perceived usefulness, and (2) Perceived ease of use.The response rate was 32,3%. The results show that the climate in terms of the extent to which LCC is advocated and used by colleagues affects how the individualexperience both usefulness and ease of use. Our study also demonstrates that the perceived usefulness, i.e. how well you feel that LCC can be used in your dailywork, lays the foundation for if it is perceived as positive to use, and thus also a prerequisite for creating an intention to use and subsequently applying LCC in actualrenovation projects. The study shows that the ease of use does not have the same effect.

    • Real estate- and property owners' rationales behind the adoption of Life Cycle Costing (LCC) respectively how LCC is actually used in renovation projects, is investigated through empirical data from a questionnaire survey sent to managers in Swedish real estate organisations. The study shows a positive attitude towards LCC. It is perceived to as a flexible and multi-functional tool with a familiar monetary format. Nevertheless, the study also reveals simplistic and undeveloped views of how to use LCC. While much research has focused on developing sophisticated LCC tools, the findings indicate that practitioners' interest in these refinements seems limited. The importance of understanding that LCC is used in a context of multiple and partly competing institutional logics of renovation is emphasised. The paper contributes to a more informed research in development of LCC tools as well as better informed LCC use among real estate and property owners.
