    • Boverket och Folkrörelserådet Hela Sverige ska leva tog 1995 initiativ till Sydlänsprojektet. Syftet var att finna former för hur lokalt utvecklingsarbete kan få bättre stöd av kommunal planering men också hur medborgarinflytandet kan komma till tydligare uttryck. Denna rapport redovisar resultatet från utvärderingen av Sydlänsprojektet. Den innehåller iakttagelser och relexioner kring de processer som har ägt rum mellan nio kommuner och lika många lokala utvecklingsarbeten i deras försök att förbättra medborgarinflytandet i kommunal planering. Rapporten vänder sig till de personer som har varit involverade i Sydlänsprojektet men också till andra kommuner och grupper av medborgare som står i beredskap att starta eller befinner sig mitt i ett liknande arbete. Slutsatserna från utvärderingen och de förslag som presenteras bör även kunna tjäna som underlag för en allmän diskussion om hur medborgarnas delaktighet i samhällsplaneringen ska kunna förbättras. Det kan gälla förändringsarbte i såväl mindre samhällen som storskaliga bostadsområden. Erfarenheter från Sydlänsprojektet kan dessutom vara nyttiga för de personer som arbetar med att genomföra FN-initiativen Agenda 21 och Habitatagendan.

    • Personal assistance was introduced in 1994 as part of “LSS”, Act concerning Support and Service for Persons with Certain Functional Impairments. The intention of this assistance is to enable people with severe and extensive impairments to live a “normal life”. In this law text the importance of the user’s influence on how to form the assistance is emphasized; the user also has the opportunity to choose which organization should carry out his/her achievement. The user is encouraged to act independently and autonomously.The main purpose of the present investigation is to shed light on how the user’s influence in the process of gaining assistance and independence in everyday life is perceived and described. The study is based on different forms of qualitative interviews with users, legal representatives, assistance employers, handling officers and personal assistants.The results show that many users need support from others in the process of applying for assistance. Obstacles in the user’s influence are mainly the impairment itself; a failing body, feebleness and other difficulties. Other impediments are lack of knowledge of one’s rights, legislation and the organization of the assistance.Self-determination in everyday assistance is facilitated by the support being given by a few familiar persons in the household. The level of self-determination depends mainly on the relationship between the user and the personal assistant. Users develop different strategies such as adapting the content of the day to the assistant who works that particular day or to employ family members as assistants. For other users it can be difficult to find functioning strategies for self-determination and they imply that the assistants take over the home. The home is being turned into a workplace and the user’s independence in decision-making is questioned and threatened.Many people with severe disabilities have a legal representative. In the inquiry the interviewed representatives are also relatives of the user – often parents. In the application process for assistance the results show that user influence is facilitated when there is a third party who can speak for the user. In daily life however self-determination in the user’s assistance becomes complicated – it becomes difficult for assistants and assistance employers to interpret the difference between the will of the user and the will of the relative/representative.The Act concerning Support and Service for Persons with Certain Functional Impairments becomes a paradox when the individual user lacks chances to live up to an active and responsible role which is assumed in the text of the law. The frailest persons lacking representatives run the risk of heavier vulnerability. Then the right to independence and self-determination in their own lives is reserved for the users who have a strong voice of their own or a strong willpower from their legal representatives who are able to claim their rights to influence and self-determination.

    • Challenges and opportunities for social citizenship in the “third age”.   The aging of Europe is a social phenomenon characterized by decrease in fertility,  increase in mortality rate and higher life expectance - a challenge and opportunity to European social models. Researchers from different academic backgrounds have tried to describe and analyse aging and different ways of entering the later part of the life course. Due to the increasing life expectancy there has been a need to divide old age in different phases - near-aged (55-64), young-old (65-74), old-old (75-84) and oldest old (85+) or an alternative division of life in four stages - the first is childhood and youth; the second contains the phase of working life and parental activities; the third age is a flexible period that starts with retirement whenever it occurs and continue until the fourth age, normally around the eighties; the fourth age consist increasing fragility and need of support in daily activities. "The Third age" can sometimes be described as “the crown of life”, empathising self-fulfilment, while the Fourth age entails dependency, fragility and death. The combination of demographic and socioeconomic development has provided the condition for a new kind of “later lifers”. The fact that more people are getting into the third age can be analyzed in many ways. One is to realize that opportunities will arise for new constellations of power groups, groups which create new agendas with new priorities claiming their rights, by law or by m oral obligations. Another question is  to ask in what way people will use their time after retirement – another career, voluntary work,  family support or taking an active part in the community. The presentation will focus on different aspects of social citizenship like citizen self-responsibility and choice, participation and solidarity during their third age as a preparation for a possibly postponed fourth age.

    • Det har länge funnits en debatt, internationellt och nationellt, om hur forskning om funktionshinder och om situationen för personer med funktionsnedsättning, ska genomföras. Det handlar bl. a. om vem som ska bedriva forskning, vilket perspektiv man ska ha, hur personer med egna erfarenheter av funktionshinder ska deltaga, hur man ska gå tillväga metodologiskt, hur resultaten ska tolkas, vem som äger resultaten och hur de ska publiceras. Brukarmedverkan och delaktighet har under senare år diskuterats inom alla områden som berör utsatta grupper, så även inom funktionshinderforskningen. De frågor som kommer att beröras i denna presentation är makt och inflytande- för vem, var, när och hur. Slutfrågan blir: hur gör jag i ett nu aktuellt projekt? Utgångspunkten tas i erfarenheter från ett antal projekt genomförda från mitten av 1990talet fram till dags dato.

    • The political goal and the aim of Swedish disability policy today is to give persons with disabilities the same opportunities as others to participate in society and to live together wit others - the principles of normalisation and integration. Two particular acts, LSS and LASS, came into force on the 1st of January 1994. One of the most important elements in these acts is the right to personal assistance. The idea of personal assistance is to provide support that is tailor-made to the individual as far as possible and to optimise the person´s influence over how the support is arranged. The aim of this article is to describe and analyse the right personal assistance from an administrative perspective. The focus is on the application and decision process and the development of this support during the years.
