  • Polisers professionella utveckling : från polisutbildning till sex år i polisyrket

    • The aim of this compilation thesis is to contribute knowledge on police officers´ professional development from the beginning of police education to six years in the police career. The thesis is based on empirical material collected in a European research project called RECPOL (Recruitment, Education, and Career in the Police) and interviews by the author. For this thesis police students that began their police education in 2011 in Sweden is the focus. The thesis consists of four papers. The first paper, an article, presents a quantitative study that examine how subgroups in the Swedish police student cohort value the importance of different kinds of competencies in the end of their theoretical part of the police education. The second paper, a chapter, presents a quantitative study that examines how police students in the six counties value the importance of different kinds of competencies in the beginning and the end of their police education. Then the third paper investigates how the Swedish police officers value different competencies from the beginning of police education to three years in police careers. Lastly, the fourth paper, an article, explores how 13 Swedish police officers that are part of all the above described studies, experience their professional development from police education to six years in police careers. The analysis in this thesis combines police socialisation and learning pathways with a frame factor perspective. The longitudinal study shows that in police education becoming police officers value both traditional (decisiveness and practical skills) and emerging (flexibility and diversity) competencies as highly important for the upcoming police career. When looking into the Swedish cohort as they transform from police education to police practice the valuation of professional competencies are stable for some and diverging for others. Two competencies, diversity and practical skills, are valued less important. Furthermore, the study shows that police officers during their professional development have been supported in differing ways which has as consequence that they develop varying learning pathways, either self-directed or information-oriented, to develop their competencies. Female police officers´ professional development is affected when pregnant and working as patrolling officers. They need to take more responsibility for their competence development as they need to shift to other tasks for security reasons. In the concluding analysis and discussion sections, connections are drawn between police socialisation and learning organisations, as well as the influence of frame factors and organisational factors on police officers´ professional development.

    • The aim of this dissertation is to build knowledge about the transition from an educational to an occupational context. More specifically, the dissertation focuses on the transition from police education to police practice by studying the way police students and police officers perceive the importance of a number of professional competences related to their future occupations. The aim is also to study whether the importance of these competences has changed between the time of their police education and their work as police officers and to what extent the respondents perceive that police education contributed to the development of these competences.Methodologically, this dissertation is in some parts based on cross-sectional data. In other parts, it is based on longitudinal data and uses a combination of both quantitative and qualitative data. The quantitative data are based on questionnaires given to police students at the beginning and end of their police education and to police officers after a few years of police practice. The questionnaire used in sub studies B, C and D is part of the European cooperation project called Recruitment, Education, and Career in the Police (RECPOL). The qualitative data are based on interviews. Theoretically, a frame factor perspective is used to analyse and understand the dissertation’s empirical data.The results show a change in the way the respondents perceive the importance of the studied competences over time. The police students generally valued theprofessional competences higher at the beginning of their education and significantly lower at the end of their education. As police officers, however, they valued the importance of these competences almost as high as they did at the beginning of their education. The results show small differences between how male and female police students and police officers valued these competences. When the respondents reflected on the reasons why the significance of the competences changed over time, different themes emerged. The results also show that police education’s contribution to the development of these competences is clearly lower than the extent to which they are perceived as important for work as police officers. In the interviews, reflections on the reasons for this indicated a discrepancy between the educational and occupational contexts.One conclusion is that police students at the end of their education need to better understand that they have not fully learnt everything they need to know and that they are becoming police officers with the capacity to continue developing professionally and contributing to the police as a learning organization.

    • This paper aims to problematise how gender is being done—1. through occupational choices in two occupations that are traditionally gender divided, elderly care and police work, and 2. through the division of work assignments in police work. Interviews with care workers and police officers are analysed using a “doing gender” perspective, a post-structural notion of subjectivity inspired by Michel Foucault and positioning theory. We argue that a caring discourse operates in elderly care workers’ and police officers’ statements concerning occupational choices, while a daring discourse operates in statements concerning occupational choices within police work. Through these discourses, gender is being done in different ways; caring dispositions are constructed as totally female within the context of elderly care but as more gender-neutral in police work. At the same time, a macho or daring attitude is constructed as a male attribute in police work. Such constructions may have social consequences in terms of dividing work tasks for police, where male officers work in more prestigious and “dangerous” areas, while female officers are left with less prestigious, more caring-associated working areas.

    • Contradictory values in the Swedish doctoral education system are analysed through an interview and survey study of different academic disciplines: female-dominated, mixed and male-dominated. The focus is directed towards how the selected disciplines conduct application and selection processes in doctoral education and special attention is given to values regarding doctoral ideals, what a successful thesis should be like, how gender balance or imbalance is explained, and how activities aiming at gender equality are carried out. In the findings of this study, some specific patterns that show gendered discipline cultures in relation to doctoral education are apparent. The analysis shows an unclear or ambivalent view on gender and gender equality work in doctoral educations. In many of the issues investigated, essentialist views on gender emerge and a focus on gender differences is evident. The implicit assumption is that men and women are different and contribute to the discipline in disparate ways. The effectiveness of genderspecific doctoral strategies and to what extent gender equality work is viewed as a support strategy for women only, is discussed.

    • The number of civilian crime investigators (CIs) has been increasing among the police, a trend that is called civilianisation. However, conflicts have arisen from perceptions that civilian CIs undermine professional police efforts. The purpose of this study was to investigate the intersection of doing gender and professional identity in narratives on inclusion and/or exclusion in CIs' professional practices. Because professional background and gender composition change with the civilianisation of the police, this study included interviews with 48 female CIs from Sweden. The study showed that aspects of belongingness and uniqueness interact in complex ways and conclude that the intersection of being a civilian CI and a woman is at the core, especially in narratives on exclusion. Taken together, this means that civilian CIs' narratives are important to learn from and can help the police become aware of obstacles to and opportunities for civilian employees' full participation in the criminal investigation practice. Aspects of belongingness and uniqueness are discussed to contribute knowledge of how gender and professional identity can be redone in a way that helps reduce future barriers to full inclusion of female and civilian CIs in police work.
