  • Viltvårdsavgiften : En studie av svenskarnas vilja att betala det statliga jaktkortet

    • Viltvårdsavgiften ska enligt Jaktförordningen (SFS 1987:905, 49 §) betalas av alla över 18 år som jagar i Sverige. Avgiften är 300 kr och gäller för ett jaktår, vilket omfattar tiden 1 juli–30 juni. Det statliga jaktkortet är ett kvitto på att denna avgift är betald. Under de senaste decennierna har antalet personer som löser det statliga jaktkortet minskat. I den här rapporten, som är ett utredningsuppdrag från Naturvårdsverket till Sveriges lantbruksuniversitet (SLU), undersöks varför antalet personer som löser jaktkort minskar, och om antalet jaktkortslösare som ägnar sig åt jakt också minskat över tid. Rapporten omfattar endast personer bosatta i Sverige.

    • Policy formulation refers to how problems identified in the agenda-setting phase transform into government programs. As the process of designing policy alternatives expresses and allocates power among different interests, policy formulation affects both implementation and outcomes. This paper examines the Swedish moose policy of 2010, revealing that the policy portrays the issue of moose as an ecological problem, while motivations for adopting policy measures are largely described in economic terms. Because of this incongruity, the policy may not achieve its goals. Furthermore, implementation principles stemming from different design strategies clash in the attempt to incorporate both local and ecosystem-based levels of management into a single system, leaving the policy implementation with many uncertainties and tensions. To deliver the policy’s goal, the government could consider clarifying the operationalization of the ecosystem-based management approach and identifying the prerequisites necessary for building capacity, dealing with strong stakeholders, and ensuring fair representation of key actors.  Future research should further explore the consequences of policy imbalances in relation to intended goals, the importance of understanding the rationales and design strategies underpinning implementation principles, and the need to discuss operationalization of EBM in relation to different types of objects of management and to issues of scale.

The governance of large carnivores is often surrounded by conflicts. Along with the difficulties of governing large carnivores through centralized, top-down governing and a general shift towards participatory approaches in natural resource governance, this has led many countries to establish various collaborative measures in large carnivore governance–often presented as a catch-all solution to problems of legitimacy, democratic deficit and effectiveness. However, the field of large carnivore governance currently lacks a coherent understanding of strengths and weaknesses of different kinds of collaborative arrangements. In this paper, we address this knowledge gap. Using the framework of modes of governance to categorize and compare the governance of large carnivores in Norway, Sweden and Finland, we discuss the potential and limitations of various governance modes and identify gaps in contemporary research literature. The main conclusion is that all three governance systems need to incorporate more interactive governance elements.

    • Hunting, an activity conceptualized as part of wildlife management partnership between the state, landowners and hunting communities, is increasingly challenged by a decreasing hunter base. This has ecological, economic and socio-cultural consequences, and the issue of hunter recruitment deserves more scholarly and political attention. In Sweden, the number of individuals taking a hunting proficiency test is high even though the number of hunters has declined during the last few decades although with a recovery the last 12 months, indicating an under-utilized source of potential new hunters. We explore in an interview study with potential new hunters in Sweden what factors affect and motivate individuals to take the hunter proficiency test and to hunt. Our thematic analysis identifies structural, institutional and individual factors influencing hunting participation, such as social networks and access to land, rendering two ideal types of new hunters. We offer suggestions to help curb the negative trend of declining hunter numbers and we identify research gaps for future studies to address.

    • Exploring how actors translate public policy content into practice provides new insight into policy processes. Because they are driven by contextual circumstances and values, that is, they are socially constructed, studying the interpretations and negotiations involved in the translation process advances our understanding of what shapes implementation agents, and subsequently the success of policy implementation. The Swedish moose policy, a legislative framework for decentralizing moose management in order to balance the various interests affected by the presence and abundance of moose, was used as a case study. In response to the task of implementation, some of the key stakeholders sought their own strategies for successful implementation and to achieve the national policy goals. This response expressed itself as two separate agreements, in 2016 and 2019, between different constellations of implementing actors (landowner and hunter organizations). These agreements provide an example of how key actors can translate policy, and expose inadequate policy designs. Revealing how the implementing actors perceive the policy and each other helps explain the continued presence of social and political conflict. Our results indicate that power struggles underpin the translation process; by constructing the core problem differently, not sharing ideas about management and using language that discourages collaboration, the actors' translations, together with a lack of clarity in policy design, hinder the chances of successful policy implementation. Policy processes have become increasingly complex, and differences between implementers present as obstacles that have to be overcome. The paper contributes to our understanding of implementation processes within a collaborative governance setting, where the responsibility of the implementation process has been devolved to non-state actors.
