- In 2015, the United Nations General Assembly agreed on the 2030 Agenda forSustainable Development to guide public policies and inspire societal actors topromote sustainable development worldwide. The core of this programme are 17‘Sustainable Development Goals’ with 169 more specific targets. Two years ofintense intergovernmental negotiations at the United Nations headquarters in NewYork preceded the adoption of this agenda, which formally entered into force on1 January 2016. The programmatic timespan is short: the goals and targets under the new agenda for sustainable development should be achieved by 2030. Some targets were to be reached even by 2020.

While the United Nations has rarely shied away from declaring farreaching policy aspirations in the past, the 2030 Agenda sets the bar high –possibly higher than it has ever been before, with ambitious goals to end hungerand poverty while simultaneously reducing unsustainable consumption andprotecting the natural foundations of life on earth. The Sustainable DevelopmentGoals also add new areas of policy ambition that have not been promoted in thisform before, such as reducing global and national inequalities or promoting goodgovernance, both now enshrined as stand-alone global policy goals.

- This chapter provides an overview of the multi-faceted landscape of methods used to study the steering effects of the Sustainable Development Goals. After a discussion of the political use of science and the complex relations between science and politics, the chapter showcases a selection of different methods that are employed to trace the steering effects of the Sustainable Development Goals. Selecting the most suitable method for a particular research question requires understanding their main characteristics, strengths and weaknesses. The chapter highlights that all methods and tools need to be combined to comprehensively assess the political impact of the goals, the progress towards their achievement, and their overall transformative potential. As data gaps and unequal geographical coverage still hamper a broader understanding of the political impact of the global goals, we need to build bridges across language communities, disciplines and methodological camps, which still work very much in isolation.

- Contemporary research and teaching on global environmental politics (GEP) draw upon many approaches to understanding the ways in which states and societies respond to transboundary environmental problems (see Chapter 2). Approaches that emphasize the state (see Chapter 7) and international organizations (see Chapter 8) derive in a straightforward way from scholarly work in international relations (IR), with a marked focus on domestic and international institutions and on traditional determinants of power and sources of authority as key to understanding states’ interests and actions. Alternatively, approaches that adopt a philosophically critical orientation toward IR are more inherently interdisciplinary, and build on theoretical frameworks developed in economics and sociology as well as in the humanities. The latter work frequently examines global environmental politics from the “bottom up,” and takes seriously the notion that subnational and non-state actors, transnational networks of activist organizations as well as individuals are essential to resolving the world’s pressing sustainability challenges (see Chapter 14). This chapter describes an analytical framework informed by IR scholarship for approaching research and teaching in the GEP subfield. The framework may be adapted for use with any substantive area of interest, as well as used to develop undergraduate and graduate coursework in GEP. Elaboration of the framework itself is followed by its application to a discussion of research in GEP that both captures long-standing trends and underscores new avenues of inquiry. The section on teaching GEP that follows includes suggestions for the adoption of pedagogies – specifically fieldwork and other outdoor experiences, contemplative practices, (online) games and role-plays – that are particularly well suited to the field of GEP.

- This paper discusses the relationship between the Sustainable Development Goals (SDGs) and the long-standing human rights system of the United Nations. Thematically, these two modes of global governance strongly overlap. Several SDGs are in line with human rights obligations. At the same time, the SDGs and human rights are based on divergent logics and constructed very differently. After capturing the key characteristics of the two governance modes, this paper highlights the differences between the SDGs and human rights and introduces a novel conceptualisation to enhance our understanding of the relationship between rights-based and goal-based approaches. Against this backdrop, we assess this relationship and argue that human rights have the potential to strengthen and reinforce the SDGs. In particular, we sketch some future pathways to better integrate the 2030 Agenda for Sustainable Development with existing human rights instruments to enhance accountability, review, and participation in decision-making in relation to the SDGs.

- In 2015, the United Nations (UN) General Assembly agreed on 17 Sustainable Development Goals (SDGs) with 169 targets as part of the 2030 Agenda for Sustainable Development. Although the SDGs, which are to be achieved by 2030, are not the first attempt to guide policy actors through global goals, they go far beyond earlier agreements in their detail, comprehensiveness, and ambition. Yet the 2022 SDG Impact Assessment, conducted by a global consortium of researchers, has shown that the first phase of SDG implementation did not lead to a transformative reorientation of political systems and societies (1, 2). As the UN SDG Summit gets underway this month to review the halfway point in SDG implementation, and a further UN “Summit of the Future” is planned for 2024 to debate global governance reforms, we present here a demanding yet realistic policy vision to adjust the course of SDG implementation.

- In 2015, the United Nations agreed on 17 Sustainable Development Goals as the central normative framework for sustainable development worldwide. The effectiveness of governing by such broad global goals, however, remains uncertain, and we lack comprehensive meta-studies that assess the political impact of the goals across countries and globally. We present here condensed evidence from an analysis of over 3,000 scientific studies on the Sustainable Development Goals published between 2016 and April 2021. Our findings suggests that the goals have had some political impact on institutions and policies, from local to global governance. This impact has been largely discursive, affecting the way actors understand and communicate about sustainable development. More profound normative and institutional impact, from legislative action to changing resource allocation, remains rare. We conclude that the scientific evidence suggests only limited transformative political impact of the Sustainable Development Goals thus far.

- Over the past decades, the growing proliferation of international institutions governing the global environment has impelled institutional interplay as a result of functional and normative overlap across multiple regimes. This article synthesizes primary contributions made in research on institutional interplay over the past twenty years, with particular focus on publications with International Environmental Agreements: Politics, Law and Economics. Broadening our understanding about the different types, dimensions, pathways, and effects of institutional interplay, scholars have produced key insights into the ways and means by which international institutions cooperate, manage discord, engage in problem solving, and capture synergies across levels and scales. As global environmental governance has become increasingly fragmented and complex, we recognize that recent studies have highlighted the growing interactions between transnationally operating institutions in the wake of polycentric governance and hybrid institutional complexes. However, our findings reveal that there is insufficient empirical and conceptual research to fully understand the relationship, causes, and consequences of interplay between intergovernmental and transnational institutions. Reflecting on the challenges of addressing regulatory gaps and mitigating the crisis of multilateralism, we expound the present research frontier for further advancing research on institutional interplay and provide recommendations to support policy-making.
