    • The great hopes in Brussels that a circular bioeconomy will help bridge the growing divide between urban and rural areas and allow the hinterlands to prosper from 'green growth' are addressed in this article, which reflects on insights from three Nordic case studies of brown, green and blue biomass use at different levels of technology readiness. A closer examination of the forward, backward, fiscal and final demand linkages at regional level from increased biomass utilization, from eastern Finland and northern Sweden to Jutland and North Atlantic islands, suggests that linkages are and will remain relatively weak, predominantly dashing the expectations. As suppliers and exporters of natural resources, disadvantaged regions may all too easily get locked into a 'staples trap', where the value creation evaporates owing in part to the steep start-up costs and the associated boom-and-bust cycles, which place them in a weak position vis-a-vis the resource manufacturers and consumers. To make the prospects of development, employment and prosperity in the hinterlands materialize, measures are needed to strengthen the regional-level economic linkages. Regional-level revolving funds based on benefit-sharing instruments related to natural resources can be used to bolster economic development, as reflected in such schemes present in both China and Canada. We call for further research into whether and how such approaches can be replicated successfully by channeling revenues from biomass cultivation to regional-scale revolving funds, with mandates to strengthen long-term economic linkages and prosperity within the hinterlands.     • High-spin states of 174Os have been investigated by means of the (Nd(S, 4n)Os)-Nd-146-S-32-Os-174 reaction using the ESSA30 multidetector system. The decay is dominated by the ground-state positive-parity band, two negative-parity 4- and 5- bands and another band starting at spin 9. Deformed shell-model calculations have been carried out to interpret the observed band structures. The role of the strongly shape-driving, non-aligned, pi-h9/2 configuration in the low-spin region of the ground-state band is discussed. The first band crossing is interpreted as due to the nu-i13/2 alignment. The two lowest side-bands are understood in terms of coupling to octupole excitations.

    • The Swedish carbon tax of 1991, one of the first of its kind, has positioned Sweden as a forerunner in climate governance. It is often depicted an international success and today constitutes the backbone of Swedish climate policy. At first, however, the tax received widespread criticism and had limited political support. The policy design process was short, with limited time for deliberation. While providing the required tax revenues for the tax reform of which it was part, it was set at a level too low to reach the political goal of stabilizing carbon emissions. However, over the years, the tax has been redesigned, strengthening its delivery and gradually increasing political support. Discounts for industry motivated by competitiveness concerns have eased opposition, while households have carried the main burden. This has formed the basis for a counter-narrative about distributive impacts, which, however, has not yet succeeded in getting hold politically and only temporarily hindered continued increases in the tax rate. In terms of the four success dimensions in the PPPE assessment framework (programmatic, process, political and endurance), it represents what McConnell (2010) would call a ‘resilient success’—not perfect but a policy successful to a second-best degree. This chapter tells the story of how a highly energy dependent and export-oriented Nordic country came to introduce this novel policy so early on, and how a policy that initially was not seen as a success, over time came to be taken for granted.

    • High Spin states in 106Cd were populated by the reactions Zr-94(O-17, 5n) and Ge(S-32, 4n) at 80 MeV and at 148 MeV, respectively. The gamma-decay was studied by gamma-spectroscopic methods using the Nordball multi-detector army. Protons and alpha-particles were detected in particle detector system, thus selecting the neutron channel. The experiment included gamma-ray yields, gammagamma-coincidences and gamma-ray angular relation measurements. Collective bands extending up to spin 26+, 20- and 21-, have been observed in 106Cd. A new lifetime Of 11(-3)+6 ns for the 16+ state at 7118.7 keV has been found. Both total Routhian surfaces and spin diabatic surfaces have been calculated and used for assigning quasiparticle configurations to the bands. The (+, 0) band is assigned as a nuh11/2(2) configuration below I = 16+ and at higher spins suggested to be built on a pig9/2(2)nuh11/2(2) configuration. The large hindrance observed for the decay from the 16+ state supports the latter assignment. With the alignment of the nuh11/12(2) pair the deformation is predicted to change from (epsilon2,gamma) = (0.13,-2-degrees) to (0.17, 4-degrees). The configuration of the negative parity bands is assigned as either a nuh11/2(1)d5/2(1) or a nuh11/2(1)(g7/2xd5/2)1, With (epsilon2, gamma) = (0.14,9-degrees.

  • Autoignition quality of gasoline fuels in partially premixed combustion in diesel engines

    • A single-cylinder diesel engine has been run on gasolines of different octane numbers and on model fuels, mixtures of iso-octane, n-heptane and toluene, at different operating conditions. The autoignition quality of the fuel is best described by an Octane Index, OI = (1 - K) . RON + K . MON for fuels in the gasoline autoignition range where RON and MON are, respectively, the Research and Motor Octane numbers and K is an empirical constant which is measured to be negative. Hence for a given RON, a non-paraffinic fuel, of lower MON, will have higher OI and more resistance to autoignition. For a given operating condition, ignition delay increases non-linearly with OI and changes little over the autoignition range of practical diesel fuels. Heat release following the autoignition is influenced by the stratification which will increase as the time between the end of injection and start of combustion decreases and combustion phasing parameters such as Combustion Delay, the difference between the 50% burn time and the start of injection, become less correlated with fuel autoignition quality. Higher ignition delays facilitate premixed combustion in the diesel engine. If two fuels have similar combustion phasing at the same injection timing, their emissions performance is also similar. Hence a good surrogate for gasoline in partially premixed compression ignition engines is a mixture of toluene, iso-octane and n-heptane with the same RON and MON. (C) 2010 The Combustion Institute.   • Surrogate fuels for premixed combustion in compression ignition engines

    • Simple surrogate fuels are needed to model practical fuels, which are complex mixtures of hydrocarbons. The surrogate fuel should match the combustion and emissions behaviour of the target fuel as much as possible. This paper presents experimental results using a wide range of fuels in both the gasoline and diesel auto-ignition range, but of different volatilities and compositions, in a single cylinder diesel engine. Premixed combustion in a compression ignition engine is defined, in this paper, to occur when the injection event is clearly separated from the combustion and the engine-out smoke is very low - below 0.05 FSN (filter smoke number). Under such circumstances, if the combustion phasing is matched for two fuels at a given operating condition and injection timing, the emissions are also comparable regardless of the differences in composition and volatility. For the experimental conditions considered, combustion phasing at a given operating condition and injection timing depends only on the octane index (OI), OI = (1-K)RON + KMON, where RON and MON are research and motor octane numbers and K is an empirical constant that depends on operating conditions. A mixture of iso-octane, n-heptane and toluene can be found to match the RON and MON of any practical gasoline and will be a very good surrogate for the gasoline since it will have the same OI. If the compression ratio is greater than 14, practical diesel fuels, with DCN (derived cetane number) between 40 and 60, will have comparable ignition delays to n-heptane, which is an adequate surrogate for such fuels. However, premixed combustion can be attained only at much lower loads at a given speed with diesel fuels compared to gasolines.
