    • The global hydrological cycle is characterized by complex interdependencies and self-regulating feedbacks that keep water in an ever-evolving state of flux at local, regional, and global levels. Increasingly, the scale of human impacts in the Anthropocene is altering the dynamics of this cycle, which presents additional challenges for water governance. Earth system law provides an important approach for addressing gaps in governance that arise from the mismatch between the global hydrological cycle and dispersed regulatory architecture across institutions and geographic regions. In this article, we articulate the potential for Earth system law to account for core hydrological problems that complicate water governance, including delay, redistribution, intertwinements, permanence, and scale. Through merging concepts from Earth system law with existing policy and legal principles, we frame an approach for addressing hydrological problems in the Anthropocene and strengthening institutional fit between established governance systems and the global hydrological cycle. We discuss how such an approach can be applied, and the challenges and implications for governing water as a cycle and complex social-hydrological system, both in research and practice.

  • Improving network approaches to the study of complex social–ecological interdependencies

    • Achieving effective, sustainable environmental governance requires a better understanding of the causes and consequences of the complex patterns of interdependencies connecting people and ecosystems within and across scales. Network approaches for conceptualizing and analysing these interdependencies offer one promising solution. Here, we present two advances we argue are needed to further this area of research: (i) a typology of causal assumptions explicating the causal aims of any given network-centric study of social–ecological interdependencies; (ii) unifying research design considerations that facilitate conceptualizing exactly what is interdependent, through what types of relationships and in relation to what kinds of environmental problems. The latter builds on the appreciation that many environmental problems draw from a set of core challenges that re-occur across contexts. We demonstrate how these advances combine into a comparative heuristic that facilitates leveraging case-specific findings of social–ecological interdependencies to generalizable, yet context-sensitive, theories based on explicit assumptions of causal relationships.

  • The unique role of municipalities in integrated watershed governance arrangements : a new research frontier

    • Local governments, or municipalities, play a key role in water governance around the world owing to the many administrative competencies they hold, ranging from water service delivery to urban planning. However, the ability of municipalities to carry out their competencies effectively depends in large part on the characteristics of the institutional arrangements in which they are embedded. In particular, the relationship between municipalities and watershed governance institutions has received little attention in the literature on polycentric and multilevel governance. Drawing on insights from diverse cases around the world, we argue that empirical research must pay closer attention to the links, or lack thereof, between municipalities and watershed governance institutions to improve the sustainability of water governance outcomes in practice. We identify a set of critical issues affecting municipalities' engagement in governance at the watershed scale that broadly apply across different contexts, and which we argue deserve more attention in future research: (1) disconnect and ambiguities of authority across hierarchical levels; (2) internal and external challenges to municipalities engaging in effective collaborations; (3) barriers to expanding the scope of traditional municipal affairs; and (4) misalignment of biophysical, institutional, and political timescales.

  • Evaluating heterogeneous brokerage : New conceptual and methodological approaches and their application to multi-level environmental governance networks

    • We present two new approaches for assessing the relative contributions of different types of actors to heterogeneous brokerage in networks. These approaches distinguish between the tendency of certain types of actors to (1) mediate between dissimilar actors (heterogeneous brokerage activity), and (2) be the sole mediators between dissimilar actors (exclusivity). We present methods for implementing these approaches, using baseline models of tie formation and node removal, respectively. To illustrate the value of both approaches, independently and in combination, we apply them to evaluate horizontal and vertical heterogeneous brokerage in two environmental governance networks. Our analysis reveals certain types of actors with high heterogeneous brokerage activity but low exclusivity (and vice versa), which has important implications for governance processes and outcomes. Likewise, results show many similarities across the evaluated networks, but also some notable differences, suggesting that the incentives and constraints for heterogeneous brokerage vary not only by actor type, but also by network-level contextual differences.

  • An alternative framework for analysing and managing conflicts in integrated water resources management (IWRM): linking theory and practice

    • Research on water resource conflicts needs to be better aligned with practitioner approaches to water resources development, chiefly integrated water resources management (IWRM). This paper bridges the gap between research and practice through a novel application of the social–ecological systems framework to a set of 10 conflict cases from an IWRM initiative in rural Central America. The conflicts in the empirical cases are found to be primarily the result of socio-political variables, particularly low levels of trust and social capital, and peacebuilding is suggested as a promising approach to address this suite of conflicts. The paper concludes with a proposed course of research designed to further both theoretical and applied knowledge of water resource conflicts.

  • Balancing Costs and Benefits of Collaboration in an Ecology of Games

    • The growth of collaborative approaches to governance has resulted in increasingly complex policy and management landscapes, where actors are presented with ever-increasing numbers of decision-making venues they can participate in and actors they can collaborate with. Given that actors face constraints on their capacity to manage actor and venue relationships in such polycentric governance systems, we assume the marginal benefit of yet another relationship should begin to diminish at some level of engagement. Furthermore, we hypothesize that such capacity limitations are not static, but decrease as actors learn, develop skills, and formulate strategies for how to navigate complex polycentric systems more effectively. Drawing on the Ecology of Games framework, this article investigates two Swedish collaborative governance initiatives where a multitude of actors came together to address a range of different, but interrelated, policy issues and management tasks. The empirical findings suggest that actors' capacities to successfully navigate polycentric governance arrangements increase as they gain experience and develop their networking skills. Our findings imply there is a need to balance increased complexity in polycentric systems with increased capacity, otherwise the overall effect of an ever-increasing number of venues and actors could be collaborative fatigue and decreased abilities to address diverse governance challenges.

  • Recycled text and risk communication in natural gas pipeline environmental impact assessments

    • Under the U.S. National Environmental Policy Act (NEPA), energy infrastructure projects that are permitted by federal agencies require preparation and publication of an environmental impact assessment. However, fifty years after the passage of NEPA, agencies’ compliance behaviors, and how these behaviors might shape the risks associated with energy infrastructure, remain largely unexplored. Here, we consider how assessment documents from forty-six of the largest U.S. natural gas pipeline mega-projects address landslide risks. Using a series of text mining and content analysis methods, we evaluate the prevalence of recycled text across assessments. We find that text similarity does not correspond closely to reported risk levels – in many cases, common verbiage is used and only project-specific details (e.g., locations, numeric figures) are substituted. While such approaches likely expedite preparation of assessments and facilitate knowledge transfer between projects, we argue that common text potentially hinders clear communication of differential risks to decision-makers and the public, who may lack the technical expertise to contextualize the magnitude and severity of reported figures. In light of ongoing policy efforts to streamline lengthy and costly energy infrastructure permitting processes under NEPA, it is vital that such efforts do not undermine the risk communication requirements of the review process.

  • Keystone actors do not act alone : A business ecosystem perspective on sustainability in the global clothing industry

    • Global industries are typically dominated by a few disproportionately large and influential transnational corporations, or keystone actors. While concentration of economic production is not a new phenomenon, in an increasingly interconnected and globalized world, the scale of the impacts of keystone actors on diverse social-ecological systems continues to grow. In this article, we investigate how keystone actors in the global clothing industry engage in collaboration with a variety of other organizations to address nine interrelated biophysical and socioeconomic sustainability challenges. We expand on previous theoretical and empirical research by focusing on the larger business ecosystem in which keystone actors are embedded, and use network analysis to assess the contributions of different actor types to the architecture of the ecosystem. This systemic approach to the study of keystone actors and sustainability challenges highlights an important source of influence largely not addressed in previous research: the presence of organizations that occupy strategic positions around keystone actors. Such knowledge can help identify governance strategies for advancing industry-wide transformation towards sustainability.

  • Robustness and the Paradox of Bridging Organizations: The Exit Problem in Regional Water Governance Networks in Central America

    • Bridging organizations facilitate a range of governance processes, including cooperation and social learning, and are theorized to be a key component of robust governance systems. In this article, we use node removal simulations to test structural hypotheses of robustness in a regional water governance network in Central America. We investigate the response of network measures supporting core governance processes to the targeted removal of bridging organizations and other actors, which we compare to random and centrality-based simulations. The results indicate removing bridging organizations has a greater impact on the network than any other type of actor, suggesting bridging organizations are critical to the robustness of the governance system. Furthermore, network structures supporting cooperation may be less robust than structures facilitating social learning. We conclude with policy implications of the research findings as they relate to the exit problem in governance systems with a large presence of international development actors.

    • The acceleration of changes in global water resource systems is exacerbating the ability of governance institutions to adapt, particularly in developing world regions. We highlight one of the key challenges to resilience in environmental governance—coordinating governance processes within and across multiple interacting geographic levels—and investigate structures of local, regional, and multilevel water governance networks using empirical data from Central America. We examined hypotheses of multilevel governance network structure and function using descriptive statistics and exponential random graph models, and found that closed and open network structures are more prevalent at the local and regional levels, respectively, and that cross-level ties impart small-world structures upon the multilevel network. Small-world networks are theorized to provide joint benefits on cooperation, policy learning, and resource distribution, all of which are necessary for effective water resources governance.
