    • The role of the pedestal position on the pedestal performance has been investigated in AUG, JET-ILW and TCV. When the pedestal is peeling-ballooning (PB) limited, the three machines show a similar behaviour. The outward shift of the pedestal density relative to the pedestal temperature can lead to the outward shift of the pedestal pressure which, in turns, reduces the PB stability, degrades the pedestal confinement and reduces the pedestal width. Once the experimental density position is considered, the EPED model is able to correctly predict the pedestal height. An estimate of the impact of the density position on a ITER baseline scenario shows that the maximum reduction in the pedestal height is 10% while the reduction in the fusion power is between 10% and 40% depending on the assumptions for the core transport model used. In other plasmas, where the pedestal density is shifted even more outwards relative to the pedestal temperature, the pedestal does not seem PB limited and a different behaviour is observed. The outward shift of the density is still empirically correlated with the pedestal degradation but no change in the pressure position is observed and the PB model is not able to correctly predict the pedestal height. On the other hand, the outward shift of the density leads to a significant increase of η e and η i (where η e,i is the ratio of density to temperature scale lengths, ) which leads to the increase of the growth rate of microinstabilities (mainly ETG and ITG) by 50%. This suggests that, in these plasmas, the increase in the turbulent transport due to the outward shift of the density might play an important role in the decrease of the pedestal performance.

    • Promoting collaboration between university researchers and practitioners from the business and public sectors has emerged as an important tool of science policy. This article examines the discourses that policy makers employ in promoting this strategy by analyzing the narratives about the social relevance of science and its role vis-à-vis the industrial sector in the context of strategic research funding in Sweden. Four dominant discourses on science are identified and discussed. It is argued that these policy frames construct a boundary between research and practice, which is in turn used as rhetorical justification for research funding policies that seek to increase business influence and input to university research at the expense of academic autonomy in this sphere. © 2005 Sage Publications.

  • From thematic to organizational prioritization : The challenges of implementing RDI priorities

    • While priority setting for research, development and innovation (RDI) traditionally focuses on which thematic areas should be supported, less is known about how such goals are implemented on the agency level. Key challenges are how to translate broad priorities into programs and projects, how to govern the knowledge base, and how to handle organizational tensions during implementation. Many of these challenges must be addressed by 'street-level' administrators and agency experts during implementation. We take these agency challenges to be of central concern for RDI policy implementation, and propose a process perspective on priority setting. We apply this perspective to a case study of the Swedish Energy Agency and highlight a number of insights such as the tension between existing organizational capabilities and new goals for research and innovation. We argue that these insights are particularly relevant to other research funders with a sectoral mandate, for example, health, defense, or agriculture.

    • The authors investigate how Third Mission activities at universities, such as the outreach and technology transfer functions, are anchored in organizational structures and practices, and discuss the implications of this relationship for the success of the activities. They draw on case studies of two Swedish university colleges to illustrate the diversity of mechanisms used to achieve Third Mission functions. It is concluded that choices about how to organize Third Mission activities may be classified with reference to at least three dimensions: (a) decentralization versus centralization of the outreach function; (b) a strong versus weak research connection in outreach; and (c) demand-side versus supply-side strategies for outreach. These dimensions are analysed from the perspective of their relative strengths and weaknesses for the organization by universities of Third Mission activities.

  • Policy instrument affordances : A framework for analysis

    • The present study uses the concept of technological efficacy derived from ecological psychology and design studies to offer an alternative way of analyzing how policy instruments affect change. Reasoning from this, the paper outlines a framework for analyzing policy instruments in terms of their affordances. We define affordances as the means through which an instrument exerts influence on its intended target audience. Using this approach, we contend that policy instruments may be analyzed as interfaces that organize social relations and create structures of opportunity and/or restrict possibilities for action. We argue that explicating the pathways through which instruments afford or constrain action is a central task for policy analysis. Our proposed framework of analysis builds on the idea that instruments yield effects by facilitating action and learning. We further contend that the actions that an instrument can facilitate or inhibit are determined by specific affordance modalities of the instrument in conjunction with contingencies of the actor and the policy environment. Examples from research policy are used to illustrate some of these effects.

    • Alvin Weinberg's classic and much debated two articles in Minerva, "Criteria for Scientific Choice" (1963) and "Criteria for Scientific Choice II - The Two Cultures" (1964), represent two of the first and most important attempts to create a meta-discourse about priority setting in science policy, and many of the points advanced remain relevant. The goal of this paper is to elaborate on the relevance of some of Weinberg's original arguments to priority setting today. We have singled out four issues for attention: The tension between scientific and institutional choice, the assumptions behind the triad of scientific, technological and social merit, the elusive 'externality from size' argument for funding promoted by Weinberg, and finally the problems involved in the idea of basic science as an 'overhead cost' for applied science, and applied science as an 'overhead' on a sectoral mission. These four issues will be elaborated from a policy perspective and connected to present day challenges for science and technology policy.

    • Background: Large animal models are important in atrial fibrillation (AF) research, as they can be used to study the pathophysiology of AF and new therapeutic approaches. Unlike other animal models, horses spontaneously develop AF and could therefore serve as a bona fide model in AF research. We therefore aimed to study the electrical, functional and structural remodelling caused by chronic AF in a horse model. Method: Nine female horses were included in the study, with six horses tachypaced into self-sustained AF and three that served as a time-matched sham-operated control group. Acceleration in atrial fibrillatory rate (AFR), changes in electrocardiographic and echocardiographic variables and response to medical treatment (flecainide 2 mg/kg) were recorded over a period of 2 months. At the end of the study, changes in ion channel expression and fibrosis were measured and compared between the two groups. Results: AFR increased from 299 ± 33 fibrillations per minute (fpm) to 376 ± 12 fpm (p < 0.05) and atrial function (active left atrial fractional area change) decreased significantly during the study (p < 0.05). No changes were observed in heart rate or ventricular function. The AF group had more atrial fibrosis compared to the control group (p < 0.05). No differences in ion channel expression were observed. Conclusion: Horses with induced AF show signs of atrial remodelling that are similar to humans and other animal models.
