IceCube search for neutrinos from GRB 221009A

- GRB 221009A is the brightest Gamma Ray Burst (GRB) ever observed. The observed extremelyhigh flux of high and very-high-energy photons provide a unique opportunity to probe the predictedneutrino counterpart to the electromagnetic emission. We have used a variety of methods to searchfor neutrinos in coincidence with the GRB over several time windows during the precursor, promptand afterglow phases of the GRB. MeV scale neutrinos are studied using photo-multiplier ratescalers which are normally used to search for galactic core-collapse supernovae neutrinos. GeVneutrinos are searched starting with DeepCore triggers. These events don’t have directionallocalization, but instead can indicate an excess in the rate of events. 10 GeV - 1 TeV and >TeVneutrinos are searched using traditional neutrino point source methods which take into accountthe direction and time of events with DeepCore and the entire IceCube detector respectively. The>TeV results include both a fast-response analysis conducted by IceCube in real-time with timewindows of T0 − 1 to T0 + 2 hours and T0 ± 1 day around the time of GRB 221009A, as well asan offline analysis with 3 new time windows up to a time window of T0 − 1 to T0 + 14 days, thelongest time period we consider. The combination of observations by IceCube covers 9 ordersof magnitude in neutrino energy, from MeV to PeV, placing upper limits across the range forpredicted neutrino emission.

- Ambient energy harvesting has great potential to contribute to sustainable development and address growing environmental challenges. Converting waste energy from energy-intensive processes and systems (e.g. combustion engines and furnaces) is crucial to reducing their environmental impact and achieving net-zero emissions. Compact energy harvesters will also be key to powering the exponentially growing smart devices ecosystem that is part of the Internet of Things, thus enabling futuristic applications that can improve our quality of life (e.g. smart homes, smart cities, smart manufacturing, and smart healthcare). To achieve these goals, innovative materials are needed to efficiently convert ambient energy into electricity through various physical mechanisms, such as the photovoltaic effect, thermoelectricity, piezoelectricity, triboelectricity, and radiofrequency wireless power transfer. By bringing together the perspectives of experts in various types of energy harvesting materials, this Roadmap provides extensive insights into recent advances and present challenges in the field. Additionally, the Roadmap analyses the key performance metrics of these technologies in relation to their ultimate energy conversion limits. Building on these insights, the Roadmap outlines promising directions for future research to fully harness the potential of energy harvesting materials for green energy anytime, anywhere.

- This paper is the outcome of a community initiative to identify major unsolved scientific problems in hydrology motivated by a need for stronger harmonisation of research efforts. The procedure involved a public consultation through online media, followed by two workshops through which a large number of potential science questions were collated, prioritised, and synthesised. In spite of the diversity of the participants (230 scientists in total), the process revealed much about community priorities and the state of our science: a preference for continuity in research questions rather than radical departures or redirections from past and current work. Questions remain focused on the process-based understanding of hydrological variability and causality at all space and time scales. Increased attention to environmental change drives a new emphasis on understanding how change propagates across interfaces within the hydrological system and across disciplinary boundaries. In particular, the expansion of the human footprint raises a new set of questions related to human interactions with nature and water cycle feedbacks in the context of complex water management problems. We hope that this reflection and synthesis of the 23 unsolved problems in hydrology will help guide research efforts for some years to come.

- Repetitive elections are important benchmarks for assessing the maturity of Africa's electoral democracies. Yet the processes through which elections entrench a democratic culture remain understudied. We introduce an important mechanism called a democratic rupture: an infraction in the democratisation process during competitive elections that has the potential to cause a constitutional crisis. It provides a new avenue of citizen participation outside of voting, and political space for opposition party realignment and to strengthen its support. Drawing from the case of Ghana, we show how the 2012 presidential election petition challenge served as a democratic rupture by contributing to the opposition's victory in 2016, enabling its political development. First, it exposed flaws in the electoral system and led to demands for electoral reforms. Second, it led to citizens being better educated on the electoral process. Third, it taught political parties that vigilance at the polling stations can help win elections. The article provides a critical analysis of the factors that shape democratic development, especially in cases where opposition parties defeat incumbent politicians.

- Campaign rallies serve as arenas of political communication where candidates present their campaign messages face-to-face in order to gain votes. This article suggests that rallies are one of several forms of campaign visits along with official business stops, courtesy calls to local notables, and personal interactions with constituents. Drawing on an original dataset of campaign visits in Ghana's 2016 and 2020 elections, we find that a significant political learning process took place between the two races for candidates of the two major parties, as candidates diversified their strategies beyond the rally-intensive campaign. Candidates extended the communicative and representative elements of the traditional rally through socially embedded practices by relying on occupational groups like market associations and fisherfolk to mobilise voters. By explaining the meaning behind different forms of campaign visits, we conclude that campaign rallies and other visits are embedded in social realities that shape political mobilisation.

- With the quantity of genomic data increasing at an exponential rate, it is imperative that these data be captured electronically, in a standard format. Standardization activities must proceed within the auspices of open-access and international working bodies. To tackle the issues surrounding the development of better descriptions of genomic investigations, we have formed the Genomic Standards Consortium (GSC). Here, we introduce the minimum information about a genome sequence (MIGS) specification with the intent of promoting participation in its development and discussing the resources that will be required to develop improved mechanisms of metadata capture and exchange. As part of its wider goals, the GSC also supports improving the 'transparency' of the information contained in existing genomic databases.

Genome-wide association analysis identifies loci for type 2 diabetes and triglyceride levels

- New strategies for prevention and treatment of type 2 diabetes (T2D) require improved insight into disease etiology. We analyzed 386,731 common single-nucleotide polymorphisms (SNPs) in 1464 patients with T2D and 1467 matched controls, each characterized for measures of glucose metabolism, lipids, obesity, and blood pressure. With collaborators (FUSION and WTCCC/UKT2D), we identified and confirmed three loci associated with T2D - in a noncoding region near CDKN2A and CDKN2B, in an intron of IGF2BP2, and an intron of CDKAL1 - and replicated associations near HHEX and in SLC30A8 found by a recent whole-genome association study. We identified and confirmed association of a SNP in an intron of glucokinase regulatory protein (GCKR) with serum triglycerides. The discovery of associated variants in unsuspected genes and outside coding regions illustrates the ability of genome-wide association studies to provide potentially important clues to the pathogenesis of common diseases.

- This book draws on the work of three experienced ethnographers who have studied the effects of education policy on teachers’ work in the United Kingdom and Sweden. The book traces some of the issues and experiences in the development of ethnographic projects examining policy developments—from planning, through analysis and writing, to outcomes as methodological articles. Ethnographic research into teachers’ work seeks to understand educational and social change. As in other European countries, the UK education system has undergone massive restructuring since the late 1970s, with proliferating neo-liberal modes of regulation. Policy has had teachers as its focus for change, recently redefining and reworking teachers and teaching. There is a crucial role for an ethnographic case study approach to complement analyses of official educational policy. In general, the experiences, perspectives and emotions of the actors who implement policy, and the social, cultural, political, economic and emotional contexts in which they do so has been neglected. The ethnographic method is well placed to study these areas of social life since it investigates the perspectives and behaviours of people within, in this case, education cultures. It charts the daily lived experience and impact of policy on educational subjects.
