    • This discussion note provides a perspective on valuation studies by a group of PhD students. Based on impressions from the Valuation as Practice workshop at The University of Edinburgh in early 2014 we were inspired by the example of Kjellberg et al. (2013) to debate how we see, understand, and are inspired by the field of valuation studies. It is the hope of the editors that sharing the concerns of early-stage researchers starting out in a field in flux, may be of use to, and perhaps spur, senior contributors to further develop this emerging research landscape. Using the workshop experience as a springboard, we argue that the domain of valuation studies still relies heavily on influences from the study of economics, with a strong emphasis on processes of quantification and calculation. With apparent pragmatism within the field, concern as to what might be lost by this narrower perspective is raised. Additionally, we call for the exploration of the possibility of a common language of valuation, to better define shared features, and identify as well as manage conflicts within the field.

    • This chapter takes an interest in what counts as valuable in the coordinative practices of large-scale research. The focus is motivated by how values sometimes are understood as part of what can hold large research endeavours together. Here, however, the topic of values is brought to the surface without presuming them to be fully shared and part of what is holding the overall endeavour together. Empirically the focus is on clinical registries, which analyse data regarding a large number of patients visiting different clinics. Examining how data are gathered and transferred in three registries, the study found a rich and diversified set of arrangements in use. Each registry can be understood as accommodating a few different modes for the gathering and transferring of data, where each enacts somewhat dissimilar values. Hence, the registries examined here are not held together by exchanges repetitively reinforcing a single set of widely shared values.

    • Health care provides a fruitful setting for learning about concerns over values. Provision of health care is often thought of as a cornerstone in welfare societies. It is truly a matter of concern, as it regularly resides at the center of political rhetoric, public debate and reform agendas. There are many actors who want to have a say in what constitutes proper conduct in health care, what is financially viable and which health caring activities are worth pursuing before others. Practical considerations of the economics of health care, managerial challenges, along with questions of quality in treatment are never far away. Health care is thus thoroughly saturated with values of very different kinds. Values also matter a great deal in how health care is organized in practice. This chapter builds on a case study of the making of a primary care market in a Swedish county council. More precisely, I have studied how public officials at a Swedish county council HQ design a ‘market device’ (Callon et al., 2007) for the primary care market: a rulebook for authorization of care centers. This rulebook is revised and issued by the county council each year. It consists of nearly 50 pages of guidelines, prices, justifications and more, stipulating the rules for market conduct in the primary care market. It is supposed to regulate the market by codifying the criteria for being granted permission to open a care center in the county.

    • Free choice and competitive neutrality are often assigned particular importance for successful market reform of public service. The aim of this article is to illuminate the practical work that goes into regulating free choice and competitive neutrality in a primary care market in a Swedish county council. The article asks: How is regulation of free choice and competitive neutrality in the primary care market carried out? Are there any particular challenges in working with this? If so, why? The article presents a qualitative case study and approaches the research questions with a market practice perspective. By studying how the work with a rulebook for authorization of care centers is carried out, detailed knowledge of the market regulatory process is gained. The result illustrates how purchaser officials frame the market with the rulebook. However, the ways free choice and competitive neutrality plays out it practice overflows the market frame. Overflows are caused by multiple, and conflicting, modes of calculations enacted by the rulebook. Therefore, free choice and competitive neutrality does not create the effects that policy-makers have expected in the primary care market.

    • This thesis takes an interest in how values attain a specific meaning in market reforms of welfare provision. The study builds on exploring how values are enacted rather than treating them as universal and stable. The aim of the thesis is to contribute conceptually to the understanding of how market-making activities in the welfare state bureaucracy handle the values at play in welfare reform.The empirical case is the governance of a so-called care choice system in a Swedish county council. The methodology for the study is “shadowing” of public officials working to formulate a so-called rulebook for care centres. The analysis describes how these officials handle a variety of values when designing the rulebook. How they choose to organize their work – the methods used to collect data about care centre performance, what governance tools they employ, how they arrange their work roles, and how they construct the rulebook – leads to value shifts and determines the meaning of values in practice.The officials’ work practice is political in the sense that it actively shapes the values enacted in the care choice reform. Therefore, it is of great importance to spur a broader debate about the organization of such governance practices, while there is a need to problematize simplistic images of what market reforms of welfare entails in practice. The thesis proposes that an “ecological” – i.e. a situated, reflexive, and malleable – approach to handling of contending values may contribute to such debates.

  • The functions of known to be inaccurate prices in markets: A cross-country comparison of pharmaceutical list pricing

    • Economic theory assumes accurate price information to be readily available in markets. In real markets, however, actual price information can be private and confidential, forcing buyers to rely on official list prices despite their known inaccuracy in representing actual prices. Little is known about the workings of such markets. In a comparative study of four national markets for specialist pharmaceuticals, we find differences in how list prices are set, used, and communicated. Based on this, we conclude that list prices are indexical entities whose relation to actual prices varies consistently yet unsystematically across markets, making them poor proxies for actual prices. Despite this, buyers use list prices as indicators of willingness to pay and to generate images of successful market outcomes. Finally, we conclude that price formation in markets where actual prices remain opaque is linear and non-recursive, giving such markets a relational character irrespective of the goods being exchanged.

    • Ersättningsmodeller har stor betydelse för vilka åtgärder som genomförs i vården. På initiativ från Leading Health Cares fokusgrupp för styrning av vård har vi studerat rökavvänjning i Landstinget Östergötland (LiÖ) och Västra Götalandsregionen (VGR). Skillnaderna i beteende som de olika ersättningsmodellerna leder till visar sig inte vara de vi kanske kan vänta. Vanor, yrkesroller och samarbetsformer över gränser gör snarare att likheterna kommer att överväga. En peng på en åtgärd som är svår att definiera innebär inte nödvändigtvis att vi uppnår önskade resultat.

    • This paper shows how e-government can, or might even have to, be considered as a public policy transformation. In the process of merging authorities into new organisations public policies on e-government appeared as a key activity. The case study presented in the paper is the formation of the new Swedish Transport Agency formed out of several formerly independent authorities. The Swedish case study is a mature public administration and basic democratic core values. The main contribution from the case study is to point out the importance of translation of policies into organizational practices.
