  • Bullying and social objectives : A study of prerequisites for success in Swedish schools

    • This thesis examines the relationship between organizations structure, culture and leadership. The specific organization that has been studied is Swedish secondary schools. The Swedish schools have a divided task, first to develop the students academic skills and secondly to develop the students socially and civically. This thesis has its interest on the schools social environment with special interest focused on questions regarding bullying and insulting behaviour. The data that has been used consists of interviews and questionnaires with students, teachers and principals in 24 Swedish schools that have been studied in a larger study. This work is a part of a project called Structure, Culture and Leadership – prerequisites for successful schools?.  The 24 schools that took part in the SCL study were divided in to four different groups depending on how well they are succeeding in reaching the social and academic objectives formulated in the steering documents. The main result show that principals that succeed to align structure and culture in relation to both the social and academic objectives are the ones that can be perceived as successful. It is these schools that have the lowest level of bullying and the highest grades. The principal takes social responsibility and takes questions in relation to bullying and insulting behaviour seriously. By doing that the principal can communicate the seriousness of the topic in order to develop awareness within the organization and a preventive work can therefore be possible. In schools that work with the students’ ability to be participative seems to develop the students both socially and academically.

Men extrema väderhändelser leder inte nödvändigtvis till att klimatförändringarna får ökad uppmärksamhet. Vad som sätts i fokus avgörs istället av hur händelsen ramas in. Studier av de omfattande skogsbränderna i Sverige 2014 och 2018 visar att orsakerna gärna definieras inom ramen för vad man lokalt kan påverka.

    • The aim of the thesis is to describe and analyse the organization, resources and practice of pupil welfare work in municipal compulsory schools. In one study, telephone interviews with head masters from a random sample of 100 municipal compulsory schools have been carried out. A second study is based on material from two case studies, where the work of the pupil welfare team members and the everyday organizing of pupil welfare, are scrutinized.The distribution of special pupil welfare resources varied considerably. Almost one-third of the variation could be explained by organizational and structural variables included in a regression analysis. Practically all schools in the sample had a school nurse, while school social workers and in particular school psychologists, were available to a lesser extent. Regarding the latter two professions, the results indicate that these resources are allocated to pupils of different age groups. The involvement of different kinds of municipal service in pupil welfare work is becoming a common form of organization. The case studies show that these service units can become influential actors in the organizing of local pupil welfare work.School nurses appear to be an institutionalized resource, with regard to their presence in schools and the content of their work. The school social worker lacks a specific technology of her own that distinguishes her work from other professions. School social work is performed by several professions and for some tasks domain conflicts can arouse. These conflicts can to a certain degree be rooted in the enhanced consultative role of the pupil welfare specialists, which affects the division of labour between the actors. The pupil welfare meetings studied in the case studies where characterized by asymmetrical relationships, where little space were given for pupils and their parents to be actively involved in the decision-making process.

  • On the governmentalization of sustainability : the case of flood risk mitigation in Sweden

    • Contemporary society is confronted with numerous sustainability challenges. Some are new, others have been around since time immemorial, but none have been governed on the societal level since their emergence. Despite an abundant literature that addresses the governing of a range of such sustainability challenges, the processes through which they become something governable in the first place have not received much attention. This thesis, therefore, seeks to increase our understanding of how complex sustainability challenges become governmentalized in advanced liberal democracies. It presents an empirical investigation of the recent problematization of flood risk mitigation in a specific area. The goal is to answer two questions: (1) how flood risk mitigation is governed; and (2) how the process of governmentalization is conditioning this governing in Sweden. It combines theoretical perspectives of governmentality and new institutionalism. The case study focuses on the governing of flood risk mitigation in Lomma municipality and the Höje Å catchment area in Southern Sweden, and mixes structural and interpretative methods.Data were collected through 217 interviews with all actors who actively contribute to flood risk mitigation in the area, together with numerous documentary sources. The findings reveal remarkable spatial, temporal, and functional fragmentation in the regime of practices mitigating flood risk, a concentration of responsibility for flood risk mitigation in municipal administrations, and an escalating penetration and diffusion of the market in its governing. Four constituent processes of governmentalization were identified. Reductivization refers to the process of conceptualizing the complex problem in smaller, disconnected parts. Projectification captures how the problem is addressed through piecemeal projects. Responsibilization is the process by which responsibility is transferred to an actor with less power and who lacks appropriate resources, and commodification refers to seeing the solution to the problem as the aggregation of standardized modules that can be sourced on the market. While these processes are intrinsically linked, and combine to seriously undermine the purpose of flood risk mitigation, they are also fundamental for it to become governable in the first place. This nexus may be a general feature of the governmentalization of complex sustainability challenges in advanced liberal democracies, albeit to various degrees and in different ways depending on the penetration and diffusion of neoliberalism.

  • Competing pathways to sustainability? : Exploring conflicts over mine establishments in the Swedish mountain region

    • Natural resource (NR) exploitation often gives rise to conflict. While most actors intend to manage collectively used places and their NRs sustainably, they may disagree about what this entails. This article accordingly explores the origin of NR conflicts by analysing them in terms of competing pathways to sustainability. By comparing conflicts over mine establishments in three places in northern Sweden, we specifically explore the role of place-based perceptions and experiences.The results indicate that the investigated conflicts go far beyond the question of metals and mines. The differences between pathways supporting mine establishment and those opposing it refer to fundamental ideas about human nature relationships and sustainable development (SD). The study suggests that place-related parameters affect local interpretations of SD and mobilisation in ways that explain why resistance and conflict exist in some places but not others. A broader understanding of a particular conflict and its specific place-based trajectory may help uncover complex underlying reasons. However, our comparative analysis also demonstrates that mining conflicts in different places share certain characteristics. Consequently, a site-specific focus ought to be combined with attempts to compare, or map, conflicts at a larger scale to improve our understanding of when and how conflicts evolve. By addressing the underlying causes and origins of contestation, this study generates knowledge needed to address NR management conflicts effectively and legitimately.
