  • Exploring Public Procurement of Swedish Railway Infrastructure Maintenance
  • 2019
  • Licentiatavhandling (övrigt vetenskapligt/konstnärligt)abstract
    • In 2002, Sweden started to outsource its railway infrastructure maintenance. Through gradual exposure (i.e. outsourcing one contract area at a time), the Swedish Transport Administration has developed its competence of being a client towards its contractors. The last contract was outsourced in 2014. In the last decade, the development of governance techniques and maintenance cost has not matched the increase in traffic. Due to an increased awareness in environmentally friendlier transportation, traffic is only expected to increase further in the coming years. Governance techniques and maintenance cost ultimately depends on the client-contractor relationship through public procurement. Hence, there is a need to understand public procurement of railway infrastructure maintenance. Therefore, the purpose of this thesis is to contribute to the knowledge of public procurement of railway infrastructure maintenance. Three separate studies were conducted. Study 1 was a literature review to explore and determine the state-of-the-art for the field of public procurement of railway maintenance. Study 2 was a linear regression analysis to examine the relationship between contract design and the output of maintenance in Sweden. Study 3 was an interview study in Sweden that explored what factors that supports or hinders collaboration in railway maintenance. The main results of these studies are that asset knowledge is important for both the client and the contractor. Through reliable asset knowledge, incentives and contracts can be designed to support governance and collaboration. Today, railway infrastructure maintenance is dominated by informal relationships that lack the support of formal partnering activities. When an informal relationship is supported by a formal structure it provides a basis for innovation. This formal structure should be centralized around gaining and sharing asset knowledge. By establishing such a system to increase the asset knowledge and supporting collaboration, public organizations of maintenance can provide a basis for the improvement of maintenance.

  • Public procurement of railway infrastructuremaintenance : a literature review
  • 2017
  • Ingår i: Proceedings of the 9th Nordic Conference on Construction Economics and Organization. - Lyngby : Polyteknisk Boghandel og Forlag. - 9788750211259 ; , s. 10-21
  • Konferensbidrag (refereegranskat)abstract
    • The maintenance of railway infrastructure has in several instances been changed from government-based to being based on public procurement, with varying degrees of flexibility for the contractor to design their maintenance work. The purpose of-giving contractors a larger freedom of choice of how to perform maintenance is to stimulate them to innovate and develop their maintenance processes. Since the contracts differ in between and there are changes in government policies over time that affects both existing and new contracts, a comparison between different contracts becomes challenging. A literature review has been conducted to understand the change in procurement strategy and how to encourage contractors to innovate. The research questions include: What procurement strategies are there? How is maintenance evaluated? How does procurement affect the innovation opportunities for entrepreneurs? The literature review focuses on railway maintenance and contract design between client and contractor. In total, 17 articles matched the search criteria and were selected for the review. To have successful maintenance service, five articles suggested partnering as a strategy with common goals in combination with good communication during the entirety of the contract. When selecting incentive plan, four articles mentions that a focus on performance-based incentives in combination with riskmanagement is better rather than actual payment schemes. The reason being that payment is often themain cause of conflicts between client and contractor. The scientific literature suggests that improvement in incentives improves quality of maintenance, decreases delays and technical failures. The conclusion from the literature review is that partnering in railway maintenance is considered successful. With accurate knowledge about railway assets the incentive plan becomes accurate which reduces costs. The literature review is a part of a research project with an overall goal to develop a model to guide the selection of appropriate type of procurement strategy, contract and control of maintenance for a moresustainable railway system.

  • Developing a neighbourhood: exploring construction projects from a project ecology perspective
  • 2020
  • Ingår i: Construction Management and Economics. - : Informa UK Limited. - 0144-6193 .- 1466-433X. ; 38:10, s. 964-976
  • Tidskriftsartikel (refereegranskat)abstract
    • As a consequence of ongoing urbanisation, construction projects are likely to be performed in multi-project contexts. Zooming out from the single project and focusing on the context in which construction projects are performed is suggested as a way to broaden our understanding and develop new theory. The empirical case in focus here, which is studied as a project ecology, is the development of a major urban development district, where several interdependent construction projects have been initiated in sequence and in parallel in a limited geographical area. This case poses several challenges to the developers (construction clients) who are performing their projects simultaneously, and literally, as neighbours. Therefore, we zoom out from the single construction project and put the project in a wider context on a macro level, to increase the understanding of the context in which construction projects are performed. The theoretical lens of social capital helps us zoom in on the interdependencies that develop over time, going beyond traditional, contractual and vertical relationships. Based on empirical material, including interviews and meeting observations, the findings indicate that the developers have to coordinate horizontal interdependencies between projects. The findings also show that the construction client’s role has been extended from initiating and delivering the project mission to also having a collaborator role between projects, where ambidexterity is required.

  • Beyond National Building Regulations : Exploring Public-Private Negotiations Over Sustainability Requirements
  • 2019
  • Ingår i: Proceedings 35th Annual ARCOM Conference. - : Association of Researchers in Construction Management. ; , s. 740-749, s. 740-749
  • Konferensbidrag (refereegranskat)abstract
    • Municipalities in Sweden govern construction projects on municipal land through requirements that sometimes go beyond national building regulations in order to advance sustainable building practices. The purpose of this paper is to explore the process of negotiating such project specific requirements for construction projects built by private housing developers on municipal land. The paper builds on a case study of an innovative urban development programme in Stockholm where interviews with private housing developers and municipal representatives and observations of meetings, seminars and forums were conducted. Emerging negotiations between the municipality and private housing developers over project specific requirements set by the municipality were explored and analysed using the concepts of product and process innovation. Findings reveal that housing developers try to remove or change those requirements that are considered to increase costs, increase risks and decrease the value of their final product. This paper illustrates how project requirements for construction projects on municipal land are dependent upon early phase negotiations between the municipality and housing developer.

  • Co-Developing Sustainability Requirements : Exploring client and municipal perspectives in housing development
  • 2020
  • Licentiatavhandling (övrigt vetenskapligt/konstnärligt)abstract
    • Construction has major environmental, social and economic impacts. Improving sustainability both during and after the construction process is widely discussed among a slew of practitioners, governments and researchers. Construction clients, such as housing developers, are considered key actors for change and innovation because of their position to set requirements when procuring construction projects. The process of developing project requirements has therefore mainly been studied during the construction clients’ procurement process. At the same time, municipalities use their position as land owners to drive sustainable development. Land allocation agreements allow municipalities to set project-specific sustainability requirements for construction projects on municipal land. The purpose of this thesis is to explore how municipal sustainability requirements affect housing developers when planning and designing their projects. The research is based on a single empirical case study of an urban development programme comprising multiple parallel and sequential housing construction projects. In this study, the municipality’s and housing developers’ perspectives are explored. The results demonstrate that the housing developers perceive several barriers to implementing municipal sustainability requirements. The three main barriers that were identified are reduced flexibility coupled with uncertainty, conflicting interests coupled with reduced autonomy and interdependencies, and a lack of trust and transparency coupled with interdependencies. The municipal sustainability requirements are initially developed by the municipality for the land allocation agreement. They are then co-developed further by the municipality and the housing developers together through negotiations before being finalised in conjunction with the developers’ procurement process. The study is focused on the period following the housing developers’ signing of land allocation agreements with the municipality and before starting their procurement process. During this period, the housing developers attempt to negotiate municipal sustainability requirements that they anticipate will increase costs, risk and uncertainty and decrease the value of their final product. Negotiations between the housing developers and the municipality can be viewed as value co-creation processes stimulated by functional conflict. These findings build on three papers that are included in the thesis.Contributions are made to literature on the role of construction clients and their perceived barriers to implementing and developing sustainable construction solutions and practices and barriers to change in general. Theoretical contributions are also made to literature on value co-creation in construction by illustrating how clients engage in the co-creation of value with municipalities and other clients. Finally, the theoretical link between value co-creation and functional conflict is studied and developed.

  • Front-end value co-creation in housing development projects
  • 2021
  • Ingår i: Construction Management and Economics. - : Informa UK Limited. - 0144-6193 .- 1466-433X. ; 39:3, s. 245-260
  • Tidskriftsartikel (refereegranskat)abstract
    • As a result of local governance, municipalities and housing developers work together to define housing development projects and to co-create value propositions. The purpose of this study is to explore how value propositions are co-created during the front-end of housing development projects and how this affects housing developers’ ability to drive change and innovation. The value co-creation process is explored through interviews, documents and observations in a case study of an urban development programme in Sweden. The findings illustrate how emerging conflicts and the process of resolving them are central drivers for value co-creation between these actors. However, conflicts that are not managed and resolved constructively can lead to the co-destruction of value. In this study we illustrate how value co-creation processes that precede procurement limit the flexibility of housing developers and determine the scope for value that can be realised.
