    • Industrial policy remains a term prone to trigger strong reactions. Many economists in Europe and especially the US have long viewed such policies with strong suspicion. They are concerned about the conceptual pitfalls of governments steering the allocation of e-sources across sectors away from market signals. They are also concerned about the empirical challenges of getting policies right in practice that could work in theory, given political economy dynamics and the lack of data. Policy practitioners have always less circumspect, ready to take industrial policy action if there were political reasons to do so. For them the challenge is to get guidance on how to implement such policies in an effective way, moving beyond the question of whether they should be used at all.

    • This paper takes a fresh empirical look at how cluster presence matters for economic performance. It analyses a new data set developed for the European Cluster Observatory to assess the impact of clusters on industry-level wages and regional prosperity. It is found that industry-level wages are associated with industry- and surrounding-cluster agglomeration levels to a similar degree. For regional prosperity, cluster portfolio strength is found to matter, while the specific mix of clusters is insignificant once business environment conditions are accounted for. The data show a meaningful relationship between clusters and economic outcomes, independent of other locational qualities.

    • This report investigates the potential contribution of clusters and cluster policies in the design and implementation of Smart Specialisation Strategies. Both cluster policies and Smart Specialisation Strategies are policy approaches with a place-based dimension, aiming at exploiting advantages of proximity to promote economic growth and competitiveness. With regions across Europe currently working on their Smart Specialisation Strategies, the question whether and how clusters and cluster policies can be used in this endeavour is highly relevant. Smart Specialisation Strategies are difficult to design and implement because they are based on a new and complex academic framework that now has to be translated into policy practice. The contention of this report is that lessons learnt from the rich history of cluster policies can provide concrete inputs into the development of Smart Specialisation Strategies (S3).
