    • Rapid urbanisation is one of today’s biggest global challenges. Nordic Sustainable Cities is a flagship project under the Nordic Prime Ministers’ initiative Nordic Solutions to Global Challenges that seeks to shed light on this challenge from a Nordic perspective.The White Paper on Nordic Sustainable Cities develops a narrative to describe the “Nordic Sustainable City”. It forms a basis for the knowledge sharing effort that will be carried out by Nordic Innovation, Nordregio’s sister institution under the Nordic Council of Ministers in 2018. This work aims to export Nordic stories as a means of branding the Nordic Region and contributing to global efforts towards urban sustainability.

The booklet and the white paper has been made as part of the Nordic Sustainable Cities project. Nordic Sustainable Cities is one of six flagship projects under the Nordic prime ministers’ initiative Nordic Solutions to Global Challenges, which is coordinated by the Nordic Council of Ministers.

  • KIBS as knowledge sources for innovation in rural regions

    • This article contributes to the debate on the interaction between rural firms and KIBS, developing a theoretically grounded set of arguments to understand what types of rural firm value KIBS's contributions to their innovation strategies. Using a dataset of 174 rural and small-town firms in the province of Quebec, our results show that KIBS are a valued innovation source for two groups of rural firms: firms that implement external STI learning modes, and firms that are slow innovators (relying on more technical, slow-decay, knowledge as opposed to short-term market information). Furthermore, it is firms in the remotest rural areas that most value the contribution of KIBS to innovation. Our findings suggest that in rural areas, KIBS are most valued by firms that face more (geographic) hurdles to access them, and by firms which target their KIBS interactions in strategic ways and which rely on more technical knowledge.

    • The smart specialization literature has hardly addressed the role of geography in promoting novel approaches to local and regional innovation processes beyond classic clustering approaches. Based on empirical observations from five sparsely populated regions, the present article proposes original insights that contribute to the theoretical debate on the place-based nature and spatial dimension of entrepreneurial discovery, the key functional mechanism behind smart specialization. First, it advocates the added-value of integrating strategic spatial planning approaches at different stages of smart specialization implementation, from design to operationalization. Second, it suggests that more effective ways of creating domains through shared knowledge bases of existing sectors should aim at promoting collaboration between second-tier economic agents. Finally, the specificity of the territorial preconditions found in sparsely populated regions brings to the fore new forms of proximity relations based on institutional, cognitive and organizational proximity rather than on geographical clustering.

    • The Global Innovation Clusters' Initiative (GIC) is an innovation program launched in Canada. This article aims to describe the policy, in particular its key similarities and differences with the Europe's Smart Specialisation (S3) policy initiative, and critically explore the logic behind its inception. The article reveals that although policy implementation practices are bespoke and context-specific, the need to increase coordination between different levels and sectors of policy making is acknowledged to be important for achieving both innovation and local economic development objectives.

    • This paper considers the unfolding of Smart Specialisation Strategy (RIS3) in one of Europe's innovation-leading metropolitan regions: Stockholm, Sweden. Theoretically, it contributes to debates around change agency and reflects more broadly, which implications arise for metropolitan innovation-leader regions and which are of more generic nature. It argues that actor endowments, dense networks, experience with participatory governance processes and good governance are not sufficient for a successful implementation of RIS3. It finds that transformative regional innovation policy is contingent upon the adequate empowerment of change agents rather than on general regional preconditions.

    • Agricultural and forestry land markets are regulated in several European countries. Assessing the economic consequences of land market regulation for agricultural and forestry firms is methodologically challenging for various reasons. The aim of this study is to explore the relevance of expert stakeholders' mental models in order to gain insights into the economic impacts of agricultural and forestry land market regulation. We use thematic analysis based on in-depth interview data to explore Swedish expert stakeholders' mental models concerning the regulation of the Swedish agricultural and forestry land market and focus on impacts for private land owners, i.e. farmers and non-industry forestry owners. This research strategy facilitated a rich understanding of the effects of land regulation on economic consequences for private landowners who use the land in farms and/or forestry. Findings indicate that current regulation does not have any major impact on the economic situation of the considered types of farms and non-industry forestry owners in Sweden. This is interesting from the perspective of agricultural and forestry land market policy.

    • This chapter seeks to explore the accessibility challenges of rural-to-urban commuting in V?sterbotten, one of Sweden’s most sparsely populated areas. By employing the case study approach, the chapter aims to obtain a comprehensive understanding of how the improved governance of public transport might contribute to bridging the rural-urban gap. It considers institutional conditions for the realisation of transport solutions, indicating the importance of streamlining mandates between institutions involved in the transport planning process. The chapter concludes with a discussion on how a holistic and coordinated approach to regional transport planning may contribute to urban-rural labour market development and combat the lack of highly skilled workers in accessible rural areas through the introduction of more attractive inter-municipal transport solutions.
