    • A hydrological-based model (HBV-NP) was applied to a catchment (1900 km2) in the southern part of Sweden. Careful characterization of the present load situation and the potential for improved treatment or reduced soil leaching were analyzed. Several scenarios were modeled to find strategies to reach the Swedish environmental goals of reducing anthropogenic nitrogen load by 30% and phosphorus load by 20%. It was stated that the goals could be reached by different approaches that would affect different polluters and social sectors. However, no single measure was enough by itself. Instead, a combination of measures was necessary to achieve the goals. The nitrogen goal was the most difficult to attain. In order to be cost-effective, these measures should be applied to areas contributing the most to the net loading of the sea. This strategy could reduce the costs by 70%-80% when compared with implementing the measures in the entire catchment. Integrated catchment models may thus be helpful tools for reducing costs in environmental control programs. © Royal Swedish Academy of Sciences 2005.

    • The performance level for water management is rising in Sweden after the passing of a number of Governmental Bills (1997-2000) that establish national environmental quality objectives, and furthermore after the adoption of the Water Framework Directive of the European Union (2000). The presentation of water issues in municipal physical planning is important because the municipalities have a local planning monopoly. We investigate to what extent water resources are considered in one of the most important tools for the regulation of physical infrastructure, namely the Comprehensive Municipal Plans. Thirteen plans from municipalities within the Motala River Basin in southern Sweden were studied. To characterise the comprehensiveness of the plans we used twelve criteria, divided into five groups: description, preventive measures, goal-setting, implementation strategy and future-oriented considerations. Descriptions of water quality, water use, wastewater plants, and urban water and wastewater systems were the most frequent items. These topics could be found in all plans in the study, along with more or less elaborated river basin perspectives. Issues related to national environmental quality objectives were mentioned in only five of the plans, and considerations about water flows were even more rare. We found, that the emphasis on water issues is not correlated with the size of the municipal population but rather with the age of the plans. In the old plans from the early 1990s water management is less recognised than in the newly revised ones. After their adoption the national water quality objectives, and suggested measures to fulfil them, are being translated into regional and local levels, and this has happened in the new plans. However, it seems that water has not yet gained the same importance as land in municipal physical planning, and strategies for public participation in the planning process are lacking.

  • Sustainable Development and Urban Water Management : Linking Theory and Practice of Economic Criteria

    • The interest in using criteria and indicators for assessing activities in relation to sustainable development is increasing. This dissertation analyses the potential for using economic criteria for assessment of urban water management in relation to sustainable development. The analysis consists of three parts.First, to analyse the basis for economic criteria, there is a need to categorise general frameworks, disciplinary theories and practical assessments in order to explore what the economic dimension of sustainable could imply, depending on general assumptions about challenges, goals and means. Consequently, a number of general frameworks, economic theories and urban water assessments were categorised.Second, based on this analysis, a set of economic criteria was chosen, consisting of maintenance of water infrastructure, affordability, cost-recovery, effectiveness and development potential. For each criterion, one or more indicators are suggested.Third, these indicators were tested in three cases from Swedish municipalities: introduction of volumetric billing in a low-income apartment area, increased water supply in a growing city and introduction of kitchen waste disposers in a city with a stagnant population.On the basis of the application, introduction of volumetric billing in a low-income area resulted in deteriorating affordability and effectiveness, whereas cost-recovery improved. Introduction of kitchen waste disposers in a stagnant area was questionable from an effectiveness viewpoint whereas the water infrastructure was well maintained. In the growing city, increased income and population determined the outcome of the affordability, cost-recovery and development potential criteria, which all improved.The study also found that using economic criteria and indicators for assessment of urban water management in relation to sustainable development requires a continuous balance between the universal and the context specific, that is, between the criteria and indicators used and the water infrastructure change being assessed. This emphasises that criteria used should relate to all dimensions of sustainable development as well as of the decisiveness of involving actors and other stakeholders in sustainable development assessments.
