- Traffic information is vital for travellers' ability go get around effectively. In this qualitative interview study, we highlight how providers of traffic information position themselves as travellers to describe the difficulties and challenges with traffic information. In public traffic information the use of the self becomes problematic, if those who deliver a service are homogeneous and lack knowledge of lived experiences of other gender, age and function variation of those that are users of the same service. In order to create inclusive equally distributed public services acknowledging and embodying the diversity among users of traffic information hence becomes important. This paper contributes with a discursive, qualitative approach to literature on gender and diversity in the transportation sector.

Styrning i rollen som samhällsutvecklare : slutrapport från en studie inom Trafikverket

- Hur stödjer ett internt styrnings- och ledningssystem rollen som samhällsutvecklare? Det är den övergripande forskningsfrågan i vår treåriga studie av Trafikverkets verksamhetsstyrning. För att kunna förstå styrningen i relation till samhällsutvecklarrollen har vi i denna delstudie valt att fokusera på regeringens krav att FN:s Agenda 2030 för hållbar utveckling ska integreras i alla politikområden genom de ordinarie styrprocesserna.Till denna kvalitativa studie med en tolkande ansats har vi hämtat empiri i dokument, intervjuer och observationer vid workshops och seminarier. Studien har pågått samtidigt som myndigheten genomför genomgripande förändringar av sitt interna styrnings- och ledningssystem. Trafikverket inför en ny strategisk inriktning som kommer att påverka verksamhetens förmåga att genomföra sina uppdrag. Vision och verksamhetsidé ligger dock fast och visar att Trafikverket har valt att vidga perspektivet på sitt uppdrag – från samhällsbyggare till samhällsutvecklare:"Alla kommer fram smidigt, grönt och tryggt. Vi är samhällsutvecklare som varje dag utvecklar och förvaltar smart infrastruktur. Vi gör det i samverkan med andra aktörer för att underlätta livet i hela Sverige."En av våra slutsatser är att det är den strategiska styrningen som avgör hur väl samhällsutvecklarrollen kan tillämpas. Det handlar om att arbeta med ett tydligt utifrån-och-in-perspektiv med hjälp av omvärldsanalys och samverkan med olika aktörer på en så kallad adaptiv arena, där de interna förutsättningarna i olika organisationer möter gemensamma externa krav. Effekterna av både det egna arbetet och andra aktörers påverkan fångas då för att utvärdera om det som pågår kan leda till samhällsnytta. Samhällsutvecklarrollen underlättar när det gäller att skapa och upprätthålla goda relationer med andra aktörer. Sådana relationer är väsentliga för att kunna ta väl grundade beslut för samhällsutvecklingen på både kort och lång sikt.Samhällsutvecklarrollen gör det möjligt för verksamheten att förses den kompetens som krävs för att kunna vara både byggare och utvecklare av samhället. Men rollen innebär också att styra samverkan med andra organisationer som har kompletterande kompetenser. Samtidigt behöver alla egna tillgängliga resurser användas på ett kostnadseffektivt sätt. Ordning och reda i ekonomin kräver kontroll av kostnadseffektiva, rättssäkra och demokratiska metoder. Effektivitet – särskilt yttre effektivitet – uppnås genom att arbeta strategiskt för att gemensamt med andra skapa ett tillgängligt transportsystem.Genom att samtidigt styra utifrån-och-in och inifrån-och-ut finns både öppenheten för nytänkande och kontroll över att tilldelade medel används på ett tillitsfullt sätt. Vi kan också se att valet av det vidare perspektiv som samhällsutvecklarrollen innebär stödjer Trafikverkets förmåga att klara de komplexa uppdrag som regeringen ger dem. Samhällsutvecklarrollen öppnar en adaptiv arena för att hantera omvärldsförändringar på kort och lång sikt med rätt kompetens, nytänkande och innovation. Resultaten visar att det interna styrsystemet främst stödjer den operativa verksamheten medan strategiskt tänkande gynnar samhällsutvecklarrollen och bidrar till en hållbar samhällsutveckling.

Managing broad responsibility together in a municipal company : Communication as prophylaxis

- Municipal companies are important actors in the pursuit of the goals of Agenda 2030 and are often formally obliged by their owners to work towards achieving these goals, but without jeopardizing ongoing production and the delivery of vital public services. This has, however, shown to be challenging, and managers are often unsure how to develop new ways of organizing to meet such complex challenges and take on broad responsibility. What has been recognized is the importance of collaboration, which is a beneficial and distinct organizational form of its own that creates value greater than what individual organizations can do separately. Such ways of working are, however, hardly straightforward endeavours, since they usually involve members with contrasting goals and approaches, are inclined to fragmentation, and can sometimes even add to the challenges they set out to resolve. The aim of this thesis is to understand the practical challenges associated with collaborative efforts to manage broad responsibility in a municipal company. In response to this aim, responsible managing is studied both empirically and through a research literature review. The purpose of the literature review is to better understand the challenges of managing broad responsibility and what is currently being done to achieve the goals of Agenda 2030 at the municipal level. To understand how responsible managing is accomplished in practice, the enactment of responsible manging is empirically studied in a municipal company over a total of four years. Particularly, two cases have been studied using a participatory research approach: first, the case of a top management team managing responsibly together and second, the case of responsible managing in interorganizational collaboration in a municipal company. For both cases, a theoretical lens is used, resting on a social constructionist and processual-relational ontology, supported by practice-based studies in the communicative stream. This means that attention is focused on communication (both talk and text) in an approach that views responsible managing as a communicative practice, a form of emergent, relational, and situated practice and the means by which responsible managing emerges, is sustained, and transformed. The overall results show how situated communicative practices are influential for preventing the limitation of broad responsibility, fragmentation of the share responsibility, and the deprioritization of obligations over time. Based on this, a metaphor of dental prophylaxis is proposed. By conceptualizing responsible managing as a situated communicative practice and showing how responsible managing may be enacted, this thesis contributes theoretically to the field of organization and management.

Negotiating shared Responsibility for sustainable urban Development: Pronouns and In-here-ness as rhetorical Resources

- This article explores how issues of shared responsibility are negotiated in the realm of managing collaborative efforts between organizational actors for sustainable urban development abiding to the Agenda 2023 – with a particular focus on the rhetorical resources used in such negotiations. Through empirical material from recorded meetings in a one-year project at a municipal company, the article contributes to previous literature on collaborative ways of organizing and managing complex public challenges. With a focus on the discursive construction of shared responsibility, the concept of in-here-ness is introduced to denote accepted and assumed responsibility, which may shift through the use of pronouns: from a narrow ‘I’ or ‘we’ of stakeholders to a wider ‘we’ of collaborating parties. The article further contributes to the empirical field of sustainable development at the municipal level.

- This paper presents findings from a critical discourse analysis of visual data gathered in regular, monthly data sampling on Google, DuckDuckGo and Bing on the theme ‘the future of work’ that were published online on Polish and Swedish websites during 2018–2021. Visions about the future in the form of images create an archive of ideas on the potential directions of societal development, where discourse is present both in what is visible, and what is invisible. The study shows predominantly stereotypical framings of work by young office workers. Conclusions are drawn on how the future is visualized contrary to popular claims of job losses that are predicted to strike mainly the younger, middle-class population. In the images collected, humans appear as mainly content in a working life without manual labour, frustration or clutter, but also without leisure, displaying a lack of visions of an older workforce, as well as the possible role of humans as useful and fulfilled without work in the future.

- This study focuses on how ideas of ‘digitalization’ are discursively constructed in the Swedish steel industry. Using a discursive psychology approach, we identify seven interpretative repertoires in the discursive practicing of digitalization: everyone-else, speed, competition, job loss, control, safety, and equality. Examining their functions and effects, we show that not only is digital transformation constructed as more productive, efficient, competitive, technologically advanced, safe, and equal, it also involves a shift towards the blue-collar worker being more vulnerable; a construction where she is able-minded but lonely, physically fragile, obtuse and unreliable, and a victim of a development beyond her control, forcing of her to acquire new competence. We conclude that this reproduces asymmetrical power relations between workers and companies, pushing the challenges of digital transformation to the workers. At the same time, we also see how these local discourses hold a possibility of tempering this asymmetry through the construct of togetherness of different contexts, bodies, and hierarchal levels, thus connecting steel industry workers of the future through the use of digital technology.
