    • The paper presents a congruence model where factors belonging to the environment, to the corporation, and to the management control system of the corporation are expected to influence the functional emphasis put on the budget, i.e., the function of coordination, responsibility and evaluation. Through a test performed on 111 Swedish corporations, we find indications that the budget is very much alive; it appears to focus more on dealing with external situations than with internal characteristics; and it appears to be part of the formalisation of the organisation. We draw these conclusions based on our findings that suggest that the budget is being used mainly as a coordinative device, and less as an instrument for evaluating actions.

  • Flow Mixing Inside a Control-Rod Guide Tube : Part 2—Experimental Tests and CFD-Simulations

    • Alarge number of control rod cracks were detected during therefuelling outage of the twin reactors Oskarshamn 3 and Forsmark3 in the fall of 2008. The extensive damage investigationfinally lead to the restart of both reactors at theend of 2008 under the condition that further studies wouldbe conducted in order to clarify all remaining matters. Also,all control rods were inserted 14% in order to locatethe welding region of the control rod stem away fromthe thermal mixing region of the flow. Unfortunately, this measureled to new cracks a few months later due toa combination of surface finish of the new stems andthe changed flow conditions after the partial insertion of thecontrol rods. The experimental evidence reported here shows an increasein the extension of the mixing region and in theintensity of the thermal fluctuations. As a part of thecomplementary work associated with the restart of the reactors, andto verify the CFD simulations, experimental work of the flowin the annular region formed by the guide tube andcontrol rod stem was carried out. Two full-scale setups weredeveloped, one in a Plexiglass model at atmospheric conditions (inorder to be able to visualize the mixing process) andone in a steel model to allow for a highertemperature difference and heating of the control rod guide tube.The experimental results corroborate the general information obtained through CFDsimulations, namely that the mixing region between the cold crud-removalflow and warm by-pass flow is perturbed by flow structurescoming from above. The process is characterized by low frequent,high amplitude temperature fluctuations. The process is basically hydrodynamic, causedby the downward transport of flow structures originated at theupper bypass inlets. The damping thermal effects through buoyancy isof secondary importance, as also the scaling analysis shows, howevera slight damping of the temperature fluctuations can be seendue to natural convection due to a pre-heating of thecold crud-removal flow. The comparison between numerical and experimental resultsshows a rather good agreement, indicating that experiments with plantconditions are not necessary since, through the existing scaling lawsand CFD-calculations, the obtained results may be extrapolated to plantconditions. The problem of conjugate heat transfer has not yetbeen addressed experimentally since complex and difficult measurements of theheat transfer have to be carried out. This type ofmeasurements constitutes one of the main challenges to be dealtwith in the future work.

    • An Adaptive Cruise Controller (ACC) is an extension of an ordinary cruise controller. In addition to maintaining a desired set speed, an ACC can also maintain a desired time gap to the vehicle ahead. For this end, both the engine and the brakes are controlled. The interest in the MPC-controller as a solution to the problem was to achieve automatic actuator switching, thus with no explicitly defined switch points. The MPC-controller is based on a model of the system including bounds on the control signals and on linear combinations of the states. Using this knowledge, the MPC-controller will choose the correct actuator for the current driving situation. Among the drawbacks, it can be mentioned that the variant of MPC, used in this paper, is too complex to implement in the control system currently used in trucks.

    • The field of public mental health has been defined by an expert group convened by the Nordic School of Public Health (NHV) as encompassing the experience, occurrence, distribution and trajectories of positive mental health and mental health problems and their determinants; mental health promotion and prevention of mental disorders; as well as mental health system policies, governance and organization. The mental health priorities of the Nordic Council of Ministers in 2010 signalled a mutual Nordic exchange of knowledge in the following thematic areas: child and adolescent mental health; working life and mental health; mental health in older people; strengthening the role of primary care in mental health service provision; stronger involvement of users and carers; and reduction of use of coercion in psychiatric care. Efforts to realize these priorities included commissioning the Nordic Research Academy for Mental Health, an NHV-based network of research institutions with a common interest in mental health research across the Nordic countries, to develop, organize and follow-up projects on public mental health. The research initiatives included mental health policy analysis, register-based research and research focused on the users' perspective in a Nordic context, as well as EU-level research policy analysis. The public mental health research conducted at the NHV highlighted the complexity of mental health and emphasized that the broad determinants of mental health need to be increasingly addressed in both public health research and practice. For example, health promotion actions, improved access to health care, a healthy alcohol policy and prevention of suicides and violence are all needed to reduce the life expectancy gap - a red flag indicator of public health inequalities. By exchanging knowledge and best practice, the collaboration between the Nordic countries contributes to the welfare of the region. The expertise and traditions developed at the NHV are of significant importance in this work.

    • Identification of restricted complexity models for linear time-invariant systems is considered. A method, with ties to model reduction and the extended instrumental variable method, which uses a cost function based on cross-correlations between the prediction error and some auxiliary variable such as the input is presented. In open loop and under linear feedback, this method is able to asymptotically approximate the underlying system in L-2 or L-infinity norm without an explicit noise model under noisy conditions. Arbitrary frequency weighting, also depending on the true frequency function, can be used. The method is applied to identification of models suited for control design. It is shown that some model free methods can be fit into this framework. It is also pointed out that closed loop stability is not taken into account in the bias tuning due to the fact that L-norms are used.

    • Non-minimum phase zeros and poles of a process put upper and lower constraints on the bandwidth of a closed loop system. It is thus of great interest to be able to identify these quantities. In this contribution it is shown that non-minimum phase zeros and unstable poles can be identified using high order models without the standard o(n) (n is the model order) variance penalty for over modeling. An asymptotic, in the model order and the number of data, expression for the variance of non-minimum phase zeros is derived. This result shows that the problem of determining the performance limits of a system from experimental data is considerably easier than identifying the complete system. As a direct application of this an optimal experiment design problem for identification of performance limits is posed and solved.
