    • Climate change poses an existential threat for humanity and has become the defining issue of our time. The outcome of the climate crisis will depend on whether democracies can drastically reduce their carbon footprints in the coming years. Climate change already has an impact on democratic governance through its effects on food security, conflicts, water scarcity. migration and natural disasters, among other consequences. Climate change also tests the ways in which democracies cooperate and collectively confront issues of relevance to humankind. Democracies need to formulate and put in place effective responses to climate change to respond to the needs of the current and future generations.Climate change actions in democracies face perceived challenges such as short-term bias in decision-making, policy capture or inconsistency, weak accountability mechanisms and the permeability of the policy-making process to interests adverse to fighting climate change through the role of money in politics. Apart from its intrinsic value to citizens, democracy also brings critical advantages in formulating effective climate policy, such as representative parliaments which can hold governments to account, widespread civic participation, independent media and a free flow of information, the active engagement by civil society organizations in policymaking and the capacity for institutional learning in the face of complex issues with long-term and global social and political implications. International IDEA’s work on climate change and democracy aims to support democratic institutions to successfully confront the climate crisis by leveraging their advantages and overcoming the challenges to formulating effective and democratically owned climate policy agendas.

    • At the inauguration day of President Joe Biden, the United States re-entered the Paris Agreement and soon thereafter a pledge was made to cut greenhouse gas emissions by half to 2030 and reach climate neutrality to 2050. The radical shift from the policy of the previous president is an illustration of how deeply polarised the climate issue is the United States. This article discusses the background of this polarisation, identi-fying its roots in the 1970s energy crisis. From this time on, the Republican party has been deeply entwined with fossil fuel interests, and these connections were further entrenched during the fracking boom. The prospect of overcoming the polarisation on climate is to a great extent dependent on a potential shift in attitudes to climate change among young republican voters and the growth of renewable energy, particu-larly in states dominated by the Republican party

  • Exploring the democracy-climate nexus : a review of correlations between democracy and climate policy performance

    • In order to explore the strengths and weaknesses of democracies in mitigating climate change, this article presents a review of more than two decades of research on the democracy-climate nexus. It studies 72 identified articles and book chapters in which correlation analyses between indicators of democracy and climate policy performances have been conducted. The review confirms that democracies tend to generate better climate policy outputs than autocracies, in terms of adoption of policies, laws and regulations. However, there is weak empirical evidence for an association between democratic development and CO2 emission reductions. While empirical evidence shows that democracy can promote decarbonization, aspects such as economic growth, income distribution, energy mix, state capacity and corruption can influence the outcome of decarbonization policy or even counteract it. The research indicates that with deployment of renewable energy, economic activities are increasingly disconnected from fossil fuel dependence, and the political influence of the fossil fuel industry reduced. This process could also enhance the capacity of democracies to accelerate the energy transition and reduce emission levels. Investments in renewable energy, together with policies aiming at combating corruption and accomplishing a fairer wealth distribution, could help to unleash the transformative capacity of democracy towards a low-carbon future.Key policy insightsStudies show that democracies tend to generate better climate policy outputs than autocracies, but the empirical evidence that democracy promotes climate policy impact, such as decrease of CO2 emissions, is weak.Economic growth, income distribution, energy mix, and corruption influence climate policy performance significantly more than the level of democracy.In developing countries with rapid growth, democratic qualities do not have any noteworthy alleviating effect on emissions generated by growth; hence combating poverty and in parallel advancing and sustaining human freedom, without carbon-intensive economic development, can be challenging.Investments in renewable energy can enhance the capacity of democracies to decrease CO2 emissions, as economic activities are increasingly disconnected from fossil fuel dependency and the related political influence of the fossil fuel industry.None of the reviewed studies provide any evidence suggesting that autocratic regimes perform better on climate policy than democracies.

  • The Limits of the European Vision in Bosnia and Herzegovina : An Analysis of the Police Reform Negotiations

    • From the beginning of 2000 the European accession process was placed at the centre of peace-building in Bosnia and Herzegovina. The prospect of EU membership provided a common vision that could encourage different segments of society and the political elites to bridge ethnic divergences and engage in authentic post-war reconciliation. As a pre-accession criterion the European Union required Bosnia and Herzegovina to unify its fragmented policing system at the level of the state. However, this requirement proved to be a step too far, resulting in a protracted and ultimately unsuccessful process of political negotiations that lasted from 2004 to 2007.This thesis analyses the police reform negotiating process. In the aftermath of interethnic violence, ethnic communities tend to focus on protecting their self-continuity and, as a result, aspects of identity and security become closely linked. It was for this reason that the European Union’s insistence on placing law enforcement authority at the state level in Bosnia and Herzegovina came to be viewed as an identity threat, which subsequently affected interethnic group dynamics in a negative way. From this premise, the study goes on to assess the impact of the negotiating process on the political discourse in Bosnia and Herzegovina and on public notions of societal security. The study illustrates the background and rationale of the European Union’s strategy and analyses the dynamics between the international community and the domestic political elite. The conclusions of the thesis are drawn from interviews with the principal domestic politicians and the main international policymakers of the international community, and also from a broad range of opinion surveys as well as the original documentation of the negotiating process.
