    • This article asks if, when, and why different groups of voters behave differently in the wake of economic downturns. We examine two Swedish elections (1994 and 2010) that were held just after two deep recessions (the financial crisis of 1991-1993 and the 2008-2009 Great Recession). We find that group differences were much larger in 2010 than they were in 1994. After the 1991-1993 recession, the government's electoral support declined across the board. In 2010, there were large differences between voters with low economic status (who were unlikely to support the government) and voters with high economic status (who were likely to do so). Our findings suggest that group differences in electoral behavior after an economic downturn depend on contextual differences across elections. We argue that future research should pay close attention to the magnitude of economic shocks, the development of asset prices (especially real estate), and changes in social policy.   • The telegraph and turnout: Evidence from Sweden

    • This research note uses district -level panel data from 1870s Sweden to estimate the effect of the electric telegraph on electoral turnout. We argue that the telegraph contributed to higher turnout since it connected local communities to a national communication network, making people more aware of election campaigns and national political issues and more motivated to vote. Previous studies of the turnout effects of new telecommunication technologies have examined the radio, television, and the internet, with mixed results. Unlike these later technologies, the telegraph was almost exclusively used to transmit information, not entertainment, and it did not replace an existing telecommunication technology. Our empirical findings suggest that the telegraph had a positive effect on turnout, but only in areas with local newspapers that could benefit from the speedy access to national news.

    • A number of recent studies have documented weakening ties between social democratic parties and trade unions. This article is concerned with the effects of weakening party–union ties on policymaking. In many classic studies of corporatism it has been argued that this mode of policymaking depends on strong ties between social democratic parties and trade unions. In this article, we argue, in contrast, that strong party–union ties are potentially detrimental to corporatism, because in a polarized political environment unions may be tempted to exert political influence via political allies instead of bargaining with their counterparts. In order to evaluate this argument empirically, we present a detailed analysis of two countries with strong corporatist traditions (Denmark and Sweden) from the 1970s to the 1990s.

    • During the past decade, many parliamentary democracies have experienced bargaining delays when forming governments. The previous literature has attributed protracted government formation processes to a high degree of preference uncertainty among the political parties and a high level of bargaining complexity. The article draws on such theories, but also adds a third theoretical mechanism, commitment problems, and highlights two explanatory variables that have not received much attention so far. The first is pre-electoral coalitions, which are declarations by parties stating that they intend to collaborate with each other after the election. The second is familiarity, which is the mutual trust between parties that comes from having worked together in the past. By combining a large-N study of government formation processes in 17 West European parliamentary democracies (1945-2019) with an in-depth case study of the prolonged Swedish government formation process in 2018-2019, it is shown that pre-electoral coalitions that fail to win a majority can sometimes delay, not speed up, government formation. In addition, a lack of familiarity may sometimes lead to a breakdown of negotiations and drawn-out government formation processes.
