    • Environmental concern in contemporary societies is a complex phenomenon which is shaped and influenced by a host of different factors. One of the most important of these is the interplay between culture and nature that has taken place during the course of a nation’s history and the various ‛views of nature’ that such interplay has generated. Such views can e.g. manifest themselves in aesthetic judgments of natural scenery or, more generally, in the values that nature is seen to contain or carry. They form the base from which contemporary ideas, conceptions, and evaluations of nature are generated and debated.The five studies that together comprise this thesis explore the socio-cultural background of Icelandic environmentalism from a number of different perspectives. The first study concerns the depiction(s) of nature that can be found in the oldest literary works that have survived in Iceland. The second study deals with the first attempts by an Icelander to visualize nature in his homeland, using photographic media. The third study seeks to compare contemporary views of nature amongst Icelanders, e.g. concerning the appreciation of natural beauty, with those of Swedes and Danes. The fourth study reports the results of an extensive survey which probed the environmental values, knowledge, attitudes and behaviors of presentday Icelanders. The fifth study builds on this same survey but focuses on the public understanding and perceptions of sustainable development, and also on the connections between attitudes toward environmental and developmental issues.This overall thesis project was multi-disciplinary in nature, combining theory drawn from environmental philosophy, especially ethics and aesthetics, with the theories and methods of environmental sociology, politics and history. The empirical studies employed, furthermore sought to operationalize certain key theoretical constructs relating to views of nature, such as environmental value orientations and aesthetic appreciation of nature, and thus ‛build bridges’ between the concerns, theories and methods of the humanities, on one side, and those of the social sciences, on the other.

  • Dissenting Democrats : Nation and Democracy in the Republic of Moldova

    • The Republic of Moldova was one of fifteen states to emerge from the dissolution of the Soviet Union. With weak historical legacy of statehood, deteriorating economy and serious national divisions, the young state lacked many of the prerequisites deemed necessary for successful democratization. From the very beginning of independence, Moldova became the battleground of Romanianists, propagating for the Romanian character of Moldova’s majority population, and Moldovanists, who viewed the people as a separate nation. In the literature on democracy and democratization, a divided nation is singled out as a serious threat to statehood and democratization efforts alike. Without a nation in place it is generally understood that democracy cannot take root. Nevertheless, Moldova in a few years time managed to make considerable progress on its path towards democracy. A main theme of the dissertation is thus the issue of national division and how it has affected political developments in general and democracy in specific. This picture is then further expanded by including close analysis of political support. The dissertation contributes to discussions about how nation and democracy goes together in transitional states with no legacy of either of them. The analysis shows that national division in Moldova works on different levels. While political actors often seek support from the electorate according to their positions on the nation, national identity by itself does not suffice to explain differences in political support. Instead other aspects, such as generational values, degree of urbanity and level of education, play a much larger role. Democracy, as a platform where different political ideas and ambitions may form, can both complicate transitions since it provides opportunities for conflicts, but democracy also holds the prospects to find ways to resolve disagreements. In the long run, this carries the seed of consolidation of both democracy and nation alike.

    •    The series of interviews presented in this book were originally conceived as a part of a wider project, investigating the ways in which Nordic people relate to nature. That project, entitled “Nature, National Identity and Environmental Policy in the Nordic Countries”, was initiated in 1995 by Elfar Loftsson and Ulrik Lohm from the University of Linköping; Páll Skúlason and Þorvarður Árnason from the University of Iceland; and Lars Henrik Schmidt from the University of Århus. The project was intended from the outset to be interdisciplinary, with sociological, anthropological and philosophical methods to be applied in the investigation. Originally, the project involved three Nordic countries: Sweden, Denmark and Iceland. Parts of the project were undertaken in all three countries so that it would be possible to compare the results, whilst other parts were carried out separately in each country. The largest common sub-project was a questionnaire survey that was carried out in 1997 and investigated views of nature, and environmental concerns, amongst the general public in Sweden, Denmark and Iceland.In connection with the questionnaire survey, it was decided to invite an experienced journalist to join in the project and to ask him to interview people with various backgrounds, in order to elicit from them, in a personal manner, their ways of valuing and relating to nature. In addition to being of interest in themselves, the interviews were intended to complement the other parts of the project. Páll Skúlason had worked earlier with Jacques Gandebeuf when he came to Iceland in the wake of the volcanic eruption in the Westman Islands in 1972 to interview people about their experiences of living in a close Páll Skúlason and dangerous relationship with nature. Thus, Páll knew about Jacques´ skills as an interviewer, his great experience as an environmentalist, and his remarkable talent as a writer; and it was agreed to ask him to do the job. He accepted the assignment, and in this book the reader is presented with the results.Jacques Gandebeuf was born and brought up in Clermont-Ferrand, in the centre of France. He studied law and economic history before turning to journalism. From 1966 to 1992 he worked as a major reporter and editorialist in the great regional journal Républicain Lorrain, published in Metz in the north of France. During this period, he covered all the great events in the world, traveling to more than 80 countries. He also become an active member of the association of journalists and writers for ecology and wrote extensively on environmental issues. After retiring in 1992 he has written some ten books, among them My Father’s Accent, which is a work of fiction on the linguistic problems of Lorraine, and three books on the experiences of people in that region during the two world wars. A specialist of European affairs, his personal interests bear particularly upon music and also upon sculpting, an art at which he himself excels.In connection with the Nordic project, Jacques conducted his first series of interviews in Iceland in 1996 and a second series in Sweden in 1997. For various reasons, he was unable to conduct any interviews in Denmark before the project came to an end. In the year 2000, however, the opportunity arose to survey Norwegian views of nature, thanks to the assistance of Gunnar Skirbekk at the University of Bergen, and the interviews contained in the present volume thus include the perspectives of three Nordic nations.These interviews were conducted in the period when environmental issues of all sorts were for the first time in history commanding public attention. Since then these issues have become progressively more and more the concern of public debates. It is vital that politicians, scientists, entrepreneurs, and others engaged in decision-making that affects nature, take into account the ways in which people value and relating to nature. This book should be extremely useful for achieving an understanding of the attitudes and feelings that people have. Jacques was of course entirely free to conduct and present the interviews in whatever way he thought best. To my mind he has succeeded in revealing, in an exciting and interesting manner, how ordinary people in a certain part of the world felt and thought about nature at the end of the 20th century. It remains to be asked how people will feel and think about nature at the end of the current century, if we humans are still around and if there is still be a nature to which we can relate.

    • This volume describes the transformation of the three Baltic States to liberal democracies, and discusses to what extent the new institutions that have come into existence enjoy popular support. It is an empirical study, based on a survey conducted in 1999, to test hypotheses derived from representation and participation theories. Each chapter contains a discussion of the theoretical implications found in the Baltic context. The three Baltic societies are on the verge of a transition towards a more consolidated and stable system in which the rule of law is widely accepted as a democratic principle. However, there are nostalgic sentiments among those who were deeply involved in the Soviet system, and among those who have been disadvantaged by the new system.

  • Towards International Chemical Safety : Taking Action on Persistent Organic Pollutants

    • Persistent organic pollutants (POPs) have been subject to increased international ro-operation over that past decade. The first international effort to address POPs collectively as a distinet class of pollutants was made under the United Nations Economic Commission for Europe (UNECE) and within the framework of the Convention on Long-Range Transboundary Air Pollution (CLRTAP), which geographically covers North America, Europe and the region of the former Soviet Union. The first CLRTAP actions on POPs were taken in 1989 with 32 states and the European Community in June 1998 signing the CLRTAP POPs Protocol. As of 15 February 2000, there are 36 signatories and 3 Parties to the Protocol.This dissertation analyses the formation of the CLRTAP POPs regulatory system by the use of qualitative information and non-statistical procedures. The regulatory system is seen as a regime based on the POPs Protocol and a connected CLRTAP Executive Body Decision. The process of regime formation is divided into the three phases: agenda formation, negotiations and operationalisation. The study presents new empirical data relating to the formation process, such as keyactors, core issues and central events, giving special attention to the dynamics and mechanisms of social learning for reaching shared understanding and policy convergence. Then, the examined underlying change mechanism is learning through and during interaction and communication. The "whens", "whys" and "hows" of social learning are elaborated - that is the condition or circumstances in which there are opportunities for sociallearning, why it occurs, through what means it takes place and factors that influence information exchange and information processing - then applied to the case study.The study finds that a social learning approach offers interesting insights into the formation of the CLRTAP POPs regime. Many states engaged in ro-operation with unclear or vague interests and preferences. Uncertainties about the character and extent of the physical problem, viable policy options and domestic situations together with the readiness of the participants to consider and adopt new information created an opportunity for social learning. Interaction and learning served the dual purpose ofsimultaneous assisting in clarifjring individual state interests and preferences and the reaching of shared understanding. The three phases of regime formation display differences in participation patterns, the kind of issues that dominated, the type of information that was communicated and the modes and channels through which it was communicated. Additionally, there were in the different phases variations in factors that influenced information exchange and information processing.

  • Empowering The State : Support for State Intervention in The Baltic States and Poland

    • The central question for this study is the popular perception of the state in four Eastern European countries. The democratic transition in this part of Europe has often been marked by deep mistrust towards politicians and sometimes towards the new political system as such. Among other things, the low election turnout in these countries has sometimes been quoted as a symptom of the aforementioned problems. Does lack of explicit trust towards politicians and the political system mean that the ability of the state to act as a regulator and a welfare producer is affected adversely? Is the capacity of the state to fulfill its roll as an intervening actor directly connected to this expressed trust? This study is concerned with these questions and by posing them it reaches beyond the common studies on democratization, whose main concern is the status of ’democracy’ as such. Data from the three Baltic States and Poland reveals that possible connections between citizens’ expressed trust towards the political branches of the state and their opinion on the legitimate role of the state as a regulator is probably more complex than one could expect. The given role of the state as an intervening actor in two policy areas – environmental protection and alcohol consumption – appears very much unaffected by the popular trust towards the political sphere of the state, or its lack. This constitutes a significant finding which opens new avenues into studying state legitimacy in Eastern Europe and elsewhere.
