Age at immigration matters for labor market integration : the Swedish example

- This paper analyses how age at immigration to Sweden and getting a first foothold in the labor market is related. We estimate hazard rate models using registry data on all persons who arrived in each of the years 1990, 1994, 1998, and 2002. The results show that the number of years taken to get a foothold in the Swedish labor market increases rapidly by age among immigrants from middle- and low-income countries aged 40+. Most individuals who are born in middle- or low-income countries who immigrate after age 50 never get a foothold in the Swedish labor market.

- En anmärkningsvärt stor andel av de personer som anlände till Sverige efter fyllda 40 år har aldrig kommit in i arbetslivet. Ingen eller en kort historia av förvärvsarbete ökar risken för ekonomisk utsatthet som äldre. Vi visar att sär skilt hög är risken för ”dubbel fattigdom”, dvs såväl låg inkomst som inga eller mycket små tillgångar, bland personer med ursprung i ett låginkomstland som var medelålders eller äldre vid ankomsten till Sverige.

- Many European high-income countries face a rapid increase in the number of immigrants from low- and middle-income countries reaching the normal pension age. Thus, it is increasingly relevant to ask: how are older migrants from such countries faring? Here we study poverty rates and determinants of poverty among natives and persons born in Bosnia, Iran, Iraq, Yugoslavia and Turkey living in Denmark or Sweden in 2010. Income data on all such persons aged 65–82 living in the two destination countries are analysed. In both Denmark and Sweden, we report much higher poverty rates among the immigrants studied than among natives. Estimated probability models show that being poor is related to a person’s education, family status and age, as well as year of arrival in the destination country and the labour market and his or her residential status at the age of 55. However, the labour market in the destination country at the time of arrival also matter. Persons born in Yugoslavia or Turkey who had immigrated to Denmark during the ‘70s and ‘80s were more likely to be in poverty in 2010 that their counterparts with the same characteristics who had immigrated to Sweden.

Older people in Sweden without means: on the importance of age at immigration for being ‘twice poor’

- This paper examines immigrant poverty at an older age in Sweden with an emphasis on late-in-life immigrants. We analyse tax data for the entire Swedish-born and non-Swedish-born population. The poverty status of a household is assessed using two criteria. First, the disposable income of the household in which the person lived in 2007 must be below 60 per cent of the median equivalent income in Sweden as a whole. Second, to be classified as ‘twice poor’ a household's net assets must be below SEK 10,000. The results indicate that three out of four Swedish-born older persons were not classified as poor by either of the criteria, and only 1 per cent by both criteria. In contrast, among older persons born in low-income countries almost three out of four were classified as poor according to one of the criteria and not fewer than one in three according to both. Results of estimating logistic models indicate that the risk of being considered poor according to both criteria is strongly positively related to one's age at immigration. Our results indicate that it is crucial that migrants, particularly those who arrive after age 40, be better integrated into the Swedish labour market. To alleviate poverty among those migrants who are already of older age, increased transfers are probably the only possible alternative.

- Kapitlet syftar till att orientera läsaren om äldre invandrares ekonomiska förhållanden i Sverige och detta i relation till den bland infödda äldre. En första del är en bakgrundsbeskrivning som visar hur varierande migrationsförlopp kan vara. Som en andra del behandlas hur sysselsättningssituationen för utrikes födda personer i yrkesaktiva åldrar förändrats under senare decennier. I kapitlets tredje del fördjupar vi oss i en viktig men tidigare föga behandlad aspekt. Det handlar om den stora roll ålder vid invandringen har för arbetsmarknadssituation. Kapitlets fjärde del handlar om den roll pensionssystemet och andra inkomstkällors har för de äldres försörjning. Kapitlets femte och sista del belyser risk för ekonomisk utsatthet i hög ålder bland äldre invandrare och infödda.

- De senaste åren har fattigdom, skuldsättning, hemlöshet och våld i nära relationer ökat hos äldre personer. Socialtjänstens verksamhet lyder under flera lagrum. Portalparagrafen i socialtjänstlagen är kanske den mest synliga men inte den mest överordnade. Förutom att bedöma behovet av insatser har socialarbetare en skyldighet att enligt förvaltningslagen hänvisa den enskilde till rätt myndighet. Därför har biståndshandläggare en avgörande roll för äldre personer med social problematik. Artikeln fokuserar på i vilken utsträckning biståndshandläggare möter olika sociala problem och vilka aktörer de hänvisar till när det multikomplexa sociala problemet inte kan hanteras inom handläggarrollen. Baserat på resultaten från denna studie vill vi argumentera för att definitionen av socialt arbete måste breddas för att omfatta multikomplexa sociala problem hos den äldre befolkningen.

- This study aimed to explore the experiences of older migrants’ (70+) access to and participation in different meeting places. Qualitative interviews were conducted with participants originating from Finland and four countries in the Western Balkans: Bosnia- Herzegovina, Croatia, Montenegro, and Serbia. The participants used everyday places in the neighborhood, which were not primarily meant to be meeting places, to create and uphold social contacts. These meeting places contributed to experiences of community and trust. Both everyday meeting places and organized meeting places were used to establish and develop relationships that could result in an exchange of both practical and emotional support. Perceptions of “not belonging”, limited proficiency in Swedish, and a strained financial situation created barriers to accessing some meeting places. The results of this study demonstrate the significance of meeting places that are not purposefully aimed at older people in general or older people from a specific country.
