    • Over the last decade, policy initiatives to promote innovativeness and growth, inspired by normative models of triple helix and capacity building, have proliferated. Theories of economic development offer several explanations of the emergence of clusters in particular environments. Most theorists would argue that specific, natural, economic, or institutional factors determine capacity building in terms of cluster development. Other theorists emphasize the role of local social networks and phases of regional knowledge-based triple helix spaces in explaining the emergence of such capacity building. Neither of these theoretical streams offers systematic explanations of differences in the emergence and success of capacity building, beyond finding that crucial resources are unevenly distributed. The theoretical linkage between triple helix and capacity building through innovation governance is unclear. We still do not have a relevant theory explaining the influence of innovation governance involving local government–industry–university relationships on capacity building leading to successful innovations. Therefore, we are making a proposal to further develop the triple helix theory by focusing on capacity building through different sequences of innovation governance in relation to values/norms of identity, networks and local-global relations.

    • In this book, an international group of leading higher education researchers draw on a wealth of social theory and comparative, empirical research to analyse current developments and their implications. Different contributions focus on different levels of higher education, the system, the institution and the academic practitioner, in different national and international contexts. However, strong common themes bind these contributions together. They include not only the significance of massification, globalisation, neo-liberalism and managerialism for the governance of higher education, its knowledge and values, but also the complexities of change processes, the importance of context and history and the strength of the stabilities that remain. The inspiration for this work comes from the career and personal influence of an individual scholar, Maurice Kogan. A central feature of his work has been empirically grounded analysis of interconnections between knowledge, values, authority and power and how these are reflected in institutional structures and individual practices. As a historian as well as a political scientist, he has always insisted on locating contemporary developments in a longer term perspective. This volume is for researchers in higher education studies, students in postgraduate courses in higher education policy and management, higher education policy makers in national and international organisations, higher education institutional leaders, senior academics, managers and administrators.

  • OECD Thematic Review of Tertiary Education. Country Background Report for Sweden: Research Overview

    • Sweden is one of the countries participating in the OECD project entitled "Thematic Review on Tertiary Education." The Swedish country background report to the project has been prepared by the National Agency for Higher Education on behalf of the Swedish Government. The OECD states in its guidelines for the project that research regarding tertiary education should be included in the preparation of the background reports. In order to meet this request, and thus to supplement the Swedish background report, the National Agency for Higher Education has contracted Dr. Susan Marton, Karlstad University, to prepare a brief overview of important research questions and results during the last decade.
