    • Abstract: The construction industry has of recent been blamed for lack of innovation. Lack of innovation in the industry is believed to be responsible for the decreasing or stagnant levels of productivity in comparison with other industries. This paper reviews the major barriers and enables to innovation in general. Propositions were made about the factors that affect innovation in the construction industry which were then formulated into a questionnaire. A survey was made on building contractors in Uganda, a developing country, targeting those with financial strength, large in size, and with high capacity to carry out big projects. The identified factors were then ranked and correlated. The level of training in science, engineering and technical education, and the level of research and development at the industry level are looked at as the greatest innovation enablers in building that will drive forward labour productivity. The size of the domestic market and the level of security are the worst innovation barriers that lead to low productivity in the building industry in Uganda. Contractors, policy makers and the government should address the identified factors in order to improve productivity.

    • Construction industries, especially those in developing countries, face the problems of low productivity. It comes about partly due to organizational ineffectiveness. The major attributes of organizational effectiveness are identified from literature. Means to achieving greater organization effectiveness and higher productivity are identified under the major headings of cohesion and morale of workers, adaptability, information communication, and planning. Using a structured questionnaire survey on building craftsmen in Uganda, results suggest that most workers are not satisfied with the financial reward, level of status is not able to achieve personal goals. Workers are not satisfied with the level of training. The variables are weak points in organizational effectiveness. In addition, workers are not satisfied with the level of participation in decision-making. There is a need to dwell on these grey areas in order to improve the organizational effectiveness of building firms, especially in developing countries.

  • Issues confronting women participation in the construction industry

    • This paper raises the issues confronting the minority cohort’s participation in the construction industry. Women in construction are seen as the wrong gender to be around for the construction occupations require not only manual dexterity but physical strength. Currently, the industry is employing less than 10% of the female in the workforce with even lower participation in crafts and trade. This paper discussed about the current women participation in construction focusing on the European Union (EU) 27 member countries. Additionally, issues and barriers preventing women entering and retaining in the industry was also debated. A strong finding from the paper is that it is not the technical skills that need proving but rather comprising their identity as women to meet the demands of the workplace and having the ability to fit into the accepted behaviour of the workplace. There is also concern among the women workers of having to balance between successful career and family lives. Lastly, the paper highlights suggestions to create a better path for women’s participation and retention in this male-dominated zone. Among them are bringing more female role models at the lower education level to aspire career in construction, clearer equal opportunities at the workplace and stronger roles of the social partners.

  • Impact of environmental exposure on concrete strength in highway bridges in Uganda

    • Deterioration of concrete structures is a worldwide problem. Environmental exposure is known to affect concrete strength in structures. While moisture affects rebound values by lowering them, carbonation does the opposite. The aim of the study was to determine the in-situ concrete strength of three bridge elements, namely, pier, abutment and deck and evaluate the environmental conditions such as moisture and abrasive forces on the near surface of concrete. Acknowledging that destructive tests on concrete are expensive and time consuming, this research used rebound hammer test -a non-destructive test (NDT) method. The easiness, simplicity and portability of the rebound hammer made it possible to cover all 13 highway bridges in a period of two months. All the study sites were under the management of Uganda National Roads Authority (UNRA). The choice of test locations was based on BS 1881: Part 202. Rebound hammer tests were done on main elements of bridges namely, decks, piers and abutments. Where possible a maximum of 3 test points were chosen for every single test location. In addition to the universal machine calibrations, the rebound values were correlated to the standard concrete cube compressive strength using old concrete factors. Preliminary results show that although there is significant variation in concrete strength in both pier and abutment, the variation is relatively more pronounced in latter. The paper recommends a combined methodology involving the use of several NDTs to come up with sufficiently reliable results. In conclusion, the development of a formal Bridge Management System (BMS) to enable collection of data through regular monitoring and inspection programs would facilitate prioritization of Maintenance, Repair and Rehabilitation (MR&R) strategies.

  • Cost and time overrun in construction projects in a multicultural setting

    • Delays and cost overruns are frequent problems in the construction industries of both developed and developing countries. Studies aimed at identifying the causes are often undertaken with just a broad appreciation of the construction process and frequently do not deal with multicultural issues when considering the reasons for overruns. The paper critically reviews existing attempts to uncover the cause of changes in specification that can impact on cost and time, leading to overruns in both. Existing methods are evaluated from a multicultural perspective and are found to be deficient in a number of respects. The research suggests an alternative way forward in order to advance understanding of a multicultural approach. The proposal is to adopt cognitive mapping in order to establish a common theory that would help to describe the different impacts that changes in specification have in industrialized and developing countries.
