    • Traditionally, the management of technology has focused on the stages before or after development of technology. In this approach the technology itself is conceived as the result of a deterministic enterprise; a result that is to be either rejected or embraced. However, recent insights from Science and Technology Studies (STS) have shown that there is ample room to modulate technology during development. This requires technology managers and engineering ethicists to become more involved in the technological research rather than assessing it from an outsider perspective. Instead of focusing on the question whether or not to authorize, approve, or adopt a certain technology or on the question of who is to blame for potential mistakes, the guiding question in this new approach is how research is to be carried out.

    • Safety is a concern in almost all branches of engineering. Whereas safety was traditionally introduced by applying safety factors or margins to the calculated maximum load, this approach is increasingly replaced with probabilistic risk assessment (PRA) as a tool for dimensioning safety measures. In this paper, the two approaches are compared in terms of what they aim at and what they can, in fact, achieve. The outcome of this comparison suggests that the two approaches should be seen as complementary rather than mutually exclusive. PRA is particularly useful for priority setting and for the effect evaluation of safety measures; however, in most applications, uncertainties prevent PRA from providing an objective probability of failure or value of damage. Safety factorsare indispensible for dealing with dangers that cannot be assigned meaningful probabilities.

    • The responsibility of engineers and designers for the products they design is a common topic in engineering ethics and ethics of technology. However, in this chapter we explore what designing for the value of responsibility could entail. The term “design for the value of responsibility” can be interpreted in (at least) two ways. First, it may be interpreted as a design activity that explicitly takes into account the effect of technological designs on the possibility of users (and others) to assume responsibility or to be responsible. Second, it may refer to a design activity that explicitly affects the allocation of responsibility among the ones operating or using the technology and other affected people. In this chapter, we discuss both interpretations of design for the value of responsibility. In both interpretations, a technological design can be said to affect a person’s responsibility. As there are no explicit methods or approaches to guide design for responsibility, this chapter explores three cases in which design affected responsibility and develops on basis of them design heuristics for design for responsibility. These cases are the alcohol interlock for cars in Sweden, the V-chip for blocking violent television content and developmental podcasting devices in rural Zimbabwe. We conclude by raising some open issues and suggesting future work.

    • This paper makes a conceptual inquiry into the notion of ‘publics’, and forwards an understanding of this notion that allows more responsible forms of decision-making with regards to technologies that have localized impacts, such as wind parks, hydrogen stations or flood barriers. The outcome of this inquiry is that the acceptability of a decision is to be assessed by a plurality of ‘publics’, including that of a local community. Even though a plurality of ‘publics’ might create competing normative demands, its acknowledgment is necessary to withstand the monopolization of the process of technology appraisal. The paper presents four ways in which such an appropriation of publicness takes place. The creation of dedicated ‘local publics’, in contrast, helps to overcome these problems and allows for more responsible forms of decision-making. We describe ‘local publics’ as those in which stakeholders from the different publics that are related to the process of technology implementation are brought together, and in which concerns and issues from these publics are deliberated upon. The paper will present eight conditions for increasing the effectiveness of such ‘local publics’. © 2020, The Author(s).

  • Unpacking notions of residents' responsibility in flood risk governance

    • Environmental disasters, and especially floods, are among today's biggest sustainability challenges. The number and intensity of floods are increasing, challenging current governance approaches. Governments worldwide are looking to diversify their flood risk management and adaptation strategies, among others, by increasing resident involvement in flood risk governance. Such involvement of individuals shifts responsibilities from public to private actors. A clear understanding of the extent and implications of this shift is difficult to reach as theoretical perspectives on the concept of responsibility vary. Similarly, grounds for attributing responsibility for flood preparedness and response differ across countries. This lack of analytical and empirical clarity complicates academic and policy discourses on what it actually means to ‘be responsible’. The current article systematises these different approaches to responsibility in flood risk governance. To improve current knowledge on residents' responsibilities in flood risk governance, we present a conceptual framework that distinguishes among four theoretical notions of responsibility: legal responsibility, accountability, perceived responsibility, and moral responsibility. These notions are elucidated with the help of examples of flood risk governance practices in the United States, Germany and the Netherlands. We find that the four notions are closely intertwined. In addition, this article documents divergences between what individuals perceive as their own responsibility in flood risk management and the responsibilities that governments assume. We conclude with a discussion on the tensions between perceived responsibilities and the other three notions. Explicit, transparent and open discussion on these tensions is needed to allow attribution of responsibility in flood risk governance and to reconsider residents' roles in particular.

  • Ethical Adaptation to Sea Level Rise: The Planner’s Perspective

    • This thesis addresses local adaptation to climate change-induced sea level rise, taking an ethical perspective and focusing at the role of planning and the planner. The research, which has been conducted within a transdisciplinary research project, takes a bottom-up approach to applied ethics, and relies to a great extent on empirical data. In doing this, it contributes to the growing field of ethics of climate change adaptation, with results that can be of interest to both ethicists and planners. The thesis consists of an introductory chapter and three articles. Article 1: Departing from an interview study with planners working with adaptation to sea level rise in Sweden, a typology of ethical issues is presented. It is shown that planners have to deal with input-oriented, process-oriented, and outcome-oriented ethical issues, and that knowledge of these can contribute to ethical adaptation policy. Article 2: A method building on Value Sensitive Design (VSD) and scenario planning is developed and applied to address the challenge of integrating ethics when planning for uncertainty over long time- horizons, in the context of adaptation to sea level rise. The method consists of three steps for scenario development and three steps for value investigations. The application resulted in insights on aspects important for an ethical long-term adaptation to sea-level rise. Article 3: Responsibility of adaptation to sea level rise is often assigned to local planners. But what does it mean to be responsible? Departing from the idea of professional virtues, three codes of ethics for planners are analysed to extract aspirational characteristics for planners. The identified virtues are put in relation to central challenges of adaptation, where five virtues stand out as central to the understanding of what it means to be responsible in adaptation to sea level rise.
