    • Den senaste tiden har allt starkare röster höjts för att låta Kriminalvården överta ansvaret för minderåriga som begår brott, och en enkät genomförd i riksdagen visar att en majoritet av ledamöterna är för en sådan förändring. Författarna, som alla forskar om de särskilda ungdomshem där denna grupp placeras, problematiserar synen på unga lagöverträdare och ifrågasätter en sådan förändring utifrån barnkonventionen.

  • Treatment in the context of confinement : Understanding the barriers and possibilities for facilitating change in at-risk youth

    • In this article the authors present a meta-synthesis of their studies on secure institutions in Sweden and Denmark. The aim of the metasynthesis is to explore how the context of confinement shapes the possibilities for providing treatment and positive change for at-risk youth. Drawing on meta-synthesis methodology the authors extract content from nine studies published in 20 articles. We highlight three dimensions, which are a) treatment practices and behavioural regulation, b) the carceral materialities and sociomaterial practices, and c) relations. We argue that while treatment is curtailed by confinement, improvements can be made to support more successful change among at-risk youth and smooth their transition into adulthood.Artiklen præsenterer en metasyntese af ni studier om sikrede institutioner i Danmark og Sverige. Formålet med metasyntesen er at undersøge, hvordan frihedsberøvelse rammesætter behandling og forandringsarbejde med unge i udsatte positioner. Forfatterne analyserer 20 artikler fordelt på ni studier, de selv har gennemført. Analysen har fokus på tre centrale forhold; a) behandlingsarbejde og adfærdsregulering, b) materialitet og sociomaterielle praktikker, og c) relationer. Vi argumenterer for, at behandling påvirkes af frihedsberøvelse, men med forbedringer kan behandling på sikret institution bidrage til at skabe positiv forandring og sikre de unges overgang til voksenliv.

  • 1 2024 Den fysiska miljöns betydelse för ungdomar som vårdas inom de särskilda ungdomshemmen

    • En genomtänkt utformning av vårdmiljön bör utgå från såväl fysiska och mätbara aspekter som faktorer som påverkar upplevelsen av miljön. Forskningsunderlaget på området är dock mycket begränsat. Mot bakgrund av detta utgår den här rapporten framför allt från ungdomarnas upplevelse av vårdmiljön men även från personalens perspektiv på sin arbetsmiljö vid Statens institutionsstyrelses (SiS) ungdomshem. Syftet med forskningsprojektet har varit att öka kunskapen om hur vårdmiljön påverkar ungdomars och personals upplevelser och interaktioner på SiS särskilda ungdomshem. Forskningsprojektet bygger på olika former av kvalitativa metoder. Det empiriska materialet har samlats in genom intervjuer med ungdomar, med stöd av foton (Photovoice) och skisser (Sketch and Talk), liksom deltagande observationer och fokusgruppsdiskussioner med personal. En karakterisering av den fysiska miljön samt en teoretisk fördjupningsstudie har också genomförts. Fyra institutioner har ingått i forskningsprojektet, och totalt har 48 ungdomar och 31 medarbetare från personalen deltagit. Olika typer av analysmetoder har använts såsom fenomenologisk hermeneutik, teori-integrerat analytiskt förhållningssätt och tematisk analys. Forskningsprojektet har godkännande från Regionala Etikprövningsnämnden Dnr 028–18. Utöver det höll forskargruppen en kontinuerlig etisk dialog för att undvika risken för etiska dilemman under datainsamlingsprocessen. Resultatet visar att den fysiska vårdmiljön beskrivs av både ungdomar och personal generellt i termer av brister och hinder, där säkerhetsarrangemang och restriktioner på rum, tid och objekt präglar vardagen. Den fysiska vårdmiljön och dess fängelselika arv åtföljs av tolkningar av ungdomshemmets miljö som helhet, vilka tar sig uttryck i termer av upplevd kontroll (hos ungdomarna) respektive upplevda risker och faror (hos personalen). Detta tycks bidra till en tonvikt på vad som kan benämnas som sociomateriella kontrollpraktiker hos personalen, respektive sociomateriella motvilliga anpassningspraktiker hos ungdomarna. Det sistnämnda kan förstås mot bakgrund av att miljön i hög grad ”passar” med ungdomarnas tidigare erfarenheter och deras självbild. Resultaten kan förstås i termer av olika abstraktionsnivåer, både relaterat till den direkta, fysiska vårdmiljön, tolkningar och levda erfarenheter av att bo och arbeta i miljön, och handlingar som möjliggörs (och omöjliggörs) av och i miljön vid de särskilda ungdomshemmen vi studerat.

  • A Descriptive Study of Swedish Secure Youth Homes in Terms of Their Spatial Factors and Residents' Individual Characteristics

    • This study aims to describe secure institutional youth care homes in Sweden in terms of the conditions of their spatial environment (i.e. physical design and objects) and the individual characteristics of the youths placed there. Data were collected through a survey and from the Swedish National Board of Institutional Care. The study population consisted of 18 units and 1,859 youths in secure institutions in Sweden from 2006 to the end of 2016. The results showed that 74.1% of the youths were enrolled under acute circumstances. They often present with physical and mental health problems, such as sleep disturbance and lack of impulse control; the young people are placed in a restricted environment with little possibility to maintain a sense of security. Due to their previous traumatic experiences, this can be problematic in terms of care and treatment. The results show a tension between different aspects of control, highlighting the importance of offering care environments that both offer the staff "control functions" (i.e. functions facilitating observation and control over the environment) and offer the youths "control opportunities." Such environments need to be as homelike as possible, while simultaneously maintaining safe care for young people and a safe working environment for staff.

    • This study focuses on the care environment of secure youth homes run by the Swedish National Board of Institutional Care, where youths up to 21 years old are placed according to law due to extensive care needs or sentences. Purpose This study examined staff members' experiences of the institutional care environment within secure youth homes. Methods Data were collected through three focus group discussions with 17 staff members at two secure youth homes. Subsequently, a thematic analysis was conducted. Results The analysis indicated two main themes: risk management and damage control in a restricted environment and compensating and reconstructing ordinariness-trying to make the best of it; each theme had three subthemes. The care environment seems to be experienced by staff as characterized by conflicting demands, thus constituting a gap between needs and what is possible to achieve-a balancing act that constitutes a constant struggle. Conclusions The staff members' constant struggle could be interpreted as conflicting moral and instrumental demands; they know what the youths need, but the environment of the secure youth homes demands the decorous behaviour of sociomaterial control practices-rather than care practices.

    • The aim of this study is to explore social interactions in the spatial and material environment within everyday life at special youth homes in Sweden, where youths with psychosocial problems, or criminal behavior are cared for involuntary. A microethnographic approach was chosen, and data was collected through participant observation. A theory integrating analysis, using Burke's (1969) dramatistic pentad as a tool for structuring the data and Goffman's (1956; 1961) dramaturgical perspective was undertaken. The findings demonstrate that the staff's control over settings and objects also means control over the definition of what kind of place the special youth home is, and what takes place there. This is shown through a decorous behavior of sociomaterial control practices, rather than care practices, by the staff. This study contributes to knowledge on spaces and objects as crucial parts of care practices highlighting the intentions inscribed in institutional design and objects.

  • Confinement and Caring - On sociomaterial practices in secured institutions for youths

    • In special youth homes run by the Swedish National Board of Institutional Care, youths are placed because of involuntary care or a verdict. The legal regulations and conflicting requirements of care, security, and children’s rights place high demands on these institutions’ care environment. The overall aim of this thesis was to investigate and explore the impact of the care environment on youths and staff, and on the interactions between youths and staff in special youth homes. The methods used in this study were (I) register and survey based statistical analyses, (II) microethnography, (III) photovoice, and (IV) focus group discussions with staff. The theoretical interpretation of the findings was from the perspectives of caring as a sociomaterial relational practice, and Erving Goffman’s dramaturgical perspective. Results: Study I showed associations between crime during care, and solitary confinement, escaping, alcohol use, and the duration of placement. Criminal activities during care could be interpreted as rational reactions to stressful situations, in such a way that repressive strategies increase the risk of further violence and criminal activity. Study II showed that staff members’ control over objects and settings means a corresponding control over the definition of the special youth home, and what happens there. The behaviors required by the staff constitute sociomaterial control practices rather than care practices. In study III, the environment was experienced by the youths as an intertwined social and spatial space distancing them from the staff. The youths strived to present themselves as worthy of increased freedom and negotiating with their behavior, leading to reinforced feelings of social exclusion. In study IV, the staff experienced the care environment as constituting conflicting requirements between the youths’ needs and possible achievements given the prerequisites. This constitutes a constant struggle that could be interpreted as conflicting moral and instrumental demands, often resulting in sociomaterial control practices—rather than care practices. The conclusion was that the moral requirements for care and security were conflicting, although their unreflected but rational solution was through the environment’s security inscription which encouraged controlling and repressive sociomaterial practices among the staff, rather than caring practices. Goffman’s concept of decorum can be interpreted as an aspect of sociomateriality. The findings point to the importance of viewing spaces and objects as crucial parts of care practices and highlight the intentions of institutional designs and objects.
