- This paper reports on the 3rd European Workshop on Human-Computer Interaction and Information Retrieval co-located with the 36th international ACM SIGIR conference on Research and development in information retrieval, held in Dublin, Ireland, August 1, 2013. The workshop gathered 32 participants with 6 papers for oral presentations and 8 short papers with poster presentations covering a good range of topics and research questions in the intersection of HCI and IR. Group exercises in connection to the oral presentations resulted in a set of important aspects to be considered in future research in HCI and IR.

Balancing the Digital Portfolio: Empirical evidence of an ambidextrous bias in digital government

- The public sector is currently undergoing significant transformation in striving for digital government. With digital government involving a dilemma between continuous improvements and radical innovation, this places new demands on the manner through which digital initiatives are prioritized and managed. Previous research has called for both increased agility and adaptability in the governing of digital, yet there is to date a dearth of studies into public sector portfolio management. In this study, we address the issue of how digital initiatives are prioritized and managed in organizations, i.e., the practice of portfolio management. Through a clinical inquiry of three public sector organizations (one agency, one healthcare region, and one municipality), we analyze and compare existing portfolio management practices and portfolio compositions using previous findings from the field of organizational ambidexterity. Based on this, we identify pathologies in the current practice, elaborate on the role of balancing in portfolio management, and offer concrete recommendations to practice.

Rhizomatic Strategizing in Digital Transformation: A Clinical Field Study

- Most organizations today are involved in transformation initiatives; this has led to a burgeoning interest in the phenomenon of digital transformation strategy. Here, we present the findings of a clinical field study of a large Swedish municipality that has been involved in an ambitious digital transformation program since 2017. Despite explicitly not having a formal strategy, the organization utilizes a pseudo-formalized and emergent strategy-as-practice for digital transformation that involves a set of key traits that have emerged over the years. We show how these traits have emerged and theorize on how the process can be understood as rhizomatic strategizing. The strategy emerges over time through a series of de- and reterritorializations, expanding through amalgamating new concepts into a strategy-as-practice for digital transformation.

- Digital transformation is advocated as a strategic imperative for public sector organizations. With the increased permeability of digital technologies in society, i.e., the digitalization of society, public sector organizations need to find novel ways of utilizing the technology to meet new and fluctuating demands from their citizens. This study approaches the issue of digital transformation strategies through a strategy-as-practice perspective. Through collecting and analyzing all available top-level annual steering documents from Sweden’s 290 municipalities in 2021, we employ content analysis to identify the current direction of digital transformation activities. The study finds that the dominant direction of digital transformation in Swedish municipalities is focused on internal efficiency, with only minor impacts from contingency factors such as the political majority and financial stature. This is discussed from a perspective of democracy and equal access to digital welfare, highlighting the empirical phenomenon of digital decoupling as a potential problem within digital government warrant of additional study.

- I en ny rapport från forskningskonsortiet har samtliga digitaliseringsstrategier från Sveriges regioner analyserats. Resultaten visar på en tydlig tyngdpunkt mot intern effektivitet snarare än extern innovation, en tvetydlighet rörande vad som menas med digitalisering samt demografiska skillnader i riktning. Rapporten lyfter en rad rekommendationer för att säkerställa ändamålsenlig digitalisering i Sveriges regioner.

Strategic Responses to the COVID Pandemic: Empirical Evidence of Shifts in Digital Transformation Strategy

- While there have been numerous reports on the increased utilization of digital solutions during the COVID pandemic, this says little about how organizations have reconfigured their digital transformation strategies. In this study, we utilize panel data from a national measurement of digital maturity conducted with over 300 organizations and over 15,000 respondents in the public sector to analyze the effect of the pandemic on the aggregate digital transformation strategy. As the results show, the pandemic was handled through the sequential combination of two unique digital transformation strategies. First, organizations responded by decreasing the emphasis on organizational capabilities and increasing the emphasis on technological capabilities in 2020. Second, organizations shifted over to a strategy that increased emphasis on organizational capabilities and decreased the emphasis on technological capabilities in 2021. This is discussed as an organizational response to exogenous disruption in general and digital transformation strategy in particular.

Vid sitt möte i Göteborg 1 december 2016 beslutadenätverket att tillsammans med projektet Säker Traumavård ta fram nationellarekommendationer för prehospital spinal rörelsebegränsning av patienter vidtrauma. Yrkesföreningarnas styrelser utsåg undertecknade representanter attmedverka i arbetet. Löf (Landstingens Ömsesidiga Försäkringsbolag) har viaprojektet Säker Traumavård bekostat arbetsgruppens arbetstid och resekostnader.Arbetsgruppen har efter litteratursökning och 5 protokollförda arbetsmötenarbetat fram föreliggande nationella rekommendationer. Samtliga föreningari Säker Traumavård har efter remissrunda juni – september 2018 ställt sigbakom rekommendationerna och det färdiga resultatet har presenterats förTraumanätverk Sverige den 30 nov 2018.Rekommendationerna ska ses som en sammanställning och värdering av idag bästa kända kunskap inom det beskrivna området. Dokumentet har ingenföreskrivande funktion och författarna kan inte i något avseende hållas juridisktansvariga för innehållet.Avsikten är att rekommendationerna ska resultera i ett enhetligt omhändertagandeav traumapatienter, där tekniker för prehospital spinal rörelsebegränsning användsså att de gör nytta för de patienter som behöver det, men inte används för patienteroch i situationer där de inte gör nytta. Syftet med bildmaterialet är att ge exempelpå hur prehospital spinal rörelsebegränsning kan utföras.

- EuroHCIR 2013 was organised with the specific goal of better engaging the IR community, who have been underrepresented at previous EuroHCIR conferences. Thus we proposed to have the workshop at the ACM SIGIR conference in Dublin. Research, Industry, and Position papers were invited, and although very few industry submissions were received, we received a number of research and position papers focusing on the intersection of IR and HCI evaluations, several focusing on adapting the TREC paradigm. Many interesting system and demonstrator papers were also accepted.
