    • Directive 2008/96/EC on road infrastructure safety management requires the establishment and implementation of procedures relating to road safety impact assessments (RSIA), road safety audits (RSA), ranking of high accident concentration sections and network safety ranking (NSR) and road safety inspections (RSI). The aim of this article is to present the outputs of BALTRIS project. The goal of the international project BALTRIS is to elaborate the road and street infrastructure safety management procedures and teaching material consistently explaining the above mentioned infrastructure management procedures. Four Baltic Sea region countries (Sweden, Estonia, Latvia, and Lithuania), represented by universities and national road administrations participate in the elaboration of these procedures and teaching material. This article describes the scope of NSR, RSA and RSI procedures prepared in the frame of BALTRIS project, also article provides detailed implementation and execution of procedures for the EU Member States. NSR means a method for identifying, analysing and classifying parts of the existing road network according to their potential for safety development and accident cost savings. Ranking of high accident concentration sections means a method to identify, analyse and rank sections of the road network which have been in operation for 3 divided by 5 years and upon which a large number of fatal/injury accidents in proportion to the traffic flow or compared to respective conditions have occurred. RSI is a strategic comparative analysis of the impact of the new road or a substantial modification to the existing network on the safety performance of the road network. RSA is a formal safety performance examination of the existing or future road or intersection by an independent audit team.

    • This paper presents a framework and a tool to assess transport sustainability in Swedish cities that was developed for and together with some cities in Sweden in strong cooperation with the researchers. The tool, called the Transport Sustainability Barometer (TSB), includes a set of hierarchical indicators to measure sustainability in respect to Efficiency, Accessibility, Safety, Liveability, Emissions, and Resource use. The novelty of the TSB is that it proposes the use of both objectively and subjectively measurable indicators, i.e., how the population perceives sustainability of transport, their satisfaction with the transport system, and its effects on the economy, the environment, and social issues. This paper also presents the application of the tool in a city in Sweden.

The new thing with this framework and indicator list is that, it puts weight on subjective indicators, i.e. how the population experiences sustainability of transport, their satisfaction with the transport system and its effects on the environment and social issues.     • The HASTA indicator framework, covering the three dimensions of sustainability, i.e. Economic, Environmental and Social, to monitor sustainability of transport in Swedish cities was elaborated. Under the three sustainability dimensions, there are 6 sustainability aspects (indicator groups), 2-3 per dimension; these are Efficiency, Accessibility (Economic dimension), Accessibility, Safety, Liveability (Social dimension); Emissions, Resource use (Environmental dimension). The accessibility indicator group is related with both economic and social sustainability. The individual indicators are structured in three levels of a hierarchical structure. The highest level is represented by the Outcome indicators which reflect the sustainability target in the subject area of the indicator. These Outcome indicators are of both objectively measurable variables and subjective variables, reflecting how the inhabitants experience sustainability of transport in their city. On the lowest level, the Input indicators provide information on possible measures to make improvements in transport sustainability. On the intermediate level, the Output indicators show the effect of the adopted measures (Input indicators). There are 19 Outcome indicators, 22 Output indicators and 42 Input indicators.

    • I det moderna samhället är en välplanerad infrastruktur med fungerande transporter och pendling en självklarhet. Transportsystemet har inverkan på fysisk och social miljö och det finns ett stort behov av att minska de negativa effekterna. Förutom tillgänglighet och minskad miljöpåverkan betonas ofta vikten av kostnadseffektivitet. Denna rapport beskriver ett verktyg framtaget inom ramen för HASTA programmet och som underlättar det systematiska arbetet med att nå kommunens hållbarhetsvision. Verktyget gör det möjligt att tydligt visualisera kommunens transporthållbarhetstillstånd. Med hjälp av HASTA:s verktyg – noggrant utvalda indikatorer i ett lättillängligt ramverk – kan kommunen kontinuerligt följa upp och förbättra sitt transporthållbarhetstillstånd.

    • Ett indikatorramverk för uppföljning av kommuners transporthållbarhet har sammanställts inom forskningsprogrammet HASTA. Indikatorramverket lägger fokus på, jämte objektivt mätbara indikatorer, subjektiva indikatorer som visar hur invånarna upplever transporthållbarheten i sin stad eller hur nöjda de är med transportsystemets effektivitet och dess ekologiska och sociala effekter.
