  • Managing migration in modern welfare states : Essays on the development, causes, and effects of policies regulating family immigration

    • Being the main channel of migration into advanced industrial democracies, family migration has been the subject of increasing contestation in political debate. While previous studies have noted that many OECD countries have introduced more restrictive policies on family immigration during the last few decades, we still know little about how cross-country policy configurations in this area have evolved and varied over time, or about how policies affect inflows and why they differ between countries. This dissertation addresses these research gaps by presenting a set of integrated analyses of variations and changes in family-immigration policies across periods and countries.Essay I presents a typology for analysing policy configurations and changes therein. It finds that admission policies on average became more restrictive over time, although there were some notable exceptions. Uncovering patterns of congruence and deviation in a more detailed way than previous research has done, this paper qualifies previous expectations about convergence, a ‘race to the bottom’, and a ‘civic turn’ in family-immigration policies. Essay II develops and tests different theories of what causes policy changes. It finds that the restrictive effects of certain risk factors on family-immigration policies, such as growing immigration and worsening economic distress, have been conditioned by the type of welfare regime. Essay III investigates whether and how much family-immigration policies have influenced patterns of family immigration in European states. While restrictive admission policies have led to falling overall levels of family immigration, the analysis reveals stratifying implications, whereby the effect have been greater where the sponsor is a non-EU citizen than where he/she is an EU citizen.With its three-stage approach, this thesis contributes to the study of comparative migration policies. It presents new findings on the interplay between welfare states and migration policies, on the methods with which states regulate international migration, and on the differential impact of different policies on the size and composition of migrant inflows. It also adds insights on increasingly conditional forms of migration management in modern welfare states.

    • While the Swedish welfare state has undergone an intensified market orientation and a number of cutbacks since 1990, it has maintained many of its universal characteristics. It still provides all residents with a rather extensive system of benefits from the cradle to the grave. This chapter contributes to a systematic and detailed analysis of eligibility criteria and conditions for accessing social benefits in five core policy areas of the Swedish social security system. As universalism continues to be a cornerstone of the Swedish welfare state, nationality or the immigration status of a person does not condition his/her entitlement to social security benefits. More recently, however, a political debate has emerged regarding immigration and the welfare system, both in terms of the benefit system being a magnet that attracts migrants and concerning the capacity of the system to cope with large-scale immigration. By discussing the main features of the Swedish welfare regime and key patterns and policy developments in the field of migration, the chapter seeks to account for recent developments, trends and directions in the access to social protection for residents, non-national residents and non-resident nationals.

    • Despite its broad usage, universalism as a concept is not always clearly defined. In this article, a multidimensional definition of universalism in social policy is developed, based on four policy characteristics: inclusion, financing, provision, and the adequacy of benefits. In the empirical part of the article, the feasibility of this definition is tested by an analysis of recent changes in the Swedish welfare state, which is typically described as universal but has undergone substantive reforms since 1990. Four social policy areas are examined: pensions, social insurance, health care, and family policy. The results indicate that Swedish welfare policies retain their universalistic character in some dimensions but have become less universalistic in others. This demonstrates that a multidimensional approach is best suited to capture in full the nature and implications of welfare state reform.

    • The concept of social investment has gained increasing traction among European Union policymakers, as a strategy to reconcile the goals of employment, growth, and social inclusion. In recent years, however, scholars have criticized the social investment approach for not being able to achieve its intended distributional consequences and have raised doubts about whether the goals of increasing employment and decreasing poverty are reconcilable. This paper argues that distinguishing between the ‘Nordic approach’ and the ‘Third Way approach’ to social investment is key both for describing policy developments and for understanding the relationships between social investment policies, employment and poverty. Based on an exploration of recent trends in social investment policies, employment and poverty in Sweden, we propose that the recent noticeable increase in poverty can best be accounted for by changes in social insurance policy and tax policy that represent a shift from the Nordic approach to the Third Way approach, whereas an ‘employment vs. poverty’ trade-off is mitigated by the sustained presence of a compressed wage structure. A set of panel data analyses on 24 European countries over the last decade provide preliminary evidence that these mechanisms extend also beyond Sweden.

We argue that distinguishing between the “Enlightened Path”—more commonly known as the “Nordic approach”—and the “Third Way” approach to social investment is important for understanding the relationships between social investment policies, employment, and poverty. By critically examining policy developments in Sweden, we find that the recent noticeable increase in relative poverty can best be accounted for by changes in tax and transfer policies that represent a shift from the Nordic approach to the Third Way approach, whereas an “employment vs. poverty” trade-off is mitigated by the sustained presence of a compressed wage structure.
