    • The International Aid Transparency Initiative (IATI) is an agreement establishing a common standard for the reporting of information about aid and development funding. Signatories include nations, intergovernmental organizations (IGOs), nongovernmental organizations (NGOs), civil society organizations (CSOs) and private foundations, which together account for approximately 80 per cent of all international aid financing. IATI was initiated in 2008 under the framework of the United Nations Millennium Development Goals (MDGs) for reducing global poverty by 2015, although it did not begin in earnest until the US and several other major players joined in December 2011.

    • This chapter focuses on the Swedish approach for safeguarding electoral processes, using the experience from its 2018 elections as a case study. Sweden serves as a particularly interesting example due to the measures it took ahead of its 2018 election, especially its strategy of bottom-up initiatives that emphasize building societal resilience rather than a top-down government regulatory approach. By exploring the characteristics of Swedish society and the implications of Swedish efforts made prior to the 2018 general election, the chapter presents suggestions for how these insights might help other state and nonstate actors within the international community develop similar countering strategies for foreign election interference, while also addressing the dilemmas facing such an approach. The chapter concludes by discussing lessons learned and the challenges facing government authorities seeking to employ similar strategies in the future to counter foreign election interference in Sweden or abroad.

    • Disinformation re-emerged in the 21st century as a public concern and professional challenge for actors seeking to navigate the new political and information landscape. This has led to a growing discussion among researchers on how disinformation relates to PD theory and practice. This chapter argues that disinformation comes with a set of opportunities for PD that open new perspectives to unresolved theoretical discussions, while simultaneously challenging PD researchers to develop a strategic research agenda that accommodates for the volatile nature of the empirical phenomena. Charting out a course for such strategic research agenda, the chapter argues that PD scholars should take a point of departure in the transdisciplinary frontier of disinformation research spanning from philosophy to psychology and sociology. By translating these insights into pre-existing PD frameworks and through continuous engagement with PD professionals, the chapter argues that we can build a strategic research agenda that delivers cutting-edge insights while being informed by PD actors’ experiences of the phenomenon’s contemporary and ever-changing empirical manifestations.

    • Large language models (LLMs) like GPT-4 have the potential to dramatically change the landscape of influence operations. They can generate persuasive, tailored content at scale, making campaigns using falsified content, such as disinformation and fake accounts, easier to produce. Advances in self-hosted open-source models have meant that adversaries can evade content moderation and security checks built into large commercial models such as those commercialised by Anthropic, Google, and OpenAI. New multi-lingual models make it easier than ever for foreign adversaries to pose as local actors. This article examines the heightened threats posed by synthetic media, as well as the potential that these tools hold for creating effective countermeasures. It begins with assessing the challenges posed by a toxic combination of automated bots, human-controlled troll accounts, and more targeted social engineering operations. However, the second part of the article assesses the potential for these same tools to improve detection. Promising countermeasures include running internal generative models to bolster training data for internal classifiers, detecting statistical anomalies, identifying output from common prompts, and building specialised classifiers optimised for specific monitoring needs.

    • This volume originated out of a discussion with the BritishCouncil a few years ago. In light of changes to their grant-in-aidin 2010, nearly two thirds of their governmental funding is nowcomprised of Official Development Assistance (oda). I asked whatdifference there was between the work that was conducted as culturalrelations and the work that was budgeted as aid. The answer wasthat the same programs were being conducted around the world, butthat they were charged to the aid budget in oda-eligible countries. Inother words, conceptually and practically there was little difference.As I spoke with more practitioners in the region, it became clear thatthis was a pattern in 21st century public diplomacy that deservedfurther investigation. However, it was also clear that academic andpractitioner discourses around public diplomacy and aid were sodistinct that any attempts to make sense of their similarities wouldrequire significant groundwork.
