- The EGOV-CeDEM-ePart 2023 conference, or for short EGOV2023, is now in the sixth year of itsexistence after the successful merger of three formerly independent conferences, e.g., the IFIP WG 8.5Electronic Government (EGOV), the Conference for E-Democracy and Open Government Conference(CeDEM), and the IFIP WG 8.5 IFIP Electronic Participation (ePart). This larger, united conference is dedicated to a broad area of digital or electronic government, open government, smart governance, artificial intelligence, e-democracy, policy informatics, and electronic participation. Scholars from around the world have found this conference to be a premier academic forum with a long traditionalong its various branches, which has given the EGOV-CeDEM-ePart conference its reputation as the leading conference worldwide in the research domains of digital/electronic, open, and smart government as well as electronic participation.

Unintended Side Effects of the Digital Transition : European Scientists' Messages from a Proposition-Based Expert Round Table

- We present the main messages of a European Expert Round Table (ERT) on the unintended side effects (unseens) of the digital transition. Seventeen experts provided 42 propositions from ten different perspectives as input for the ERT. A full-day ERT deliberated communalities and relationships among these unseens and provided suggestions on (i) what the major unseens are; (ii) how rebound effects of digital transitioning may become the subject of overarching research; and (iii) what unseens should become subjects of transdisciplinary theory and practice processes for developing socially robust orientations. With respect to the latter, the experts suggested that the ownership, economic value, use and access of data and, related to this, algorithmic decision-making call for transdisciplinary processes that may provide guidelines for key stakeholder groups on how the responsible use of digital data can be developed. A cluster-based content analysis of the propositions, the discussion and inputs of the ERT, and a theoretical analysis of major changes to levels of human systems and the human-environment relationship resulted in the following greater picture: The digital transition calls for redefining economy, labor, democracy, and humanity. Artificial Intelligence (AI)-based machines may take over major domains of human labor, reorganize supply chains, induce platform economics, and reshape the participation of economic actors in the value chain. (Digital) Knowledge and data supplement capital, labor, and natural resources as major economic variables. Digital data and technologies lead to a post-fuel industry (post-) capitalism. Traditional democratic processes can be (intentionally or unintentionally) altered by digital technologies. The unseens in this field call for special attention, research and management. Related to the conditions of ontogenetic and phylogenetic development (humanity), the ubiquitous, global, increasingly AI-shaped interlinkage of almost every human personal, social, and economic activity and the exposure to indirect, digital, artificial, fragmented, electronically mediated data affect behavioral, cognitive, psycho-neuro-endocrinological processes on the level of the individual and thus social relations (of groups and families) and culture, and thereby, the essential quality and character of the human being (i.e., humanity). The findings suggest a need for a new field of research, i.e., focusing on sustainable digital societies and environments, in which the identification, analysis, and management of vulnerabilities and unseens emerging in the sociotechnical digital transition play an important role.

Critical Factors for Open Data Publication and Use : A Comparison of City-level, Regional, and Transnational Cases

- There is a lack of research concerning the factors influencing the success or failure of open data initiatives. Based on the results of two workshops, we provide a list of 47 success factors for open data publication and 18 success factors for open data use. We further use three case studies (ENGAGE, Open NY, and Open Vienna) to examine how the criticality of factors varies depending on the geographical level and other characteristics of the open data initiative. The cases, representing open data initiatives at city, regional and transnational levels, point at different categories of critical success factors. Our key conclusions are that 1) the criticality of the factors depends considerably on the context of the open data initiative; 2) a number of success factors appear to be more universally applicable than others; 3) the factors that are critical to all three cases are derived from many different success factor categories, which suggests that open data initiatives should adopt an interdisciplinary approach, and 4) further work is needed to detail the success factors for open data publication and use in other contexts.

- Governmental organizations around the globe step up their efforts to implement open data initiatives as part of their open government commitments. Thereis, however, little systematic evidence, in research and practice, as to what constitutes a “successful” open data initiative. In this workshop, we follow up on our previous work on Critical Success Factors (CSF) for open data. In particular, we aim to establish which of the CSFs that we previously identified apply in which contexts -thus allowing for a more fine-grained and targeted advice to open data practitioners. The workshop participants will be provided with the results from our previous research on factors that influence the success of open data initiatives and can benefit from the structured group discussions on factors that are critical to open data initiatives in a particular context

- Little is known about the factors which influence the success or failure of open data initiatives. Based on the results of a workshop, we provide a list of success factors for open data publication and use (64 in total) and discuss their criticality in a particular setting using a case study (the ENGAGE project). The most critical success factors for open data publication and use, in the context of this case study, related to legislation, regulation and licenses. However,the criticality of factors depends considerably on the context of the open data initiative. Our key conclusions are that further work is needed to detail the success factors for open data publication and use in particular contexts, and that a number of success factors, such as those related to sustainability of publication process and user feedback, appear to be more universally applicable than others.
