  • Specialisation and specialist education in prosthetic dentistry in Europe

    • This presentation reports on the results of a meeting of prosthodontists from selected European countries. The aim of the meeting was to analyse and promote specialisation and specialist education in Prosthetic Dentistry in Europe. Representatives for Europe were selected from the European Prosthodontic Association (EPA) board, the Education and Research Committee of International College of Prosthodontists (ICP), countries with a legally recognised speciality, countries without a recognised speciality but organised training programmes and countries with neither of these situations. Data about specialisation and specialist training in Prosthodontics in Europe was scrutinised and discussed. The programmes for countries with specialist training had relatively similar content, mostly of three years duration. There was strong agreement that a recognised speciality raises the level of care within the discipline for both specialists and non-specialists. In several of the countries where a speciality had been introduced it had been initiated by pressure from public health planning authorities. The conclusions are that from a professional viewpoint an advancement of the speciality over Europe would develop the discipline, improve oral health planning and quality of patient care. A working group for harmonisation was recommended.

  • The best interest of the child as an argument in assessments of parent potential in Sweden

    • This article examines the ways in which the best interest of the child has been used as an argument for state-authorized assessments of persons who are aspiring to parenthood, but who are not yet parents, i.e. of parent potential rather than parental performance. The policies included in the analysis concern three different areas in which assessment of parental potential is made: adoption, assisted reproduction and presumptive parents with intellectual disabilities. The status of the best interest of the child as an argument for state-authorized assessments of parent potential, I argue, varies with the amount of involvement from state authorities that is needed in the process of creating a family. The state claims the right to assess the parent potential of individuals only when it contributes to the creation of families in which there are no or only partial biogenetic links between parents and child. This does not mean that the state does not aim to encourage women who belong to what is perceived as a risk group to refrain from having children. The argument used in this effort, however, is not the best interest of the child, but the best interest of the woman herself.

  • More PAC-Bayes bounds : From bounded losses, to losses with general tail behaviors, to anytime validity

    • In this paper, we present new high-probability PAC-Bayes bounds for different types of losses.  Firstly, for losses with a bounded range, we recover a strengthened version of Catoni's bound that holds uniformly for all parameter values. This leads to new fast-rate and mixed-rate bounds that are interpretable and tighter than previous bounds in the literature. In particular, the fast-rate bound is equivalent to the Seeger--Langford bound. Secondly, for losses with more general tail behaviors, we introduce two new parameter-free bounds: a PAC-Bayes Chernoff analogue when the loss' cumulative generating function is bounded, and a bound when the loss' second moment is bounded. These two bounds are obtained using a new technique based on a discretization of the space of possible events for the "in probability" parameter optimization problem. This technique is both simpler and more general than previous approaches optimizing over a grid on the parameters' space. Finally, using a simple technique that is applicable to any existing bound, we extend all previous results to anytime-valid bounds.

  • Three Digital Mammography Display Configurations : Observer Performance in a Pilot ROC Study

    • The purpose of this study was to determine if displays that provide more grayscale levels (10bit vs. 8bit) can improve observer performance in breast cancer detection. The study was also designed to determine if 3MP (million-pixel) displays can achieve similar observer performance as compared to 5MP displays. The study was performed using the WorkstationOne mammography software on Dome (R) E5 and E3 high-resolution displays. Ten radiologists reviewed 33 digital mammography screening studies. On 5MP displays, the average Az value across all observers was 0.7912 using 8bit displays, and 0.8306 using 10bit displays. The difference between 8bit and 10bit displays is statistically significant (F=4.43, p=0.0157). The difference of the average Az value from 8bit 3MP displays is not statistically significant compared to reading with 5MP displays. The implications of the study are that, using appropriate software and hardware, 5MP 10bit displays may improve diagnostic accuracy and 3MP displays may not impact negatively diagnostic accuracy.

  • New Approach of True Temperature Restoration in Optical Diagnostics Using IR-Camera

    • The laser treatment processes are specified due to the laser-matter interaction instabilities. Modern additive manufacturing technologies such as selective laser melting provide layer-by-layer part growth with continuous operation for hours and days but without adequate controlling systems at present. In this paper, a method for determining a temperature in the laser action zone during the process based on a study of microscopic structure, phase and element analyses of the processed material is proposed. A fixed point corresponding to melting temperature was acquired, and the corresponding emissivity coefficient was calculated with the assumption of its wavelength and temperature independence. The experimental data were corroborated with good agreement with mathematical calculations. The obtained results reveal an impact of scanning speed and of laser emission power on temperature in molten zone, which presents interest for optimization of laser-processing technologies and more specifically selective laser melting process parameters.
