    • Contemporary firms operate in a dynamic environment for a number of reasons such as new technologies, entrepreneurial ideas, strategic alliances, mergers and acquisitions, and regulatory changes. A key for a well-functioning company is an Information Technology (IT) that is efficiently deployed to support the business objectives. Keeping business and IT strategies aligned as they evolve has been for several years in a row ranked amongst the top concerns of companies' executives. Despite this fact, there are few documented concepts and operation approaches for assessing business and IT alignment. This paper describes an organization-wide assessment approach, where the maturity model criteria and attributes are assessed with sub-questions for clarity.

    • Previously, business operations of most large companies were supported by a number of isolated software systems performing diverse specific tasks, from real-time process control to administrative functions. In order to better achieve business goals, these systems have in recent years been extended, and more importantly, integrated into a company-wide system in its own right, the enterprise software system. Due to its history, this system is composed of a considerable number of heterogeneous and poorly understood components interacting by means of equally diverse and confusing connectors. To enable informed decision-making, the Chief Information Officer (CIO), responsible for the overall evolution of the company's enterprise software system, requires management tools. This paper proposes enterprise software system architecture (ESSA) as a foundation for an approach for managing the company's software system portfolio. In order to manage the overwhelming information amounts associated with the enterprise software system, this approach is based on two concepts. Firstly, the approach explicitly relates the utility of knowledge to the cost of its acquisition. The utility of knowledge is derived from the increased value of better-informed decision-making. The cost of knowledge acquisition is primarily related to the resources spent on information searching. Secondly, the approach focuses on ensuring the consistency of the architectural model.

    • A company?s Chief Information Officer (CIO) is responsible for the management and evolution of the enterprise information system. An approach suggested as an aid for the CIO?s decision-making process is Enterprise Architecture, based on architectural models of both the enterprise information system and its context. For architectural models to function as decision-making support, this paper argues that they must be amenable to architectural analysis. The purpose of this paper is to demonstrate the importance of architectural theory in the analysis of architectural models of the enterprise information system. Architectural theory diagrams are proposed as means for presenting and comparing architectural theories as well as for assessing the analytical value of architectural models.

  • Strategic Business and IT Alignment Assessment : A Modeling Approach Associated with Enterprise Architecture

    • Information Technology (IT) systems are pervasive tools for contemporary enterprises to achieve their mission and goals. A key issue for a well-functioning enterprise is to keep business and IT strategies aligned as they continuously evolve. Although many practitioners and researchers offer business and IT alignment theories and approaches there is no silver bullet solution for all the issues involved in Strategic Business and IT Alignment (SBITA), which is still ranked amongst the five top enterprise executives? concerns year after year. In this thesis two SBITA assessment methods are presented. The first is the Organization-wide Approach for Assessing SBITA, developed as an enhancement of Jerry N. Luftman's SBITA assessment approach in terms of measurability, traceability and organizational involvement. The second is the Alignment Metamodel Assessment Method (AMAM). Both methods are based on well established references and approaches and they are presented with systematic documentation for their application and reusability as shown in the included papers and reported case studies. This is a composite thesis that, besides the introduction, includes five papers (papers A-E). Paper A describes Luftman's SBITA assessment approach and its enhancement in terms of measurability, traceability and organizational involvement, the proposed Organization-wide Approach for Assessing SBITA. Results from applying this approach in two case studies in companies in Sweden and Nicaragua are also included. Paper B describes the AMAM. It explains how a metamodel is deduced and how the SBITA assessment will be performed. This paper argues that the AMAM can be affiliated to the EA discipline as a guide or reference for identifying the relevant EA?s representations for the SBITA concern, mitigating the expenses and drawbacks of the often larger modeling required in applying EA frameworks. Paper C shows a weighting of the importance of the SBITA topics, taking as reference the Henderson & Venkatraman Strategic Alignment Model (SAM) - the basis of Luftman?s SBITA assessment approach -by relating it to the relevant and highly cited references in the field of SBITA. Paper D explains the criteria and the process for associating the AMAM artifacts with the Zachman´s Enterprise Architecture Framework and reports the pattern of association into the EA dominion. Paper E reports the details of the processes and results of applying the developed AMAM in a case study conducted in an intensive IT services enterprise in Nicaragua.

It explains how this metamodel isdeduced and how it will perform such an assessment, showing conformity with the expert’sparent approach. Since Enterprise Architecture (EA) has emerged as a feasible model-basedmanagement tool for the systematic and holistic planning and decision-making of an enterprise’sbusiness and IT system operation and evolution, this paper also argues the metamodel’saffiliation to EA as a guide or reference for identifying the relevant representations for specificconcerns, mitigating the expenses and drawbacks of the often larger modeling required to applythe EA Frameworks.

    • Strategic Business and IT Alignment (SBITA) requires a holistic view and a continuous coherent interrelation between the business components, personnel and IT systems, contributing to each other’s performance over time. Several conceptual and practical methodologies to assess or achieve it has been proposed and implemented before or parallel to the advent of the Enterprise Architecture (EA), lacking to a greater or lesser degree the EA modeling characteristics.This paper explains the criteria and the process for associating the artifacts of a SBITA methodology represented as Metamodel to the Zachman Enterprise Architectural Framework (ZEAF) and reports the association pattern and statistics. This association has been done in order to find the representations of the specific concern SBITA into the EA dominion. This paper reports, among other issues, to what extent and in which perspectives and aspects the SBITA assessment concern is predominantly represented in ZEAF.

    • The Electricity Industry Reforms (EIR) is a worldwidephenomenon that is inducing an intensive business orientedcontext in the organization, processes and functions of theElectricity Industry (EI). The electric power grid is nowtreated as the electricity market, the consumer as thecustomer, the power system activities are related to marketactors (i.e. generators, distributors and retailers) and theElectricity Industry Control Centers (EICC) provide theessential coordination and economic trade functions andtransactions.The EICC are looking for solutions to introduce, amongstothers, emerging information processes in the business orientedcontext with all the Electricity Industry actors without losingthe technical reliability of the EI. The EIR is delineated as amajor change on the traditional EI relying heavily oninformation exchange amongst the market actors.In the Central American countries, these EIR started around1996. The EICC in this region are facing the demanded changeswith information legacy systems, in operation long time beforethe EIR and considered already obsolete.This thesis exploresand summarizes, as a researchcontribution, the main problems at the EICCs in CentralAmerica, in managing the incorporation of emerging informationproc-esses.An Information System Migration Framework (ISMF) for theEICC is proposed as a re-search contribution and solution tothe problems identified. The ISMF here presented provides a setof steps and guidelines to follow for managing any emerginginformation processes in a systematic, feasible and reliableway. The ISMF is a continuous description of emerginginformation processes, risk assessments, requirementelicitation and specifica-tions with traceable and incrementalimplementations without completely replacing the system. TheISMF has as fundamental characteristic that provides a feasibleview of the current operation of the EICC, a continuous anditerative process of controlled changes and a systematicprocess to update the EICC operation model with a set of stepsthat are implementation independent, technology independent,process ori-ented and user centered.The ISMF’s feasibility, replicability and useracceptance has partially tested at the EICC in El Salvador andNicaragua.Key words:Electricity Industry, Electricity IndustryReforms, Electricity Industry Control Centers, InformationSystem Migration, Information Systems Modeling andRequirements, Case Studies in the Electricity Industry inCentral America.
