    • Denna rapport är en ingående studie i hur samverkan mellan kommuner och näringsliv kan underlätta bostads- och infrastrukturbyggande. Rapporten tar också upp hur kommuner och företag ser på sitt engagemang i olika utvecklingsprojekt. bland annat ifrågasätts realismen i att utveckla de regionala kärnor som pekas ut i den regionala utveciklingsplanen för stockholms län. Tre fall studier har i rapporten fått illustrera möjjligheter och svårigheter med samverkan mellan kommuner och näringsliv och kommunerna sinsemellan. De tre projekten som beskrivs är Norrortsleden, Sollentuna Centrum och Täby-Arninge.

    • This study elucidates how firm location and corporate structure influence R&D-intensity, externalcollaboration on innovation, return on R&D and economic performance. The study, based on 1,907 firmlevel observations, essentially compare a functional region with four other regional areas in Sweden. Inthis context, the Stockholm region is assumed as an integrated functional urban region with innovationproximitycharacteristics. The paper examines systematically the influence of location versus various firmcharacteristics. The econometric results suggest the following: First, a typical Stockholm firm has asignificantly larger likelihood than other firms of being engaged in innovation activities. Second, amonginnovative firms, the R&D intensity and global collaboration on innovation is primarily determined by itscorporate structure, not geographic location. Third, the embeddedness in regional and national scientificand vertical innovation systems is relatively more intense outside Stockholm. Finally, the advantage ofbeing located within Sweden’s most strongest concentration of R&D spending, universities, human capitaland multinational enterprises with their global networks is reflected by a superior return on R&Dinvestments and higher productivity, when controlling for firm size, human capital, physical capital, R&Dintensity,market orientation and sector classification.

    • This study elucidates the relationship between localisation of firms, corporate structure, intellectual capital and innovations.The main finding is that a greater concentration of multinational firms, human capital, T&D and universities is significantly and positive associated with research productivity. All other things equal, such as firm size, sector classification, human capital, corporate owner structure and R&D investment, the return to an invested Euro in R&D is, at the margin, greatest for firms localized to the capital of Sweden, compared to four other large regions. However, surprisingly Stockholm firms also have a lower propensity to cooperate with scientific, vertical and horisontal innovation systems. This may reflect limitations of popular survey-based information such as Community Innovation Survey data to capture spillover and the importance of informal collaborative relationships within regions.

    • THE EUROPEAN UNION inaugurated the European Green Capital Award in 2010. The annual prize recognizes the consistent record of high environmental standards and commitment to ongoing and ambitious goals for further environmental improvement of one city within the European Union, which can then function as a role model to inspire and “promote best practice experiences in all other European cities” (European Green Capital, 2009). The first city to receive this award was Stockholm, the capital of Sweden.

    • Do local development policies influence local employment growth? Based on a survey to municipal managers in all Swedish municipalities, this is one of the first studies to empirically assess the relationship between reported local development initiatives (entrepreneurial governance (EG) and growth of local employment. We find a weak but significant association between EG and employment growth for urban municipalities. This suggests that EG is more effective in larger, growing municipalities than in smaller, declining rural areas. Urban municipalities may of course have more resources for entrepreneurial governance than rural ones as they have grown substantially faster for a long period of time. The result thus indicates that EG and growth are in a positive interplay of interaction. When the EG index was divided into three sub-indexes after the entrepreneurial process (discover or create opportunities, collect resources and exploit opportunities) the analyses also showed positive correspondence between some sub-indexes and employment growth for the rural municipalities, indicating that EG is not solely a phenomenon connected to growth in urban, growing municipalities. In sum, the article indicates several avenues through which entrepreneurial governance at local level might be linked to local growth.

    • Purpose - The purpose of this paper is to test the effectiveness of collaborative dialogue to support small business development in small communities. Design/methodology/approach - The paper employs a case study involving collaboration using both an interpersonal network structure and an inter-organizational project structure. Findings - the paper finds that collaboration mobilizes local resources to fill structural and relational gaps in the local institutional environment for SMEs. Research limitations/ implications - The research agenda for collaborative planning should include studying institutional factors that can hinder some actors such as small businesses from participating. Originality/value - The paper provides practical experience of banks as community development actors, and identifies a potential conflict in normative collaboration theory between inclusiveness/diversity and a "higher level" institutional focus.
