- Smart cities promise to generate economic, social and environmental value through the seamless connection of urban services and infrastructure by digital technologies. However, there is scant evidence of how these activities can enhance social well-being and contribute to just and equitable communities. Smart and Sustainable Cities? Pipedreams, Practicalities and Possibilities provides one of the first examinations of how smart cities relate to environmental and social issues. It addresses the gap between the ambitious visions of smart cities and the actual practices on the ground by focusing on the social and environmental dimensions of real smart city initiatives as well as the possibilities that they hold for creating more equitable and progressive cities. Through detailed analyses of case studies in the United States, Australia, the United Kingdom, Japan, Germany, India, and China, the contributors describe the various ways that social and environmental issues are interpreted and integrated into smart city initiatives and actions. The findings point towards the need for more intentional engagement and collaboration with all urban stakeholders in the design, development and maintenance of smart cities to ensure that everyone benefits from the increasingly digitalised urban environments of the twenty-first century.

- Smart cities promise to generate economic, social and environmental value through the seamless connection of urban services and infrastructure by digital technologies (Hollands 2008, Viitanen and Kingston 2014), but there is scant evidence concerning their ability to enhance social well-being, build just and equitable communities, reduce resource consumption and waste generation, improve environmental quality or lower carbon emissions (Cavada et al. 2015). This special issue addresses the gap between the pipedream and the practice of smart cities, focusing on the social and environmental dimensions of real smart city initiatives, and the possibilities that they hold for creating more equitable and progressive cities. We argue that social equity and environmental sustainability are neither a-priori absent nor de-facto present in technological designs of smart city initiatives, but have to be made, nurtured and maintained as they materialise in particular places. This is the ‘possibility’ alluded to in our title, and where the focus of the Special Issue on the gap between the pipedreams and practicalities of smart cities leads. In this introduction we unpack this argument in greater detail and situate our six contributions within it.

Mission-Oriented Innovation Districts : Towards challenge-led, place-based urban innovation

- In recent years, there has been rapidly growing interest in Innovation Districts (ID) in urban policy and practice. IDs are touted as catalysts for innovation and economic development involving a wide range of stakeholders often in under-performing neighbourhoods or precincts. Despite the appeal, critique is forming around their linear understanding of innovation, the narrow focus of economic goals and lack of directionality in addressing grand societal challenges. This paper proposes the concept of Mission-Oriented Innovation Districts (MOID). MOID are thought to help design, shape and drive transformative change from a place-based perspective. Methodologically, this paper conceptually reviews antecedents of and draws on a structured search and scoping review of the two popular but disjointed literatures on ID and Mission-Oriented Innovation (MOI). Drawing on an analysis of 99 journal articles, this paper seeks to provide a better understanding about differences and common grounds of the two strands of literature. Five analytical categories are developed and applied to assess and interpret insights from existing publications: (1) understandings, definitions, and objectives; (2) theoretical-conceptual underpinnings; (3) analytical and methodological approaches; (4) evaluation; and (5) governance. We find that there is ample opportunity for cross-fertilization of insights across these two literatures. Based on this in-depth analysis, the contours of a new concept of MOID are outlined through a formal definition of MOID and insights from the analysis are translated into future research questions to inform a transformative agenda for innovation policy.

- Non-Technical SummaryThis article takes stock of the 2030 Agenda and focuses on five governance areas. In a nutshell, we see a quite patchy and often primarily symbolic uptake of the global goals. Although some studies highlight individual success stories of actors and institutions to implement the goals, it remains unclear how such cases can be upscaled and develop a broader political impact to accelerate the global endeavor to achieve sustainable development. We hence raise concerns about the overall effectiveness of governance by goal-setting and raise the question of how we can make this mode of governance more effective.Technical SummaryA recent meta-analysis on the political impact of the Sustainable Development Goals (SDGs) has shown that these global goals are moving political processes forward only incrementally, with much variation across countries, sectors, and governance levels. Consequently, the realization of the 2030 Agenda for Sustainable Development remains uncertain. Against this backdrop, this article explores where and how incremental political changes are taking place due to the SDGs, and under what conditions these developments can bolster sustainability transformations up to 2030 and beyond. Our scoping review builds upon an online expert survey directed at the scholarly community of the 'Earth System Governance Project' and structured dialogues within the 'Taskforce on the SDGs' under this project. We identified five governance areas where some effects of the SDGs have been observable: (1) global governance, (2) national policy integration, (3) subnational initiatives, (4) private governance, and (5) education and learning for sustainable development. An agenda for sustainability transitions research: State of the art and future directions

- Research on sustainability transitions has expanded rapidly in the last ten years, diversified in terms of topics and geographical applications, and deepened with respect to theories and methods. This article provides an extensive review and an updated research agenda for the field, classified into nine main themes: understanding transitions; power, agency and politics; governing transitions; civil society, culture and social movements; businesses and industries; transitions in practice and everyday life; geography of transitions; ethical aspects; and methodologies. The review shows that the scope of sustainability transitions research has broadened and connections to established disciplines have grown stronger. At the same time, we see that the grand challenges related to sustainability remain unsolved, calling for continued efforts and an acceleration of ongoing transitions. Transition studies can play a key role in this regard by creating new perspectives, approaches and understanding and helping to move society in the direction of sustainability.
