    • Alarming plastic production growth worldwide reinforces the public debate about the prevailing environmental crisis, whereby single-use-plastic (SUP) items are considered as by far the most harmful to the environment and public health. Accordingly, European environmental policy aims at eliminating SUP. Recently, we presented a model of plastic governance that derives from a circular economy approach identifying and taking into consideration perspectives of different actors in the plastic governance, such as producers, wholesalers, shop keepers, consumers, citizen scientists, and academia. Our results illustrate that the vast majority of stakeholders cared for the natural environment and understood the need to phase out SUP from the global economy. We proposed that a knowledge brokerage, undertaken by scientists via means of citizen science, as the most effective method to implement elimination policy, as it provides stakeholders with knowledge on why and how to handle SUP issues. However, at the time of the global COVID-19 pandemic, a plastic governance model required a re-assessment. The perceived role of SUP has changed, as it reflects the health emergency. Namely, due to the health safety reasons stakeholders and consumers are requesting even more SUP than previously. Following up on our data gathered prior to the pandemic, we suggest that under the new circumstances health concerns outweigh the environmental concerns being determined by a shift in the value hierarchization. The paper discusses preliminary results.

  • A critical assessment of a protected area conflict analysis based on secondary data in the age of datafication

    • Recently, a global trend towards a broader use of secondary data in social sciences has been reinforced by the COVID-19 pandemic. This evoked doubts about the validity of the results unless restrictive assessment procedures are implemented. To address this need in the field of protected area (PA) conflict analysis, we propose a three-fold approach (theory-, method-, and cross-scale simulation-driven) to assess the usefulness of the utilized state register dataset and the indicator analysis methodology for the multi-level recognition of PA conflict determinants. With the ultimate aim to inform case study selection, we processed 187 relevant indicators from the official Statistics Poland register for a Lesser Poland region. We distinguished five types of PA conflict determinants in Lesser Poland ('urbanity', 'agriculture', 'tourism', 'small-scale entrepreneurship', and 'sprawl') and respective groups of 15 clusters comprising local-level units. For one cluster, we juxtaposed the obtained results with secondary data from another source (Internet content) and for a specific PA (Tatra National Park). Although the reported conflict issues corresponded to the indicator-derived descriptors of the cluster, in the theory-driven phase of the assessment, the state register failed to address the key prerequisites of PA conflicts. We have demonstrated that, in crisis conditions such as COVID-19, the proposed method can serve as a proxy for a multi-level recognition of PA conflict potentials, provided that it synthesises the results of different methodological approaches, followed by in-person interviews in the selected case studies.

  • Effects of connection to nature on residents’ perceptions of conservation policy justice of Natura 2000

    • We examined the effects of human connection to nature on residents’ concerns about justice in conservation policies of Natura 2000. Expansion of Natura 2000 conservation network has resulted in local communities having to consider Natura 2000 in their development plans, and justice concerns have been strong in some communities near Natura 2000 sites. We conceptualized Natura 2000 justice within a framework composed of 3 domains of conservation justice: distribution, recognition, and representation. To examine the effect of nature connection on perceived justice of Natura 2000, we conducted a door-to-door survey of rural resident (80.09% response rate) in 3 municipalities of Pomerania in Poland. The effect of connection to nature on perceived distribution of Natura 2000 benefits was positive (b = 0.187, t = 7.057, p < 0.001); perceived communication about Natura 2000 was positive (b = 0.089, t = 2.940 p < 0.01); perception of limitations was positive (b = 0.078, t = 2.416, p < 0.01); perceived recognition was positive (b = 0.117, t = 3.367, p < 0.001); and perceived representation was positive (b = 0.123, t = 5.015, p < 0.001). Our results suggest local residents’ bonds with nature matter and they should be considered when new conservation approaches, such as Natura 2000, are introduced.

  • Environmental justice in Natura 2000 conservation conflicts : The case for resident empowerment

    • Literature concerned with Natura 2000 highlights that conflicts emerged when local communities felt the implementation of the policy was unfair. In the paper, we extend those arguments and say that the contested nature of Natura 2000 conflicts is best understood through a framework of environmental justice that embraces the importance of empowering residents and communities in Natura 2000 processes. We draw from Nancy Fraser's critical approach that organizes justice issues within distribution, recognition and representation domains simultaneously. It enables us to look at the Natura 2000 conservation conflicts from a critical standpoint of local communities. With it, we conceptualize the role of resident empowerment to compliment examinations of environmental policy conflicts. To re-construct the case of Natura 2000 conservation conflicts through the lens of pluralistic environmental justice perspective, we revisit processes in which a sense of (in)justice about Natura 2000 policy nourished conservation conflicts in Poland.

    • Largescale nature conservation programs such as European ecological network Natura 2000 tend to fuel local conservation conflicts due to perceived unbalance between costs and benefits, lack of recognition and representation of residents in the decision-making process concerning policy implementation and management. This study considers Fraser's critical model of political justice to understand how residents construct N2000 justice and discuss the potential implications for the political framing of N2000 conflicts. The novelty of this approach lies in that it embraces various components within the three justice domains: distribution, recognition, representation, to shed light on N2000 conflicts and highligh justice as a way to legitimize N2000 policy.

    • Sustainable nature-based tourism was brought to the public's attention as a solution to the problem of economic diversification in Central and Eastern European (CEE) communities included in European Ecological Network – N2000. However, Natura 2000 tourism development has not yet proven to be an effective way to boost local economies and the notion of sustainable tourism based on Natura 2000 resources has been challenged by residents of the CEE communities. The study goal was to explore issues concerning Natura 2000 tourism from the perspective of local residents within three municipalities of Małopolska in Poland to determine if Natura 2000 is perceived by local residents as a valuable tourism asset. We employed a mix-mode methodology: an in-depth interview and public participation GIS mapping task. The study results highlight several areas of concern regarding resident perspectives of Natura 2000-based tourism: first, the misconception that residents need and want nature-based tourism when other economic activities provide sufficient income; second, the misconception that Natura 2000 is considered a valuable asset when other tourism attractions in a municipality attract more visitors; third, the residents misconception of nature-based tourism itself; and last but not least the importance of engaging with residents when assessing the potential for Natura 2000 tourism. These findings can assist policy-makers and tourism managers with prioritizing avenues for further action.
