    • Religion is one of the most commonly cited explanations for cross-country variation in institutional quality. In particular, Protestantism, and the cultural values that follow from its doctrine, has been identified as particularly beneficial. Nevertheless, micro-level studies provide little evidence for religion producing norms and values conducive to good institutions. We propose an alternate explanation for the observed macro-level variation: historical systems for local religious financing, contrasting the medieval parish system in Northwestern Europe, where members collectively paid for and administrated religious services as public goods, with the Ottoman Empire, where such goods were normally provided through endowments from private individuals and tax collection was comparatively privatized. We argue that a legacy of collective financing and accountability in the former region created a virtuous cycle of high state capacity and low corruption, reverberating to this day as good institutions.

    • Generalized trust has become a prominent concept at the nexus of several disciplines, and the wide differences in trust between different societies continue to puzzle the social sciences. In this study, we explore the effects of micro and macro level factors in explaining an individual's propensity to ‘trust others'. We hypothesize that higher levels of education will lead to higher social trust in individuals, given that the context (country or regions within countries) in which they reside has a sufficiently impartial and non-corrupt institutional setting. However, the positive effect of education on trust among individuals is expected to be negligible in contexts with greater levels of corruption and favoritism toward certain people are more inclined to view the system as ‘rigged' as they become more educated. This multi-level interaction effect is tested using original survey data of 85,000 individuals in 24 European countries. Using hierarchical modelling, we find strong support for our hypothesis. This effect is robust to a number of specifications, and even holds for regional variation of institutional quality (QoG) within countries – with the strongest effects being higher education – yet the country effects of QoG are strongest.

    • This article argues that bureaucratic capacity - the competence and reliability of the national bureaucracy - matters to the allocation of public spending among welfare state programmes since it is difficult for governments to justify high levels of spending on programmes that require bureaucrats to make case-by-case decisions, on a discretionary basis, if the bureaucracy is incompetent, corrupt or both. We expect bureaucratic capacity to have a positive effect on programmes that involve bureaucratic discretion, but weak or no effects on programmes that are more straightforward to implement. In order to test these hypotheses, we analyse public spending on active labour market programmes (which involve a lot of discretion) and parental leave benefits (which involve less discretion). Relying on data for twenty advanced democracies from the mid-1980s to the mid-2000s, we find that high bureaucratic capacity does have a positive effect on active labour market policy spending, but not on parental leave benefits.
