    • This article compares and analyzes voter turnout in the 2013 elections to the Sami parliaments in Norway and Sweden, using data from voter surveys. Is voting in these elections motivated by the same factors that explain turnout in national parliamentary elections? First, the study showed that a common election day for national and Sami elections is an important reason for the higher turnout in Norway. Second, involvement in Sami society was the most important factor for explaining turnout in both countries. General political resources and motivation had some explanatory power in Norway, but not in Sweden. This possibly reflects a more far-reaching difference between Sami politics in Norway and Sweden. In Norway, the Sami electorate seems to be more politically integrated in the national polity, and the institutional ties between Sami and national politics are stronger. This may be explained in part by the historical legacy of each state's policy.

    • Med utgangspunkt i velgerundersøkelser og mediestudier spør vi blant annet: Hvem stemmer ved valg til Sametinget? Hvilke politiske skillelinjer finnes blant velgerne? Hva mener velgerne om Sametingets legitimitet? Og hvordan ser medienes rapportering av sametingsvalg ut?I begge land er sametingene de folkevalgte organene som skal ivareta samenes rett til selvbestemmelse. Likevel viser det seg at det er betydelige forskjeller mellom de to sametingene. Det gjelder ikke bare sametingenes lovgrunnlag, ressurser og institusjonelle utforming, men også velgernes atferd og holdninger.Utformingen av institusjonene, sammen med den politikken de to statene har ført overfor samene, har lagt grunnlaget for disse forskjellene. Det er dermed vanskelig å snakke om én nordisk modell for urfolks selvbestemmelse, verken på institusjonsnivå eller velgernivå.

    • In response to indigenous demands for self-determination, Norway and Sweden both established a Sámediggi (Sámi parliament) consisting of popularly elected Sámi representatives. The political systems of these two countries are generally regarded as similar, but there are considerable differences between the two Sámediggis. Their legal basis, authority and mandate, as well as their electoral system, seem to vary significantly between the countries; maybe even more important, so does their influence and autonomy within their respective political systems. In this article, the two Sámediggis are described and compared. How does their institutional design differ? Why did Norway and Sweden design their parliaments differently? And how have these institutions developed since their establishment?

    • Using Lipset and Rokkan's cleavage theory in an Indigenous context, the article compares political cleavages in internal Sami politics in Norway and Sweden. The authors discuss the historical legacies of each country's policies toward the Sami and subsequent development of party systems before using survey data to analyze cleavages within the Sami electorates. The analysis shows a prominent cleavage in Sami politics in Norway regarding the extent of Sami self-determination, whereas the main cleavage in Sweden can be found in the category-split between reindeer herders and other Sami created by state policy. Contemporary cleavages in Indigenous politics may, thus, be deeply rooted in nation-building processes.
