    • X-ray polarimetry, sometimes alone, and sometimes coupled to spectral and temporal variability measurements and to imaging, allows a wealth of physical phenomena in astrophysics to be studied. X-ray polarimetry investigates the acceleration process, for example, including those typical of magnetic reconnection in solar flares, but also emission in the strong magnetic fields of neutron stars and white dwarfs. It detects scattering in asymmetric structures such as accretion disks and columns, and in the so-called molecular torus and ionization cones. In addition, it allows fundamental physics in regimes of gravity and of magnetic field intensity not accessible to experiments on the Earth to be probed. Finally, models that describe fundamental interactions (e.g. quantum gravity and the extension of the Standard Model) can be tested. We describe in this paper the X-ray Imaging Polarimetry Explorer (XIPE), proposed in June 2012 to the first ESA call for a small mission with a launch in 2017. The proposal was, unfortunately, not selected. To be compliant with this schedule, we designed the payload mostly with existing items. The XIPE proposal takes advantage of the completed phase A of POLARIX for an ASI small mission program that was cancelled, but is different in many aspects: the detectors, the presence of a solar flare polarimeter and photometer and the use of a light platform derived by a mass production for a cluster of satellites. XIPE is composed of two out of the three existing JET-X telescopes with two Gas Pixel Detectors (GPD) filled with a He-DME mixture at their focus. Two additional GPDs filled with a 3-bar Ar-DME mixture always face the Sun to detect polarization from solar flares. The Minimum Detectable Polarization of a 1 mCrab source reaches 14 % in the 2-10 keV band in 10(5) s for pointed observations, and 0.6 % for an X10 class solar flare in the 15-35 keV energy band. The imaging capability is 24 arcsec Half Energy Width (HEW) in a Field of View of 14.7 arcmin x 14.7 arcmin. The spectral resolution is 20 % at 6 keV and the time resolution is 8 mu s. The imaging capabilities of the JET-X optics and of the GPD have been demonstrated by a recent calibration campaign at PANTER X-ray test facility of the Max-Planck-Institut fur extraterrestrische Physik (MPE, Germany). XIPE takes advantage of a low-earth equatorial orbit with Malindi as down-link station and of a Mission Operation Center (MOC) at INPE (Brazil). The data policy is organized with a Core Program that comprises three months of Science Verification Phase and 25 % of net observing time in the following 2 years. A competitive Guest Observer program covers the remaining 75 % of the net observing time.

  • Updated constraints and forecasts on primordial tensor modes

    • We present new, tight, constraints on the cosmological background of gravitational waves (GWs) using the latest measurements of CMB temperature and polarization anisotropies provided by the Planck, BICEP2 and Keck Array experiments. These constraints are further improved when the GW contribution N-eff(GW) to the effective number of relativistic degrees of freedom N-eff is also considered. Parametrizing the tensor spectrum as a power law with tensor-to-scalar ratio r, tilt n(t) and pivot 0.01 Mpc(-1), and assuming a minimum value of r = 0.001, we find r < 0.089, n(t) = 1.7(-2.0+)(2.1) (95% CL, no N-eff(Gw)) and r < 0.082, n(t) = -0.05(-0.87)(+0.58) (95% CL, with N-eff(GW)). When the recently released 95 GHz data from Keck Array are added to the analysis, the constraints on r are improved to r < 0.067 (95% CL, no N-eff(GW)), r < 0.061 (95% CL, with N-eff(GW)). We discuss the limits coming from direct detection experiments such as LIGO-Virgo, pulsar timing (European Pulsar Timing Array) and CMB spectral distortions (FIRAS). Finally, we show future constraints achievable from a COrE-like mission: if the tensor-to-scalar ratio is of order 10(-2) and the inflationary consistency relation n(t) = -r/8 holds, COrE will be able to constrain nt with an error of 0.16 at 95% CL. In the case that lensing B-modes can be subtracted to 10% of their power, a feasible goal for COrE, these limits will be improved to 0.11 at (95% CL).

  • Unraveling Latent Aspects of Urban Expansion : Desertification Risk Reveals More

    • Urban expansion results in socioeconomic transformations with relevant impacts for peri-urban soils, leading to environmental concerns about land degradation and increased desertification risk in ecologically fragile districts. Spatial planning can help achieve sustainable land-use patterns and identify alternative locations for settlements and infrastructure. However, it is sometimes unable to comprehend and manage complex processes in metropolitan developments, fueling unregulated and mainly dispersed urban expansion on land with less stringent building constraints. Using the Mediterranean cities of Barcelona and Rome as examples of intense urbanization and ecological fragility, the present study investigated whether land use planning in these cities is (directly or indirectly) oriented towards conservation of soil quality and mitigation of desertification risk. Empirical results obtained using composite, geo-referenced indices of soil quality (SQI) and sensitivity to land desertification (SDI), integrated with high-resolution land zoning maps, indicated that land devoted to natural and semi-natural uses has lower soil quality in both contexts. The highest values of SDI, indicating high sensitivity to desertification, were observed in fringe areas with medium-high population density and settlement expansion. These findings reveal processes of land take involving buildable soils, sometimes of high quality, and surrounding landscapes in both cities. Overall, the results in this study can help inform land use planers and policymakers for conservation of high-quality soils, especially under weak (or partial) regulatory constraints.

  • Current Wildland Fire Patterns and Challenges in Europe : A Synthesis of National Perspectives

    • Changes in climate, land use, and land management impact the occurrence and severity of wildland fires in many parts of the world. This is particularly evident in Europe, where ongoing changes in land use have strongly modified fire patterns over the last decades. Although satellite data by the European Forest Fire Information System provide large-scale wildland fire statistics across European countries, there is still a crucial need to collect and summarize in-depth local analysis and understanding of the wildland fire condition and associated challenges across Europe. This article aims to provide a general overview of the current wildland fire patterns and challenges as perceived by national representatives, supplemented by national fire statistics (2009–2018) across Europe. For each of the 31 countries included, we present a perspective authored by scientists or practitioners from each respective country, representing a wide range of disciplines and cultural backgrounds. The authors were selected from members of the COST Action “Fire and the Earth System: Science & Society” funded by the European Commission with the aim to share knowledge and improve communication about wildland fire. Where relevant, a brief overview of key studies, particular wildland fire challenges a country is facing, and an overview of notable recent fire events are also presented. Key perceived challenges included (1) the lack of consistent and detailed records for wildland fire events, within and across countries, (2) an increase in wildland fires that pose a risk to properties and human life due to high population densities and sprawl into forested regions, and (3) the view that, irrespective of changes in management, climate change is likely to increase the frequency and impact of wildland fires in the coming decades. Addressing challenge (1) will not only be valuable in advancing national and pan-European wildland fire management strategies, but also in evaluating perceptions (2) and (3) against more robust quantitative evidence.

  • Long-Term Urbanization Dynamics and the Evolution of Green/Blue Areas in Eastern Europe : Insights from Romania

    • Urbanization is a dynamic process performed at the expense of natural and/or semi-natural areas, with direct impacts on the ecosystem services provided to human society. The increasing population density in urban areas and the associated demand for housing and public services have led to progressive changes in the structure, architecture, and design of urban areas. The present study analyzes long-term urban development in Western Romania, focusing on green/blue areas' strategies in Timisoara over centuries. The empirical results of a literature review carried out with a historical perspective have delineated the time periods that favored urban green development (1716-1918 and 1918-1940) and those restricting their development (1940-2000), as well as the factors that influenced long-term urbanization dynamics and the evolution of green/blue areas. These factors can be generalized to other socioeconomic contexts in Eastern Europe. Characteristic issues of this geographical area impacting the evolution of urban green/blue areas include (i) common historical aspects (e.g., the influence of geo-political and strategic dimensions, the dominations of former great empires such as the Turkish empire and the communist period) and (ii) population migration after 1990.
