  • Four ways blue foods can help achieve food system ambitions across nations

    • Blue foods, sourced in aquatic environments, are important for the economies, livelihoods, nutritional security and cultures of people in many nations. They are often nutrient rich1, generate lower emissions and impacts on land and water than many terrestrial meats2, and contribute to the health3, wellbeing and livelihoods of many rural communities4. The Blue Food Assessment recently evaluated nutritional, environmental, economic and justice dimensions of blue foods globally. Here we integrate these findings and translate them into four policy objectives to help realize the contributions that blue foods can make to national food systems around the world: ensuring supplies of critical nutrients, providing healthy alternatives to terrestrial meat, reducing dietary environmental footprints and safeguarding blue food contributions to nutrition, just economies and livelihoods under a changing climate. To account for how context-specific environmental, socio-economic and cultural aspects affect this contribution, we assess the relevance of each policy objective for individual countries, and examine associated co-benefits and trade-offs at national and international scales. We find that in many African and South American nations, facilitating consumption of culturally relevant blue food, especially among nutritionally vulnerable population segments, could address vitamin B12 and omega-3 deficiencies. Meanwhile, in many global North nations, cardiovascular disease rates and large greenhouse gas footprints from ruminant meat intake could be lowered through moderate consumption of seafood with low environmental impact. The analytical framework we provide also identifies countries with high future risk, for whom climate adaptation of blue food systems will be particularly important. Overall the framework helps decision makers to assess the blue food policy objectives most relevant to their geographies, and to compare and contrast the benefits and trade-offs associated with pursuing these objectives.

    • In recent decades, many marine populations have experienced major declines in abundance, but we still know little about where management interventions may help protect the highest levels of marine biodiversity. We used modeled spatial distribution data for nearly 12,500 species to quantify global patterns of species richness and two measures of endemism. By combining these data with spatial information on cumulative human impacts, we identified priority areas where marine biodiversity is most and least impacted by human activities, both within Exclusive Economic Zones (EEZs) and Areas Beyond National Jurisdiction (ABNJ). Our analyses highlighted places that are both accepted priorities for marine conservation like the Coral Triangle, as well as less well-known locations in the southwest Indian Ocean, western Pacific Ocean, Arctic and Antarctic Oceans, and within semi-enclosed seas like the Mediterranean and Baltic Seas. Within highly impacted priority areas, climate and fishing were the biggest stressors. Although new priorities may arise as we continue to improve marine species range datasets, results from this work are an essential first step in guiding limited resources to regions where investment could best sustain marine biodiversity.

  • The vital roles of blue foods in the global food system

    • Blue foods play a central role in food and nutrition security for billions of people and are a cornerstone of the livelihoods, economies, and cultures of many coastal and riparian communities. Blue foods are extraordinarily diverse, are often rich in essential micronutrients and fatty acids, and can often be produced in ways that are more environmentally sustainable than terrestrial animal-source foods. Capture fisheries constitute the largest wild-food resource for human extraction that would be challenging to replace. Yet, despite their unique value, blue foods have often been left out of food system analyses, policies, and investments. Here, we focus on three imperatives for realizing the potential of blue foods: (1) Bring blue foods into the heart of food system decision-making; (2) Protect and develop the potential of blue foods to help end malnutrition; and (3) Support the central role of small-scale actors in fisheries and aquaculture. Recognition of the importance of blue foods for food and nutrition security constitutes a critical justification to preserve the integrity and diversity of aquatic species and ecosystems.

  • Evolving Perspectives of Stewardship in the Seafood Industry

    • Humanity has never benefited more from the ocean as a source of food, livelihoods, and well-being, yet on a global scale this has been accompanied by trajectories of degradation and persistent inequity. Awareness of this has spurred policymakers to develop an expanding network of ocean governance instruments, catalyzed civil society pressure on the public and private sector, and motivated engagement by the general public as consumers and constituents. Among local communities, diverse examples of stewardship have rested on the foundation of care, knowledge and agency. But does an analog for stewardship exist in the context of globally active multinational corporations? Here, we consider the seafood industry and its efforts to navigate this new reality through private governance. We examine paradigmatic events in the history of the sustainable seafood movement, from seafood boycotts in the 1970s through to the emergence of certification measures, benchmarks, and diverse voluntary environmental programs. We note four dimensions of stewardship in which efforts by actors within the seafood industry have aligned with theoretical concepts of stewardship, which we describe as (1) moving beyond compliance, (2) taking a systems perspective, (3) living with uncertainty, and (4) understanding humans as embedded elements of the biosphere. In conclusion, we identify emerging stewardship challenges for the seafood industry and suggest the urgent need to embrace a broader notion of ocean stewardship that extends beyond seafood.

  • Vulnerability of blue foods to human-induced environmental change

    • Global aquatic foods are a key source of nutrition, but how their production is influenced by anthropogenic environmental changes is not well known. The vulnerability of global blue food systems to main environmental stressors and the related spatial impacts across blue food nations are now quantified. Global aquatic or 'blue' foods, essential to over 3.2 billion people, face challenges of maintaining supply in a changing environment while adhering to safety and sustainability standards. Despite the growing concerns over their environmental impacts, limited attention has been paid to how blue food production is influenced by anthropogenic environmental changes. Here we assess the vulnerability of global blue food systems to predominant environmental disturbances and predict the spatial impacts. Over 90% of global blue food production faces substantial risks from environmental change, with the major producers in Asia and the United States facing the greatest threats. Capture fisheries generally demonstrate higher vulnerability than aquaculture in marine environments, while the opposite is true in freshwater environments. While threats to production quantity are widespread across marine and inland systems, food safety risks are concentrated within a few countries. Identifying and supporting mitigation and adaptation measures in response to environmental stressors is particularly important in developing countries in Asia, Latin America and Africa where risks are high and national response capacities are low. These findings lay groundwork for future work to map environmental threats and opportunities, aiding strategic planning and policy development for resilient and sustainable blue food production under changing conditions.

  • Sharing the seas : a review and analysis of ocean sector interactions

    • Ocean activities are rapidly expanding as Blue Economy discussions gain traction, creating new potential synergies and conflicts between sectors. To better manage ocean sectors and their development, we need to understand how they interact and the respective outcomes of these interactions. To provide a first comprehensive picture of the situation, we review 3187 articles to map and analyze interactions between economically important ocean sectors and find 93 unique direct and 61 indirect interactions, often mediated via the ocean ecosystem. Analysis of interaction outcomes reveals that some sectors coexist synergistically (e.g. renewable energy, tourism), but many interactions are antagonistic, and negative effects on other sectors are often incurred via degradation of marine ecosystems. The analysis also shows that ocean ecosystems are fundamental for supporting many ocean sectors, yet 13 out of 14 ocean sectors have interactions resulting in unidirectional negative ecosystem impact. Fishing, drilling, and shipping are hubs in the network of ocean sector interactions, and are involved in many of the antagonistic interactions. Antagonistic interactions signal trade-offs between sectors. Qualitative analysis of the literature shows that these tradeoffs relate to the cumulative nature of many ecosystem impacts incurred by some sectors, and the differential power of ocean sectors to exert their rights or demands in the development of the ocean domain. There are also often time lags in how impacts manifest. The ocean governance landscape is not currently well-equipped to deal with the full range of trade-offs, and opportunities, likely to arise in the pursuit of a Blue Economy in a rapidly changing ocean context. Based on our analysis, we therefore propose a set principles that can begin to guide strategic decision-making, by identifying both tradeoffs and opportunities for sustainable and equitable development of ocean sectors.

    • This Perspective uses a social-ecological systems framework to make recommendations for global targets that capture the interdependencies of biodiversity, ecosystem services and sustainable development to inform the Convention on Biological Diversity post-2020 process and the future of the UN's Sustainable Development Goals. We are approaching a reckoning point in 2020 for global targets that better articulate the interconnections between biodiversity, ecosystem services and sustainable development. The Convention on Biological Diversity's (CBD's) post-2020 global biodiversity framework and targets will be developed as we enter the last decade to meet the Sustainable Development Goals (SDGs) and targets. Despite recent findings of unprecedented declines in biodiversity and ecosystem services and their negative impacts on SDGs, these declines remain largely unaccounted for in the SDG's upcoming 'decade of action'. We use a social-ecological systems framework to develop four recommendations for targets that capture the interdependencies between biodiversity, ecosystem services and sustainable development. These recommendations, which are primarily aimed at the CBD post-2020 process, include moving from separate social and ecological targets to social-ecological targets that: account for (1) the support system role of biodiversity and (2) ecosystem services in sustainable development. We further propose target advances that (3) capture social-ecological feedbacks reinforcing unsustainable outcomes, and (4) reveal indirect feedbacks hidden by current target systems. By making these social-ecological interdependencies explicit, it is possible to create coherent systems of global targets that account for the complex role of biodiversity and ecosystem services in sustainable development.

  • A typology of fisheries management tools : Using experience to catalyse greater success

    • Fisheries provide nutrition and livelihoods for coastal populations, but many fisheries are fully or over-exploited and we lack an approach for analysing which factors affect management tool performance. We conducted a literature review of 390 studies to assess how fisheries characteristics affected management tool performance across both small-scale and large-scale fisheries. We defined success as increased or maintained abundance or biomass, reductions in fishing mortality or improvements in population status. Because the literature only covered a narrow set of biological factors, we also conducted an expert elicitation to create a typology of broader fishery characteristics, enabling conditions and design considerations that affect performance. The literature suggested that the most commonly used management tool in a region was often the most successful, although the scale of success varied. Management tools were more often deemed successful when used in combination, particularly pairings of tools that controlled fishing mortality or effort with spatial management. Examples of successful combinations were the use of catch limits with quotas and limited entry, and marine protected areas with effort restrictions. The most common factors associated with inadequate biological performance were 'structural' issues, including poor design or implementation. The expert-derived typologies revealed strong local leadership, high community involvement and governance capacity as common factors of success across management tool categories (i.e. input, output and technical measures), but the degree of importance varied. Our results are designed to inform selection of appropriate management tools based on empirical data and experience to increase the likelihood of successful fisheries management.

  • Revealing global risks of labor abuse and illegal, unreported, and unregulated fishing

    • Labor abuse on fishing vessels and illegal, unreported and unregulated (IUU) fishing violate human rights, jeopardize food security, and deprive governments of revenues. We applied a multi-method approach, combining new empirical data with satellite information on fishing activities and vessel characteristics to map risks of labor abuse and IUU fishing, understand their relationships, and identify major drivers. Port risks were globally pervasive and often coupled, with 57% of assessed ports associated with labor abuse or IUU fishing. For trips ending in assessed ports, 82% were linked to labor abuse or IUU fishing risks. At-sea risk areas were primarily driven by fishing vessel flags linked to poor control of corruption by the flag state, high ownership by countries other than the flag state, and Chinese-flagged vessels. Transshipment risk areas were related to the gear type of fishing vessels engaged in potential transshipment and carrier vessel flags. Measures at port offer promise for mitigating risks, through the Port State Measures Agreement for IUU fishing, and ensuring sufficient vessel time at port to detect and respond to labor abuse. Our results highlight the need for coordinated action across actors to avoid risk displacement and make progress towards eliminating these socially, environmentally and economically unsustainable practices.

  • Exploring the future of fishery conflict through narrative scenarios

    • Recent studies suggest that the pervasive impacts on global fishery resources caused by stressors such as overfishing and climate change could dramatically increase the likelihood of fishery conflict. However, existing projections do not consider wider economic, social, or political trends when assessing the likelihood of, and influences on, future conflict trajectories. In this paper, we build four future fishery conflict scenarios by considering multiple fishery conflict drivers derived from an expert workshop, a longitudinal database of international fishery conflict, secondary data on conflict driver trends, and regional expert reviews. The scenarios take place between the years 2030 and 2060 in the North-East Atlantic (scramble for the Atlantic''), the East China Sea (the remodeled empire''), the coast of West Africa (oceanic decolonization''), and the Arctic (polar renaissance''). The scenarios explore the implications of ongoing trends in conflict-prone regions of the world and function as accessible, science-based communication tools that can help foster anticipatory governance capacity in the pursuit of future ocean security.
