- During the past decade, the states situated on the territory of the former Soviet Union and in Eastern Europe have made newspaper headlines around the world for topics on gender and sexuality: it seems that each step towards gender equality and inclusive sexual citizenship in the region has been accompanied by counter-actions on different scales. In what way is the present day of appropriate legislation and recent backlash connected to the legacies of regulations of gender relationships, intimacies, and sexualities under state socialism? What role do economic, political, and educational changes that took place in the region in the 1990s play in these developments? And finally, can we speak about certain similarities between discourses on sexuality and intimacy in the “West,” on the one hand, and in post-Soviet and East European countries, on the other? Reflecting on current changes in post-socialist societies, the authors of this special issue give their own answers to these questions.

- Against the backdrop of the conflict with Russia and growing approximation with the European Union (EU), the LGBTI movement in Ukraine seemed to have achieved some of its political goals, such as introducing changes in legislation and holding peaceful equality marches in Kyiv. At the same time, the last decade has seen a growing number of homophobic attacks by right-wing groups across the country, while sociological surveys have shown an increased level of homophobic attitudes. The article questions the factors that caused the mentioned outcomes and examines the role that the EU, Russia, and national stakeholders played in these transformations.

- LGBTI Politics and Value Change in Ukraine and Turkey focuses on the impact of European Union promotion of LGBTI rights in Turkey and Ukraine, offering a re-evaluation of the mechanisms used by the EU and the domestic and external conditions that result in different outcomes. With the protection of LGBTI rights becoming one of the core principles of the EU, the last two decades have seen a consistently growing commitment of the Union to defending the human rights of LGBTI people, not only in its member states but also internationally. Drawing on rich empirical data, this work uses the cases of Turkey, a candidate state, and Ukraine, a state in the European Neighbourhood, to evaluate the ability of the EU to promote tolerance and diversity in countries where the population has not experienced a radical shift of attitudes toward LGBTI people. Examining the export of ‘European values’, politics of LGBTI rights in the enlarged European Union, the development of LGBTI rights in Turkey and the transformation of its political system, competing normative powers and LGBTI rights in Ukraine, Maryna Shevtsova traces the ‘Europeanization’ of rights beyond Europe. This book will be of interest to researchers in LGBTI Studies, Eastern European Politics, the European Union and Gender Studies.
