  • Climate change adaptation processes : Regional and sectoral stakeholder perspectives

    • This thesis analyses how societal adaptation processes in public and private sectors at the regional to local level in Sweden are enacted. The thesis pays particular attention to critical factors that constrain or enable adaptation by focussing on: who are the stakeholders, how do different stakeholders perceive their capacity to adapt, and the role of stakeholder interaction in facilitating adaptation processes A combination of two analytical perspectives is used where one is based on key concepts within adaptation literature, and the other draws on boundary crossing and transdisciplinary knowledge production (stakeholders, adaptive capacity, and science-based stakeholder dialogues). The study is conducted within the scope of two overall case studies of local adaptation processes within an urban region, and a land-use based sector, the private forestry sector. The cases are setting the scene for the collection of empirical material which is achieved through qualitative methods, primarily focus groups discussions with local and regional, public and private stakeholders with an interest in, and responsibility for adaptation. The focus groups meetings are organized as a series of meetings to which different participatory techniques are applied. The study also builds on a comprehensive stakeholder mapping. First, the results suggest a systematic method for identifying stakeholders in adaptation research, policy, and planning applicable in both sectors and regions that combines top-down knowledge with experience and knowledge based on bottom-up processes. Second, the analysis of perceived adaptive capacities reveal several facilitating and constraining factors that relates both to the characteristics of climate risks, experience of climate variability and extreme weather events, and responsibility- and decision-making structures. Third, the analysis of the interaction between local experts and scientists show that there is potential for the boundary spanning function of science-based stakeholder dialogues in facilitating adaptation through stimulating questions and sharing different knowledge bases and experiences among the participants. However further attention needs to be taken to the institutional environment and the role of so called anchoring devices that help local experts to contextualise, discus and thus anchor scientific knowledge in their own decision-making context. In conclusion, there are both commonalities between adaptation processes in the two case studies and some marked differences, e.g., regarding the concept of adaptation, what type of adaptation actions that are identified, the perceived opportunities for adaptation and degree of complexity.

    • To improve decisions and awareness considering climate change it is argued that stakeholder interaction and dialogue is essential. Engaging stakeholders in research on adaptation thus requires analysis of stakeholder landscape and identification of relevant actors at different levels in society. The term 'stakeholder' is broad and researchers and practitioners might have both interrelated and contrasting views on who is at stake, the need for adaptation and climate risks. The aim of this paper is to analyse the stakeholder landscape in a Swedish region, as part of increasing the understanding of the adaptation process. The stakeholder analysis has been initiated by the research teams through stakeholder mapping and complemented by local and regional actors' notions of who is, or should be, involved and active stakeholders in adaptation to climate change. The results indicate the importance of careful stakeholder analysis for sustainable adaptation. The actors' expert knowledge of the regions deepens the picture, show important links and gaps between different actors and illuminate unclear relationships and responsibilities as well as identify those actors who have important roles to play.

    • It is now widely recognized that stakeholder interaction and dialogue is essential to improve decisions about and awareness of climate change. The term ‘stakeholder’ is broad and researchers and practitioners may have interrelated and contrasting views on who is a stakeholder or who is (or should be) responsible for adaptation to climate change. To engage stakeholders in research or other projects on adaptation thus requires a careful mapping of the stakeholder landscape and identification of relevant actors at different levels. Through a case study approach, based on studies of two Swedish urban regions, Stockholm and Gothenburg, this paper proposes a systematic method to analyse and identify roles and responsibilities in the stakeholder landscape. The initial mapping exercise was complemented by participatory studies of local and regional stakeholders’ perceptions of who is, or should be, involved in adaptation and their significance for climate change adaptation in the respective regions. The results indicate the value of careful stakeholder analysis for sustainable, effective, planned adaptation that is flexible, but also systematic enough to fulfil practical and scientific requirements for the study and advancement of ongoing adaptation processes and implementation.

  • Stakeholder perceptions of adaptation space : The relevance of directexperience and perceived ability to adapt to climate change in Sweden

    • This paper analyses perceptions of adaptation space in Swedish forestry and the potential for developing and implementing climate adaptation processes. The empirical material of this study builds on participatory methods and focus group discussions with private forest owners and forest officials in two forest intensive regions in Sweden. This allowed for a qualitative analysis of the many aspects of adaptation processes, with adaptation space as the main analytical framework to understand the capacity for climate adaptation on levels other than the national average, departing from actor’s perceptions rather than statistics and indices. We discuss if and how exposure to extreme weather events and variability in the past, and the prospect of future climate change and extremes, translates into adaptation action, and examine the role of perceived ability to adapt to the multiple effects of climate change.

    •  Denna   rapport   redovisar   delar   av   resultat   och   analyser   från   Mistra-SWECIAs   arbete   i Stockholmsområdet.   Vår   förhoppning   är   att   den   är   av   intresse   för   de   som   arbetar   med anpassningsfrågor inför klimatförändringar på olika sätt i regionen och i andra delar av Sverige.SWECIA står för Swedish Research Programme on Climate, Impacts and Adaptation och finansieras av Stiftelsen  för  miljöstrategisk  forskning,  Mistra.  Forskningsprogrammet  studerar  klimat,  ekonomi, effekter och anpassning med gemensamma socio-ekonomiska förutsättningar, och med hänsyn till kopplingarna   som   finns   mellan   dessa   forskningsområden.   Forskarna   arbetar   vid   Stockholm Environment Institute  (SEI),  Linköpings  universitet, Lunds  universitet,  Stockholms  universitet  och SMHI.  I  Mistra-SWECIA  är  kommunikationen  mellan  forskare  och  avnämare  central  då  dialogen hjälper till att planera forskningen och bidrar dessutom till effektiv omsättning av resultaten. Första programfasen är fyra år (2008–2011). Denna rapport är en första sammanställning av delresultat från den fallstudie som påbörjades i Stockholms län 2008.Inledningsvis   diskuteras   delar   av   den   deltagandestudie   som   genomfördes   med   aktörer   i Stockholmsregionen under hösten 2008. Vi redogör översiktligt för hur deltagandeforskningen har genomförts och varför vi valt detta sätt att bedriva forskning; på vilket sätt socialt lärande bidrar till anpassningsarbetet;     vilka     intressenter     som     är     engagerade     direkt     eller     indirekt     i klimatanpassningsarbetet, och vilka faktorer vi har uppfattat som kritiska och viktiga för anpassning,. Rapporten  avslutas  med  att  presentera  resultat  från  Mistra-SWECIAs  forskning  inom  Lunds universitet  och  SMHI  angående  framtida  flöden  och  vattennivåer  i  Mälaren,  samt  beräknade klimatscenarier för Stockholmsregionen. Dessa har ockå använts som underlag för studien.Författarna är mycket tacksamma för deltagarnas kommentarer och engagemang i studien men eventuella felaktigheter eller missuppfattningar är helt och hållet författarnas egna. Delar av resultat som presenteras i denna rapport återfinns även i andra kommande publikationer som t ex Simonsson m fl. (kommande); André & Simonsson (2009); Simonsson & André (2009), och Nilsson & Gerger Swartling (2009).Information   om   resultat   och   aktiviteter   inom   Mistra-SWECIA   presenteras   fortlöpande   på www.mistra–swecia.se.

  • Lessons learned from successful value stream mapping (VSM)

    • To improve, it’s crucial to see! Vital characteristics of Lean are visualisation and transparency, i.e. allowing everyone to see all what occurs in production. A common tool for this purpose is Value Stream Mapping (VSM). Due to varying flows, performing a successful VSM in construction confers additional challenges. In this paper, lessons learned from successful VSM studies in construction are provided.Three VSM case studies were performed at different companies ranging from patio door manufacturing to kitchen cabinet assembly. Lessons learned can be structured into three phases; preparing the VSM (selecting “value stream leaders” and VSM team, clarifying values, etc.), performing the VSM (use of mapping tools, approximation of key indicators, waste identification, etc.), and following-up the VSM (Plan-Do-Check-Act, evaluating customer values, etc.).For the involved companies, the lessons learned imply the start of a “Lean journey” even though the involved companies found it difficult to relate VSM improvements to business strategies. Consequently, there are opportunities to further improve the application of VSM. However, it’s important to remember that VSM is about the straight-forward visualisation of flows and that these flows are made transparent for the whole organisation.

    • Den svenska säkerhets- och försvarspolitiken kom snabbt att förändras under 2014 efter att Ryssland först ockuperat och sedan annekterat Krimhalvön. Sveriges verklighetsbild förändrades på några få månader, från det att Sveriges statsminister på Folk och Försvarskonferensen i Sälen i januari 2014 sagt att det var svårt att kunna tänka sig att det fanns något avgörande militära hot mot något europeiskt land. För något mer än sju år sedan, den 10 december 2015, beslutade regeringen om en återupptagen totalförsvarsplanering.Det är inom ramen för denna planering, och den svenska förmågeökning som den syftar till, som våra tankar här riktar sig till. Vi är långt ifrån klara i Sverige. Vi har precis kommit igång. Stora tankar behöver tänkas. Effekt behöver levereras.Vår uppgift är att lista utmaningar och problem i Sveriges säkerhets- och försvarspolitik inom den pågående totalförsvarsreformen och identifiera utvecklingsbehov inom svensk policy och strategi. Vi ska utmana status quo, vara framåtlutade och argumentera för de reformer som vi anser behövs.Våra slutsatser återfinns inom tre kapitelDemokratin, rättsstaten och de grundläggande fri- och rättigheterna är Sveriges främsta skyddsvärden.Ett starkt totalförsvar utifrån helhet, enkelhet och effekt.En vassare förmåga.

  • The function of side events at the Conference of the Parties to The United Nations Framework Convention on Climate Change

    • Civil society involvement has grown to become an integral part of the UN negotiatingprocess. The side events at the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) are today the most visible componentof and the only formal avenue of civil society involvement in international climate negotiations. This study assesses the extent to which side events effectively: a) provide input to the negotiations and b) contribute to the construction of the climate regime. Through surveying organisers of and participants in side events as well as COP delegates, we have analysed i) who attends side events, ii) why they attend them, iii) why organisations arrange side events, and iv) the outcome of side events.We distributed a questionnaire to all organisers of side events at COP 13 and the participants in twenty of the 200 side events held in Bali in November 2007. In addition, we also surveyed a strategic sample of the 10,800 participants at COP 13, receiving a total of nearly 1,100 responses.This report concludes that the side events fulfil the broader official objective of benefitingCOP participants, as these events are rated of high value across all participant groups and geographical categories. Negotiators were by far the most important target audience of all categories of side events, followed by representatives of UN organisations and researchers. Organisers considered the G77 plus China to be the most important Party groupings to reachin all categories of side events.The average number of side event participants was 82. The attendance at mitigation side events was 42% higher than at adaptation events. However, more negotiators and governmentrepresentatives attended adaptation side events, whereas there was very little media andbusiness and even less NGO and researcher presence at adaptation compared with mitigationevents. If we up-scale the results of this survey, approximately 1,400 of the 3,500 Party participants attended side events.The study indicates high side event participation from countries with large economies,countries near the COP venue, and the host country. Three of eight side event participants were NGO representatives. About one quarter of the participantsconsisted of negotiators or government representatives. Each side event was attended by anaverage of seven negotiators, 14 government representatives, eight business representatives, seven UN/IGO representatives, and three media representatives.   • History of oral contraceptive use in breast cancer patients: impact on prognosis and endocrine treatment response.

    • The purpose was to study oral contraceptive (OC) use in relation to breast cancer events and endocrine treatment response in a prospective population-based cohort, because it is unclear whether history of OC use impacts on prognosis in breast cancer patients. Between 2002 and 2011, 994 primary breast cancer patients without preoperative treatment were enrolled in Lund, Sweden and followed until December 2012. History of OC use was obtained from preoperative questionnaires. Tumor characteristics, clinical data, and date of death were obtained from pathology reports, patient charts, and population registries. Among the 948 patients with invasive cancer and no metastasis detected on the post-operative screen, 74 % had ever used OCs. Patients were followed for up to nine years (median follow-up 3 years), and 100 breast cancer events were recorded. Ever OC use was not associated with prognosis, irrespective of duration. However, any OC use before age 20 was associated with a threefold increased risk for breast cancer events in patients <50 years but not in patients ≥50 years (P interaction = 0.009). In patients ≥50 years with estrogen receptor positive tumors, previous OC use at any age was associated with a significantly decreased risk of breast cancer events among patients who received aromatase inhibitors compared to patients who never used OCs (adjusted HR 0.37: 95 % CI 0.15-0.87). OC use was not associated with tamoxifen-response. If confirmed, history of OC use may yield valuable prognostic and treatment predictive information in addition to currently used criteria.
