    • Following the completion in May 2011 of the shutdown for the installation of the beryllium wall and the tungsten divertor, the first set of JET campaigns have addressed the investigation of the retention properties and the development of operational scenarios with the new plasma-facing materials. The large reduction in the carbon content (more than a factor ten) led to a much lower Z(eff) (1.2-1.4) during L- and H-mode plasmas, and radiation during the burn-through phase of the plasma initiation with the consequence that breakdown failures are almost absent. Gas balance experiments have shown that the fuel retention rate with the new wall is substantially reduced with respect to the C wall. The re-establishment of the baseline H-mode and hybrid scenarios compatible with the new wall has required an optimization of the control of metallic impurity sources and heat loads. Stable type-I ELMy H-mode regimes with H-98,H-y2 close to 1 and beta(N) similar to 1.6 have been achieved using gas injection. ELM frequency is a key factor for the control of the metallic impurity accumulation. Pedestal temperatures tend to be lower with the new wall, leading to reduced confinement, but nitrogen seeding restores high pedestal temperatures and confinement. Compared with the carbon wall, major disruptions with the new wall show a lower radiated power and a slower current quench. The higher heat loads on Be wall plasma-facing components due to lower radiation made the routine use of massive gas injection for disruption mitigation essential.

    • Since the last IAEA Conference JET has been in operation for one year with a programmatic focus on the qualification of ITER operating scenarios, the consolidation of ITER design choices and preparation for plasma operation with the ITER-like wall presently being installed in JET. Good progress has been achieved, including stationary ELMy H-mode operation at 4.5 MA. The high confinement hybrid scenario has been extended to high triangularity, lower ρ*and to pulse lengths comparable to the resistive time. The steady-state scenario has also been extended to lower ρ*and ν*and optimized to simultaneously achieve, under stationary conditions, ITER-like values of all other relevant normalized parameters. A dedicated helium campaign has allowed key aspects of plasma control and H-mode operation for the ITER non-activated phase to be evaluated. Effective sawtooth control by fast ions has been demonstrated with3He minority ICRH, a scenario with negligible minority current drive. Edge localized mode (ELM) control studies using external n = 1 and n = 2 perturbation fields have found a resonance effect in ELM frequency for specific q95values. Complete ELM suppression has, however, not been observed, even with an edge Chirikov parameter larger than 1. Pellet ELM pacing has been demonstrated and the minimum pellet size needed to trigger an ELM has been estimated. For both natural and mitigated ELMs a broadening of the divertor ELM-wetted area with increasing ELM size has been found. In disruption studies with massive gas injection up to 50% of the thermal energy could be radiated before, and 20% during, the thermal quench. Halo currents could be reduced by 60% and, using argon/deuterium and neon/deuterium gas mixtures, runaway electron generation could be avoided. Most objectives of the ITER-like ICRH antenna have been demonstrated; matching with closely packed straps, ELM resilience, scattering matrix arc detection and operation at high power density (6.2 MW m-2) and antenna strap voltages (42 kV). Coupling measurements are in very good agreement with TOPICA modelling. © 2011 IAEA, Vienna.

  • Non-coding variability at the APOE locus contributes to the Alzheimer's risk

    • Alzheimer’s disease (AD) is a leading cause of mortality in the elderly. While the coding change of APOE-ε4 is a key risk factor for late-onset AD and has been believed to be the only risk factor in the APOE locus, it does not fully explain the risk effect conferred by the locus. Here, we report the identification of AD causal variants in PVRL2 and APOC1 regions in proximity to APOE and define common risk haplotypes independent of APOE-ε4 coding change. These risk haplotypes are associated with changes of AD-related endophenotypes including cognitive performance, and altered expression of APOE and its nearby genes in the human brain and blood. High-throughput genome-wide chromosome conformation capture analysis further supports the roles of these risk haplotypes in modulating chromatin states and gene expression in the brain. Our findings provide compelling evidence for additional risk factors in the APOE locus that contribute to AD pathogenesis.

  • Elections and reform : The adoption of civil service systems in the US states

    • Most government bureaucracies in developed countries use civil service systems. What accounts for their adoption? We develop and test a model of bureaucratic reforms under repeated partisan competition. In the model, two political parties composed of overlapping generations of candidates compete for office. Under a spoils system, an incumbent politician can either continue to politicize the bureaucracy, which allows her to direct benefits to voters in a way that will increase her electoral prospects, or she can insulate the bureaucracy, which prevents all future winners from using the bureaucracy for electoral advantage. Our main result is that politicization persists when incumbents expect to win, and insulation takes place when they expect to lose. We test this hypothesis using data from the adoption of civil service reforms across the U.S. states.The predictions of the model are consistent with the empirical patterns leading up to the implementation of the general civil service reforms. Using both state and city level data, we observe an increase in partisan competition prior to the reforms.

  • A Gubernatorial Helping Hand? : How Governors Affect Presidential Elections

    • It is commonly argued that a presidential candidate will be helped in a state by having a governor of the same party in office. However, there is little research to support this claim. To address this question, we use a regression discontinuity design, which allows us to estimate the causal effect of gubernatorial party control. We show that a presidential candidate is in fact hurt by having a governor from the same party. On average, this penalty is a 3-4 percentage point reduction in a state’s presidential vote share in the following election. We also show that voters punish the presidential party in gubernatorial midterm elections. Having established these relationships, we explore why this is the case. The likely explanation is a variation of the ideological balancing argument, whereby voters’ choices for one office are conditional on which party holds office at a different level.

    • This article studies gubernatorial midterm slumps in U.S. state legislative elections. We employ a regression discontinuity design, which allows us to rule out the hypothesis that the midterm slump simply reflects a type of reversion to the mean generated by simple partisan swings or the withdrawal of gubernatorial coattails or anticipatory balancing. Our results show that the party of the governor experiences an average seat-share loss of about 3.5 percentage points. We also find evidence suggesting that a large share of the variation in gubernatorial midterm slumps can be accounted for by (1) crude partisan balancing and (2) referendums on state economic performance, with approximately equal weight given to each.

    • Does control of patronage jobs significantly increase a political party’s chances of winning elections in U.S. states? We employ a differences-in-differences design, exploiting the considerable variation in the dates that different states adopted civil service reforms. Our evidence suggests that political parties in U.S. states were able to use state-level patronage to increase the probability of maintaining control of state legislatures and statewide elective offices. We also find that an “entrenched” party, in power for a longer time, can use patronage more effectively. We consider several alternative hypotheses that might plausibly account for the patterns in the data, but find no evidence to support them.

    • We study how media environments interact with political institutions that structure the accountability of public officials. Specifically, we quantify media influence on the behavior of US state court judges. We analyze around 1.5 million criminal sentencing decisions from 1986 to 2006 and new data on the newspaper coverage of 9,828 trial court judges. Since newspaper coverage is endogenous, we use the match between newspaper markets and judicial districts to identify effects. We find that newspaper coverage significantly increases sentence length by nonpartisan elected judges for violent crimes. For partisan elected and appointed judges, there are no significant effects.

    • Many articles use regression discontinuity designs (RDDs) that exploit the discontinuity in “close” election outcomes to identify various political and economic outcomes of interest. One of the most important types of diagnostic tests in an RDD is checking for balance in observable variables within the window on either side of the threshold. Finding an imbalance raises concerns that an unobservable variable may exist that affects whether a case ends up above or below the threshold and also directly affects the dependent variable of interest. This article shows that imbalance in RDDs exploiting close elections are likely to arise even in the absence of any type of strategic sorting. Imbalance may arise simply due to variation in the underlying distribution of partisanship in the electorate across constituencies. Using both simulated and actual election data, the study demonstrates that the imbalances driven by partisanship can be large in practice. It then shows that although this causes a bias for the most naive RDDs, the problem can be corrected with commonly used RDDs such as the inclusion of a local linear control function.
