I VTI rapport 831 diskuterar forskarna flera dimensioner av hur växthusgaserna från godstransportsektorn ska kunna minskas, till exempel med hjälp av så kallade Gröna korridorer. Vidare diskuteras hur man ska se på de klimatpolitiska konsekvenserna av överflyttning från väg till järnväg eller elektrifierade fordon på väg.

    • One of the main difficulties in developing new intermodal road-rail freight transport solutions is finding the right business model, i.e. the set of activities which a firm performs, how it performs them, and when it performs them to earn a profit. Though business models have received limited attention in the existing intermodal research, several authors have pointed out the importance of business models in the intermodal context. Existing intermodal literature discusses several types of different business models that can be seen in practice. The current study takes an in-depth look at The Own-Account Model, where companies with sufficient transport volumes operate their own intermodal transport services. This can be seen as an alternative business model to the more common case, where the intermodal operator or forwarder acts as channel leader. The study explores the strengths and weaknesses of such a business model through two empirical examples. The paper investigates these models by analysing the business model in practice, e.g. which actors are involved, the roles and responsibilities of these actors, how risks are distributed, what the contracts are, etc. Research is conducted using a qualitative approach: multiple case studies. Empirical data is mainly obtained through in-depth semi-structured interviews. Osterwalder’s (2004) framework for business models is applied to analyse the empirical cases and evaluate the strengths and weaknesses of the Own-Account Model. The roles and responsibilities of the actors are described. For the parties to be willing to “invest into” the new intermodal solution, long-term contracts are required. The shipper controls the channel, but has to rely heavily on the transport operators for their expertise and resources. Thus, a long-term partnership is formed between the main actors, separating this model from traditional intermodal transport. The analysis has found that the Own-Account Model can be used to avoid many of the difficulties in setting up a new intermodal solution, such as insuring the base volume of freight or having the overall control over the intermodal chain. Better understanding of this type of business model allows authorities to better support the development of intermodal transport through policy measures. The results obtained also have research implications in improving the understanding of how intermodal transport is performed in practice.

  • Factors influencing transport buyer’s choice of transport service – A European literature review

    • The choice of transport service is a key issue in understanding the transport market and designing a competitive transport system. The customers’ choice of transport service is based on a number of factors that are considered and weighted against each other. For a transport service provider, e.g. a forwarder or a haulier, it is of key importance to understand which factors are important to the customer. Several studies have investigated the determining factors for the choice of a transport service. A review of the studies has been made in this research in order to compare and synthesize the previous findings on transport service choices. The review focuses on studies published in the English and Scandinavian languages after the year 1990. It includes studies on European conditions where the actual opinion of the transport customer has been studied through interviews and surveys, and does not include modelling approaches or analyses based on statistical data of the transport service choice. It is a fact that the knowledge about the transport service choice lies with the person making the decision. Although, studying the attitude of these people is often more challenging than other approaches, it is our opinion that these studies come closest to revealing the reasons for the transport service choice. The review includes a short overview of the studies and the methods used. The review finds that the important core factors in choosing transport services are cost, transport time, reliability and transport quality. After ensuring that the basic transport quality requirements are met (e.g. on-time deliveries, transport damages, transport times), most of the decisions are made based on price. However, the willingness to pay for lower environmental impact is low. Rail is perceived as being more environmental friendly, although several studies mention a negative attitude towards rail. The literature survey covers 1990 to 2009 and includes a structured overview of the leading academic journals, academic reports and dissertations complemented by non peer-reviewed reports from the Scandinavian countries. Although there is a potential difference in research quality between peer-reviewed and non-peer reviewed reports, a significant share of publications is only published on-line and in other types of reports, and to ignore this research bears the risk of missing relevant studies. The peer-reviewed and non-peer reviewed sources have been kept separate in the analysis. Both groups indicate the same important factors, and it is striking to notice the complete agreement between the groups. The inclusion of non-peer reviewed sources has thus increased the validity of the review and broadened the scope and in-depth understanding of the transport service choice. The research methods used in the studies, e.g. stated preferences, are also included in the analysis, and it is found that the different methods have similar results. What separates this literature review from previous reviews is the focus on the actual mapping of real customer attitudes and preferences and also the widened scope, which includes non-peer reviewed sources.

    • Understanding the reasons behind the choice of transport service is a key issue in understanding the transport market, designing a competitive transport system and, in particular, achieving a shift towards intermodal transport. This paper is a literature review of studies on factors influencing the choice of transport. It focuses on studies concerning European conditions with primary data on decision makers’ selections obtained through interviews and surveys, published in English and Swedish after the year 1990. The review includes the leading academic publications complemented by non-peer reviewed reports. Non-peer reviewed publications are included as a large share of the studies are only published in the grey literature. This paper separates from previous reviews through its focus on studies with primary data and a widened scope to include non-peer reviewed sources. The review finds that the factors behind the choice of transport service can be divided into three levels: 1. Benchmark (Cost), 2. Qualifiers (Quality, Reliability, and Transport Time), and 3. Particularities (Others). Most of the decisions are made based on price (Benchmark) after ensuring that the basic transport quality requirements are met (Qualifiers). Other factors (Particularities) have low importance. Particularly noteworthy is the low importance of the environmental impact. Results from both peer reviewed and non-peer reviewed publications show the same important factors. The research methods used in the studies are also included in the analysis, and it is found that the different methods have similar results.

    • The study investigates developm ent of new intermodal transport solutions with specific focus on solutions where customers, the shippers, choose to develop and manage their own intermodal solutions instead of buying the transport service in the market. The purpose of the paper is to study the design aspects of customer managed in termodal transport system development to see what makes such systems competitive. Focus is on why shippers develop such solutions; how they solve fundame ntal performance problems; and what characterises such shippers. Shippers engage in developm ent and management of intermodal solutions based on perceive d weak signals about future threats and opportunities. Intermodal solutions are designed to meet cost, quality, and environmental requirements. Shippers engaging in development of such solutions have large and concentrated fl ows. Furthermore, they have strong environmental policies, and are highly depe ndent on efficient transport. Finally, they are major buyers in the transport market having previous experience in using rail/intermodal.
