  • Phantom of the Neighbourhood : Longitudinal Studies on Area-based Conditions and Individual Outcomes

    • This dissertation consists of three self-contained but interrelated empirical studies focusing on theoretical, empirical and political questions in the multidisciplinary field of neighbourhood effect research. Along with a comprehensive introductory essay, each study addresses questions concerning the potential influence of neighbourhood characteristics on individual social and economic outcomes at different life stages. Study I combines longitudinal register and survey data from the ‘golden era’ of Swedish welfare policy to evaluate a hypothesised impact of neighbourhood poverty during adolescence on a wide range of outcomes (including, but not limited to, educational and employment status) within a counterfactual model framework based on matching on propensity scores. Extensive empirical analyses indicate that, when two groups of children who are identical according to observed factors before age 10 (including household income, family structure and welfare receipt) live in different types of neighbourhood in adolescence, the outcome for those who grow up in a poor neighbourhood is not more likely to be worse than for those who grow up in a more affluent neighbourhood. Study II considers the maximum theoretical scope of unique neighbourhood influence experienced during the years of growth on individuals’ later life income and social assistance recipiency. A three-level hierarchical linear model is applied to simultaneously distinguish variation in the outcomes over time from variation that is attributable to differences between neighbourhoods. By utilising longitudinal register data derived from a birth cohort who grew up in Stockholm at a time when Swedish welfare policy ambitions were at a peak, this study attempts to estimate the long-term significance of neighbourhood origin in the Swedish setting. The analyses clearly show that prior place of residence accounts for an exceedingly modest proportion of the variation in cohort members’ subsequent income and receipt of social assistance. Study III explores the hypothesised negative impact of disadvantaged neighbourhood conditions, individual disadvantage, and degree of labour market establishment on levels of social trust. Using data from the Swedish Longitudinal Survey among Unemployed, ordered logit regression analyses indicate that low levels of social trust are contingent upon perceived neighbourhood disorder, personal powerlessness, perceived fear of victimisation, and accumulated episodes of temporary employment. The tentative results also indicate that neighbourhood disorder, powerlessness, and fear of victimisation interact, magnifying the negative impact on social trust.

  • Primary and Secondary Effects on Long‐Term Educational Outcomes of Individuals with Experience of Child Welfare Interventions

    • It is well known that individuals with experience of child welfare interventions – here conceptualised as placement in out‐of‐home care (OHC) – tend to have substantially poorer educational outcomes compared to their peers. Numerous explanatory factors have been proposed but few have been informed by mainstream sociological research into educational stratification. Through the lens of primary (ability‐driven explanations) and secondary (choice‐based explanations, conditional on educational performance) effects on social background differentials in educational attainment, longitudinal data from more than 14 000 Swedes (of which around 9% have been placed in OHC) were used to estimate the relative importance of these two basic explanatory processes. Results from decomposition analyses suggest that the secondary effect is the key driver in creating differentials in midlife educational attainment among individuals of different social origins. Such impacts were found to be even stronger in the OHC population. Interventions aimed at improving educational performance in children with experience of OHC may not sufficiently reduce educational inequalities across the life course if choice‐based explanations are not addressed.

    • This study is intended as a contribution to the ongoing US and European debate on housing inequality and homelessness. We do this by focusing on the problems faced by the "precariously housed", or people repeatedly threatened with eviction, in the advanced welfare state of Sweden. Our empirical analysis is based on a sample of individuals repeatedly threatened with evictin in Sweden in the period 1982-1986. Using proportional hazard regressions, we show that the increase in risk for a new eviction threat for these individuals can best be explained by a combination of unfavorable social circumstances and difficult personal problems, both of which need to be addressed by housing policy.

  • Dutch tenants at risk of eviction : Identifying predictors of eviction orders

    • In order to prevent evictions, it is important to gain more insight into factors predicting whether or not tenants receive an eviction order. In this study, ten potential risk factors for evictions were tested. Tenants who were at risk of eviction due to rent arrears in five Dutch cities were interviewed using a structured questionnaire, and six months later their housing associations were asked to provide information about the tenants' current situation. Multiple logistic regression analyses with data on 344 tenants revealed that the amount of rent arrears was a strong predictor for receiving an eviction order. Furthermore, single tenants and tenants who had already been summoned to appear in court were more likely to receive an eviction order. These results can contribute to identifying households at risk of eviction at an early stage, and to develop targeted interventions to prevent evictions.

    • Att bli vräkt är något av det värsta som kan hända en familj men ingen vet exakt hur många detta drabbar varje år . Vad händer med alla dem som varje år döms till vräkning? Hur många får bor kvar efter en uppgörelse med värden? Hur många ger upp och flyttar innan kronofogden knackar på dörren? Vart tar de vägen? Med ett 130-årigt perspektiv speglar VRÄKT ett vardagsdrama där aktörerna är hyresvärd och hyresgäst, domstolar, kronofogdar, gårdagens fattigvård och dagens socialtjänst och – i dramats utkant – låssmeder, inkassobolag och flyttfirmor. Alltför lite görs för att bekämpa den ojämlikhet på bostadsmarknaden som vräkningarna och hemlöshet är symptom på anser författarna. Politikerna måste göra mer än reformera sociallagstiftningen, ändra tidsfrister i vräkningsprocessen och se över samarbetet mellan myndigheter och värdar. Intressegrupper och partier måste också agera och bidra till en debatt som leder längre än till administrativa åtgärder som mer döljer än löser problemen.

    • Såväl svensk som internationell forskning visar att barn som placerats i samhällsvård har sämre skolresultat än andra barn. Däremot är kunskapen om hur deras utbildningskarriärer ser ut över en längre tid begränsad. Med hjälp av en femtioårig uppföljning av en kohort bestående av drygt 12 000 personer födda 1953, av vilka nästan 8 procent varit placerade före 13 års ålder, har vi följt deras utbildningsvägar över nästan hela livsförloppet. Analyserna fokuserade på hur de placerade barnens utbildningsambitioner, prestationer och val från årskurs 6 och framåt skilde sig från barn som haft barnavårdskontakt utan att placeras respektive barn utan barnavårdskontakt. Resultaten visade att de placerade barnen genomgående presterat sämre och gjort mindre ambitiösa utbildningsval än barnen utan barnavårdskontakt. Däremot var de placerade barnens utbildning lik och i vissa fall till och med bättre än utbildningen för dem som haft barnavårdskontakt. Våra resultat visade också att möjligheterna att återuppta studier i vuxen ålder tycks ha spelat en viktig roll för alla barn, inte minst de placerade barnen.

    • This study identifies subgroups of tenants in a sample of 495 tenants at risk of eviction, due to rent arrears, by 16 housing associations in five Dutch municipalities, and examines the attuning of services to the needs of the tenants in these subgroups. Latent class analysis with eight known risk factors for eviction identified five sub‐groups of tenants, which can be characterised as young immigrants, native Dutch tenants with little support, highly educated native Dutch tenants with much support, depressed tenants with little support and highly educated mentally stable older single tenants. The young immigrants reported the highest number of unmet care needs; the highly educated native Dutch tenants with much support, on the other hand, mentioned the least unmet care needs. This study demonstrates the diversity of a population of tenants at risk of eviction. Together with the differences in care needs, this indicates the necessity to develop targeted and personalised interventions to prevent evictions.
