  • Integrated Economic and Environmental Assessment of Waste Policy Instruments

    • The need for new policy instruments supporting the on-going transition from end-of-pipe waste treatment to resource management has been recognized in European policy. Instruments need to be carefully assessed before implementation to promote the desired changes and avoid problem shifting. Mathematical models may assist policy makers in such assessments. This paper presents a set of soft-linked models for assessing the economic and environmental impacts of policy instruments for both the prevention and management of waste and discusses its strengths and limitations. Consisting of (1) a macro-economic model, (2) a systems engineering model for waste management and (3) a life cycle assessment model for waste management, the set is primarily suited to assessing market-based instruments and environmental regulations. Considerable resources were needed for developing and using the set, and there are clear limits as to what can be addressed. However, if only one of the models had been used, neither the range of instruments nor the scope of impacts would have been possible to cover. Furthermore, soft-linked models allow many disciplines to contribute within one harmonized framework. Such integrated assessments may become increasingly useful for continuing the implementation of policy for sustainable governance of society's material resources.

    • A modified Bridgman anvil high-pressure device, capable of producing hydrostatic pressures up to 8 GPa (80 kbar), was designed and built. The size of the pressure chamber (10 mm in diameter) allows the use of large specimens and simple experimental procedures. Experimental results show that hydrostatic conditions are necessary if accurate quantitative information is desired about the electrical properties of materials under pressure. Accurate data on resistance (and resistivity) versus pressure at 294 K are given for Bi, Ba, Ni, and Si. The initial pressure coefficients of R were d(ln R)dP=0.13, −7.6×10−2, −2.0×10−2, and −0.26 GPa−1, respectively. Barium has a resistance minimum near 0.9 GPa. For Bi we observe sharp transitions at 2.55, 2.7, and 7.7 GPa, and for Ba at 5.55 GPa, but we cannot verify the existence of a transition in Ba near 7 GPa. Neither do we confirm the phase transformation in Ni recently reported to occur above 2.5 GPa. For Si, R(P) agrees very well with a theoretical function calculated from the change in band gap and electron mobility with pressure.

    • A large scale Bridgman anvil system has been designed. Steel gaskets permit compression of a methanol-ethanol medium over a volume of 500-250 mm3. Up to 12 wires have been used to contact specimens. The system has so far served up to 7.5 GPa, with anvils made of ASP tool steel. The transition Bi III-V was found to occur at a lower pressure than the recommended average. The electrical resistance of copper was measured up to 6 GPa under hydrostatic conditions.

    • The c-axis electrical resistance R has been measured under pressure up to 4 GPa (40 kbar) at room temperature for stage 2, HOPG-based SbCl5 intercalated graphite. In addition to the well known ordering transition at 0.3–0.5 GPa a second anomaly in R is observed above 1 GPa, corresponding to a further phase transition which is not completed until above 2.4 GPa. In all phases R depends more strongly on p for the intercalated material than for HOPG, and the total decrease in R is over 80% to 4 GPa.

  • Environmental Assessment of Possible Future Waste Management Scenarios

    • Waste management has developed in many countries and will continue to do so. Changes towards increased recovery of resources in order to meet climate targets and for society to transition to a circular economy are important driving forces. Scenarios are important tools for planning and assessing possible future developments and policies. This paper presents a comprehensive life cycle assessment (LCA) model for environmental assessments of scenarios and waste management policy instruments. It is unique by including almost all waste flows in a country and also allow for including waste prevention. The results show that the environmental impacts from future waste management scenarios in Sweden can differ a lot. Waste management will continue to contribute with environmental benefits, but less so in the more sustainable future scenarios, since the surrounding energy and transportation systems will be less polluting and also because less waste will be produced. Valuation results indicate that climate change, human toxicity and resource depletion are the most important environmental impact categories for the Swedish waste management system. Emissions of fossil CO2 from waste incineration will continue to be a major source of environmental impacts in these scenarios. The model is used for analyzing environmental impacts of several policy instruments including weight based collection fee, incineration tax, a resource tax and inclusion of waste in a green electricity certification system. The effect of the studied policy instruments in isolation are in most cases limited, suggesting that stronger policy instruments as well as combinations are necessary to reach policy goals as set out in for example the EU action plan on circular economy.

  • Technical Problematisation: A Democratic Way to Deal with Contested Projects?

    • A strong social and technical divide is particularly visible in the predominant understanding of technological innovation in modern societies. The field of Science and Technology Studies (STS) aims to overcome this divide, by focusing on the continuously entwined relationships between the social and the technical, that is, sociotechnical combinations. In this article, we argue that while it is reasonable to state that the social and the technical are entangled, it should be acknowledged that some issues are dealt with solutions that are more technical than others. A technical problematisation (the definition of an issue as a problem that is treated via a technical solution) is different to a social problematisation (the definition of an issue as a problem that is treated via a social solution) of the same issue. Our discussion is built upon examples from nuclear waste management, where the social–technical divide has been strong. However, more recently there has been a push for more democracy in technical decision making in this area, with much experimentation on public participation taking place. The only way these activities will successfully support such a democratising process is for them to be integrated into a renewed and explicitly acknowledged technical problematisation of proposed solutions.

    • Science and technology studies (STS) has cultivated a positive vision of technological controversies. By raising new issues to address, controversies are seen as generating more thorough and exhaustive processes of technology assessment. However, the ability to view controversies in this light remains dependent upon how technology is collectively imagined and understood. If it is envisioned as a classic technological fix then broader controversy is just what is intended to be overcome, not positively indulged. Albert Hirschman’s distinction between divisible and non-divisible conflicts captures such varying evaluations of controversy. In particular, it helps analyse how the long-standing fix of geological disposal of nuclear waste has been persistently defended as a non-negotiable object of technological concern – a recipe for escaping controversy by permanently isolating nuclear waste from the biosphere. Comparing the Swedish and French programmes for the geological disposal of nuclear waste shows how defending the technological integrity of a non-divisible disposal concept has remained an institutional fixation for Swedish nuclear waste management for over 30 years. In contrast, legislative demands for a reversible disposal concept introduced in France in the late 1990s have arguably served to unravel a technological fix into a divisible object of collective concern.
