    • For the past years, the national rhetoric in Sweden has changed. Due to the Russian actions in Ukraine and Crimea, efforts towards mobilizing military and civil preparedness increased. The concept of the ‘total defence’ was reintroduced and has led to shifting priorities in Swedish politics, serving as a happy object and remedy in times of security threat and social anxiety. The article critically examines what this mobilization requires from the civil society actors. Drawing on a wide scope of material, including interviews, observations, news articles, and policy documents, our analysis shows that gender-based power and norms are integral to rebuilding the Swedish total defence. Moreover, different forms of benign masculinist protection mask processes of asymmetric influence and power distribution and renders any position of critique suspicious.

  • Common operational pictures as collective problem representations : The case of the 2018 wildfires in Sweden

    • Common operational pictures (COPs) can be seen as collective problem representations that facilitate effective problem solving during emergency response. This article investigates how problems are represented in COPs and discusses how such problem representations could be improved to better inform ongoing response operations. A content analysis of 41 COPs created by a Swedish county board during the largescale wildfires that broke out in 2018 shows that most problems are represented in terms of geographic references and the status of fires, what problems to avoid, or risks, and resource type and status. These representations were found to be key for managing the response, as they enabled the scope of the response to be determined and facilitated proactive strategies; actions could be planned; the response organization could be set up. Further investigations could examine if problem representations described in terms of a gap between an undesirable current state and desired goal state would improve the usefulness of COPs, and, ultimately, better inform ongoing response operations.

    • På uppdrag av länsstyrelserna i Dalarna, Jämtland och Gävleborgs län har Avdelningen för Riskhantering och Samhällssäkerhet vid Lunds Universitet utvärderat hur länsstyrelserna hanterade de omfattande skogsbränderna under sommaren 2018. Syftet med utvärderingen har varit att analysera hur länsstyrelserna tillsammans bidrog till inriktning och samordning av samhällets samlade resurser. Med utgångspunkt i MSB:s skrift Gemensamma grunder för samverkan och ledning vid samhällsstörningar har analysen fokuserat på i vilken utsträckning och på vilka sätt som länsstyrelserna agerat i enlighet med förhållningssätten tid och proaktivitet, helhetssyn och medvetet beslutsfattande. Utvärderingens målsättningar har varit att både identifiera goda exempel och brister inom respektive län, jämföra länsstyrelsernas agerande med varandra samt identifiera möjliga synergieffekter för att stärka förmågan till länsövergripande samverkan. Rapporten innehåller tio förslag på områden för framtida, länsgemensam utveckling, bl.a. kring länsstyrelsernas ansvar och länsledningens roll under en samhällsstörning, utveckling av ISF:er, länsstyrelsernas krisorganisation samt kring lägesbild och analys.

  • Examining Legitimacy in Government Agencies’ Crisis Communication

    • Governments exercise power over the public in many ways. One clear example is during societal crises when government agencies engage in purposeful strategic communication, issue restrictions and recommendations, and rely on people’s compliance to reach response objectives and meet needs in society. Here, issues of authority and legitimacy are crucial. In this study, we are interested in how this power is configured, and we analyze different dimensions of legitimacy in the strategic communication employed by government agencies during the Covid-19 pandemic. Drawing on empirical data from Q&A sessions of daily press briefings, we examine how the pragmatic, moral, and cognitive legitimacy was challenged and defended in the interactive process between government agencies and journalists. Our analysis shows how all three dimensions of legitimacy co-exist and reinforce one another. However, considerable weight can be ascribed to the pragmatic dimension in this process of legitimation, in which government agencies rely on knowledge-based descriptions (there is) combined with imperatives regarding what needs to be done (we must). This empirical contribution improves our understanding of both the legitimacy concept and how strategic communication is central to the exercise of contemporary government power, which relies on processes of legitimation.

  • How Many? Calculative Practices in the Response to the Refugee Crisis of 2015

    • Crises are characterised by urgency and disorder, with the ordering practices of crisis management teams constituting key features of the response. In the Swedish refugee crisis that began in autumn 2015, numbers became a key analytic tool to comprehend,monitor and communicate the flow of people arriving in the south of the country. This study draws on theory from social studies of quantification, critical accounting and governing practices. It adopts a qualitative approach and investigates calculative practicesin three local crisis teams in Malmö, Sweden. These knowledge producing practices are understood as connected to processes of problematisation, with potential implications that are not always considered. Quantification, although seemingly limited to the neutral,objective application of numbers, can have important political consequences, playing a role in how scarce societal resources are distributed during and after a crisis, as well as before the next one.

  • The Imperative of Crisis : Power, Knowledge and Action in the Swedish Crisis Management System

    • This thesis investigates Swedish crisis management. This thesis aims to contribute to crisis research by providing critical perspectives on the role of knowledge in crisis management settings. The papers in this thesis stem from empirical studies of the major cases of Swedish crisis management during the last decade, including the Swedish refugee crisis in 2015, the wildfires in 2018, and the Covid-19 pandemic. Moreover, two papers concern the re-establishment of a Swedish total defence, which has been an ongoing reform since the Crimea crisis in 2014. In crisis management settings, response work is shaped around authentic, factual, and reliable accounts of ‘reality’ paired with seemingly value-free judgements of what needs to be done. This brings a particular form of assertiveness in the way threats and crises are communicated in narratives that stress the important need for urgent and drastic interventions in order to solve problems. Such imperative crisis narratives shape societal power relations, which is a central theme in this thesis. The synthesis in this thesis contributes with critical perspectives on Swedish crisis management by discussing the link between crisis-specific knowledge and power and by tracing how discursive representations and operative logics condition actions and influence in crisis management settings. In addition, the discussion draws attention to discursive struggles and the role of affects in these settings, and how the notion of crisis and uncertainty establishes a relation to the future in particular ways.
