  • First housing in Sweden: Young adults’ establishment on a hybridized housing market

    • Sweden has, for the past couple of decades, faced a housing crisis, especially for young adults. While slightly improving, 64 percent of Swedish communes were still reporting a lack of housing for young people in 2022. The importance of socio-economic factors in finding housing was identified but little has been said on the importance of local or national policies in facilitating (or hindering) young adults’ establishment on the housing market. The First Housing project carries out a systematic literature review of both academic and grey literature, targeting policies affecting housing access for young adults, students, and young immigrants in Sweden. At present, findings reveal that Swedish policy on the topic is limited in both scope and influence, piecemeal and without a holistic view. While some policies appear to have a positive effect, several have a negative effect, and most have a minimal effect for housing accessibility.

    • In large areas of China severe air pollution events pose a significant threat to human health, ecosystems and climate. Current reduction of primary emissions will also affect secondary pollutants such as ozone (O3) and particulate matter (PM), but the magnitude of the effects is uncertain. Major scientific challenges are related to the formation of O3 and secondary particulate matter including Secondary Organic Aerosols (SOA). Large uncertainties also remain regarding the interactions of soot, SOA and O3 under the influence of different SO2, NOX and VOC concentrations. To improve the understanding of these secondary atmospheric interactions in China, scientific areas of central importance for photochemically induced air pollutants have been identified. In addition to the scientific challenges, results from research need to be synthesized across several disciplines and communicated to stakeholders affected by air pollution and to policy makers responsible for developing abatement strategies. Development of these science-policy interactions can benefit from experience gained under the UN ECE Convention on Long Range Transboundary Air Pollution (LRTAP)

    • Jakarta is being transformed in an unknown speed and manner by new types of urban authorities, economic investors and other drivers of transformation. The actors are moving in a field of opportunity that was created by recent and severe changes in the economic, socio-political and natural environment in the mega-city of Jakarta. Including chapters written by contributors who have lived and worked in Jakarta for years, this book shows how urban space in Jakarta is increasingly created by the entanglement of different layers that co-exist in political and socio-economic life, with actors criss-crossing between formal and informal spheres. In each case the authors explore who are the drivers of urban change, and what are the processes in shaping the current and future city of Jakarta. Not denying that former elites are still a critical force in shaping Jakarta, the book analyses to what extent former stakeholders are undermined, and what types of new authorities or social institutions are emerging. It examines how drivers of transformation claim their right to space in the city and how their actions and strategies reflect their vision on the future of Jakarta.   • The Impacts of Peri-Urban Expansion on Municipal and Ecosystem Services: Experiences from Makhado Biaba Town, South Africa

    • The sub-Saharan cities are growing and changing due to immigration and modernization. One of the consequences of the current urbanization is that an increasing number of families residing in peri-urban areas of small rural towns lack access to basic municipal and ecosystem services. The purpose of the paper is to demonstrate the impacts of peri-urban expansion on municipal services provided by the governments and on ecosystems services through a case study of a small rural town called Makhado Biaba in Limpopo Province of South Africa. Makhado Biaba has been experiencing incessant rapid physical expansion over the years. Such spatial expansion into the peri-urban zone impacts the provision of municipal services such as water, electricity, sewerage, and refuse collection. In 2020, an exploratory mixed-methods study of some anthropocentric and ecosystem changes in Makhado Biaba Local Municipality in northeast South Africa was executed. Land use was mapped for the time period of 1990-2020, data were gathered through a household questionnaire in six villages, and interviews were held with municipal officials. Among others, the study showed that several municipal services are available in the peri-urban villages of Makhado Biaba Town despite the distant locations outside the urban core. However, services are not uniformly distributed due to that new peri-urban developments that are leapfrogging into vacant land without supporting infrastructure. The pace of the municipality in providing the necessary municipal services such as water and energy supply, as well as sanitation and refuse removal, is lagging behind the development of new and unplanned housing areas. The findings bring about information about the suburban livelihoods and how the administration of the peri-urban areas can respond to the needs of the inhabitants as well as to future challenges. For instance, to facilitate local development, recurrent and well-structured citizen dialogs with local groups to identify delivery failures are strongly recommended. In addition, the impact on ecosystem services by the city development and land use change stresses the need for guided urban development and expansion and also settlement upgrading programs in peri-urban zones to limit the bad effect on ecosystem services.

  • Energy efficient transition in Sweden: triggers and barriers for retrofitting processes in municipality owned housing companies

    • Globally and in Europe, the housing sector is responsible for a large share of the energy use, and large efforts have therefore been directed towards reduced energy use in the housing sector. In Sweden 39 percent of the energy use relate to “housing and business locations”, there is an ambition to reduce the energy use with 20 percent until year 2020, following the EU directive of energy efficiency. However, the national government has up to present responded quite hesitantly to the energy efficiency debate, possibly as the National Institute of Economic Research (NIER) claims that relevant transition measures will be met regardless of any specific measures directed to the sector of housing. Yet, the project group Collaborative learning for urban energy efficiency (the ClueE-project) has studied a number of examples where energy efficient retrofitting takes place in sub-urban areas. A central question for the overall project was: What are the major triggers and barriers in retrofitting processes, with special regards to the social sciences? From a financial point of view, the costs of energy efficient retrofitting are demanding, as most of the heating in these areas to 90 percent are sustainable district-heating. But seen from the perspective of the ‘third generation of energy policies’, there is an increasing potential today for local energy production solutions, zero-houses, or even houses that generates a surplus of energy, energy-plus-houses. The judicial tools used in these processes does not relate to minimum quality levels, rather, a more conscious use of the public procurement act is activated, as wise use of partnering contracting. The ClueE study also found that it is not specifically environmentally interested tenants that have been attracted by the energy efficient apartments, rather that has been the opportunity at hand. The lower ecological footprints of these tenants are supported as these groups are among the poorest segments of the population. To conclude, the core triggers found were: the necessity of broad political anchoring across majority and opposition, inclusive and transparent tenant-dialogues, comparable indicators in relation to evaluations and benchmarking. A more general conclusion is that more attention needs to be directed towards business locations, as the private homes’ market.

  • How to build Urbanome, the genome of the city?

    • The world's population is shifting to the cities, and consequently, cities worldwide are growing in number and in size. Cities are complex systems, making it extremely difficult to build and run cities in a way that all the elements of the system operate in harmony. Recently a concept of urbanome, the genome of the city was proposed to address this complexity. Here we first explore this concept and analogy, taking advantage of the potential of other ‘omics, modern data collection techniques, Big Data analysis methods and a transdisciplinary approach. Then, we propose a theoretical approach to build the urbanome as a means of quantifying and qualifying population outcomes, being a function of the form of an urban area including the built environment, the physical and social services it provides, and the population density.
