    • This dissertation examines two extensive language reforms that caused controversy and discord in late 19th century Sweden: a comprehensive spelling reform and a formally authorised Bible translation. Among the numerous disagreements and entanglements that afflicted the projects, one issue persisted more than any other: the question of historical time. The correlation between past, present and future was fiercely contested and became a topic of intense negotiation.The purpose of this thesis is to analyse situated constructions of historical time around the turn of the 20th century. By invoking the language reforms as examples of temporal synchronisations, the study contributes to recent debates about modern temporalities and historical time. While earlier research predominantly considers intellectual discourses and abstract notions of temporality, this study emphasises historical time as a consequence of practical measures and applied procedures.The study concludes that historical time was established in order to manage a plethora of conflicting temporalities and asynchronous rhythms. The spelling reform and the Bible translation were affected by a wide range of conflicting times that preceded the notions of progress and acceleration often associated with the modern regime of historicity. The thesis demonstrates how the language reforms established a modern historical order that is often reduced to a passive articulation of an underlying regime.

    • Det politiska livet är rörligt, flyktigt och svårdefinierat. Därför behövs en historisk förståelse av de termer och idéer som försöker fånga och gestalta det, en förståelse som kan begripliggöra både det politiska livets föränderlighet och dess relativa beständighet. I den här antologin ger femton forskare sina perspektiv på vad studiet av politisk idéhistoria kan vara och hur det kan bedrivas. Resultatet är en polyfon diskussion om politisk idéhistoria som kunskapsfält, som demonstrerar potentialen i historiska perspektiv på politiska idéer och praktiker. Antologins yttersta syfte är att öppna upp fältet för fortsatta diskussioner och fördjupade undersökningar om politikens idédimensioner och deras ofrånkomliga historicitet.

    • This article investigates the making of media ethics in Sweden in the late nineteenth and early twentieth century. It is argued that media ethics can be understood in a Foucauldian sense as a way of governing. From this perspective, the article asks how members of the press conceived of its problems, with what means they tried to resolve these problems, and to what ends. It is shown that the ethical problems conceived by the members of the press included threats both to the general public, and to the press itself. The problems were explained as results of, first, structural circumstances such as the working conditions and the fierce competition between newspapers, second, individual flaws of character and lack of awareness among the members of the press, and, third, the preferences and opinions of the reading public. The solutions involved creating or dissolving cooperation between newspapers or associations, informing writers about ethical problems, punishing individual wrongdoers, as well as attempts to make the reading public more appreciative of the press and its members. These practices aimed at reforming the press according to its own interests, and can thus be understood as a kind of media politics by and for the press itself.

    • Opinion polls have been an essential part of democratic politics since the middle of the 20th century. They inform views of what popular politics is about, and shape political debates and party strategies, as well as citizens’ understandings of themselves as political subjects. However, quantitative data about elections and the electorate have a much longer history that deserves attention. This longer history can be explored by investigating the creation of official election statistics in Sweden in the 1860s and its subsequent development up to the ”democratic breakthrough” in the early 1920s. Although historical studies of statistics have proliferated in recent decades, very little is known about the cultural and political history of election statistics. This article asks, firstly, how this new sort of statistical knowledge was described and justified, in particular in relation to the ideas of political representation that underpinned the new bicameral parliament, and how official statistics were used to promote national improvement and political reform. Secondly, the article asks how election statistics constructed the electorate as an object of study, paying particular attention to the changing categories used to present and explain statistical data in official publications. From their inception, official election statistics, produced and published by the government agency Statistiska Centralbyrån (Statistics Sweden), were intended to measure national political life and to provide statesmen and ordinary citizens with useful insights into the consequences of projected and completed constitutional reforms. Election statistics interpreted the electorate in terms of political activity, interests, conflict, participation and economic inequality, and, toward the end of the period, presented voters according to differences of occupation, class and gender. Contemporary debates testify that elections statistics were deemed both reliable and politically useful information, and gave considerable encouragement to this quantitative view of politics and of the people.

    • Concepts like voter and electorate are fundamental in all states practising democratic representation. However, the construction of these concepts following the introduction of universal suffrage is rarely studied. Swedish parliamentary debates on election statistics and sex-segregated ballots in 1921 and 1922 offer an illuminating opportunity to do that. Thus, this article argues that these key democratic concepts were in part constructed through the production of election statistics and in debates about what should be known about the respective political preferences of male and female citizens. Both sides in the debates emphasized sex as a fundamental category for understanding voters. But the debates also feature incompatible ways of representing the electorate – as individuals, as a unified whole, and as target groups – entailing conflicting visions of democratic politics. Thus, rather than being solely remembered as attempts to denigrate women's votes and hence limit democracy, these debates should be understood as ways of dealing with the conceptual implications universal suffrage.
